मुख्यमंत्री भूपेश बघेल ने विधानसभा में हुई चर्चा का जवाब देते हुए कहा कि राज्य सरकार पूरी संजीदगी के साथ धान खरीदी का काम कर रही है,किसानों को किसी प्रकार की दिक्कत नहीं होगी। बारदानों की कमी को दूर करने के लगातार प्रयास किए जा रहे हैं। मुख्यमंत्री ने कहा कि हमारी प्राथमिकता प्रदेश के गरीब, किसान, मजदूर, महिलाएं और युवा हैं। उनकी आर्थिक स्थिति में सुधार करना हमारी प्राथमिकता है।
भूपेश बघेल ने कहा कि हां हमने कर्ज लिया है,किसानों की कर्ज माफी के लिए,धान खरीदी के लिए और लोगों की सहायता करने के लिए। उन्होंने कहा कि पूर्व सरकार ने स्काई वॉक,एक्सप्रेस - वे,मोबाइल खरीदी और नई राजधानी के लिए ऋण लिया,लेकिन इसका प्रदेश की जनता को क्या फायदा हुआ। मुख्यमंत्री ने नई तहसीलों की जनप्रतिनिधियों की मांग के संबंध में कहा कि राज्य सरकार द्वारा 23 नई तहसीले बनाई गई है। भविष्य में जब भी नई तहसीलें बनाई जाएंगी जनप्रतिनिधियों की मांगों को ध्यान में रखा जाएगा।
मुख्यमंत्री ने बारदानों की व्यवस्था के संबंध में कहा कि राज्य सरकार ने भारत सरकार के जूट कमिश्नर से छत्तीसगढ़ को 4.50 लाख गठान बारदाना उपलब्ध कराने का आग्रह किया था,लेकिन उन्होंने एक लाख 43 हजार गठान बारदाने उपलब्ध कराने की स्वीकृति दी। लेकिन हमें एक लाख 5 हजार गठान बारदानें जूट कमिश्नर से मिले हैं। कोरोना काल में जूट मिलें बंद थी, इसलिए राज्य सरकार ने पीडीएस की दुकानों से 65 हजार गठान पुराने बारदाने,राईस मिलर्स से 80 हजार गठान बारदाने की व्यवस्था की है। हमें अब तक 2 लाख 62 हजार गठान बारदाने मिले हैं,जिनमें से एक लाख 58 हजार गठान बारदानों का उपयोग किया जा चुका है और एक लाख 4 हजार गठान बारदाने शेष हैं।
मुख्यमंत्री ने कहा कि राज्य सरकार ने आम जनता को सुविधाएं उपलब्ध कराने के कार्य किए,उनकी सराहना भारत सरकार और नीति आयोग ने भी की। कोरोना काल में प्रदेश में 22 हजार से अधिक क्वॉरेंटाइन सेंटर स्थापित किए गए, गरीबों को 35 किलो के मान से 3 माह का अनाज मुफ्त दिया गया, मध्यान्ह भोजन कार्यक्रम के अंतर्गत बच्चों को घर पहुंचाकर सूखा राशन दिया गया। भूपेश बघेल ने कहा कि प्रदेश के भ्रमण के दौरान उन्होंने कई धान खरीदी केंद्रों का भी दौरा किया वहां भीड़ - भाड़ नहीं थी और व्यवस्थाएं काफी अच्छी थी।
नई सरकार बनने के पहले प्रदेश में 1900 धान खरीदी केंद्र थे,जिन्हें पहले चरण में बढ़ाकर 2000 किया गया और अब 2300 केंद्रों पर धान की खरीदी हो रही है। पिछले वर्ष 23 दिसंबर तक 5 लाख किसानों ने 18 लाख मेट्रिक टन धान बेचा था,जबकि इस वर्ष 23 दिसंबर तक 9 लाख 90 हजार किसानों ने 38 लाख मैट्रिक टन धान बेचा है। इस वर्ष धान के विक्रय के लिए 21 लाख 38 हजार किसानों ने पंजीयन कराया है, जो पिछले वर्षों की तुलना में सर्वाधिक है। धान के रकबे में भी 6 लाख एकड़ की वृद्धि हुई है।
मुख्यमंत्री ने कहा कि धान खरीदी में आ रही समस्याओं के निराकरण के लिए राज्य सरकार कटिबद्ध है। इस संबंध में मिल रही शिकायतों का लगातार समाधान किया जा रहा है। डायल 112 में अब तक 1700 शिकायतें मिली जिनमें से 483 का निराकरण किया जा चुका है। रकबे में त्रुटि के संबंध में 413 शिकायतें मिली हैं,जिनके निराकरण के लिए अधिकारियों को कहा गया है। उन्होंने बताया कि कल ही उन्होंने केंद्रीय मंत्री पीयूष गोयल से एफसीआई को चावल देने की अनुमति देने का आग्रह किया था,लेकिन उन्होंने कहा कि मैं किसान आंदोलन में व्यस्त हूं। धान खरीदी को एक माह हो गया है लेकिन यह दुर्भाग्यजनक है कि अभी तक एफसीआई में चावल देने की अनुमति नहीं मिल पाई है।
राईस मिलर्स अब तक 7 लाख मेट्रिक टन से अधिक उठाव कर चुके हैं। यदि एफसीआई में चावल जमा करने की अनुमति नहीं मिलती है तो बारदाने की कमी होगी। मुख्यमंत्री ने कहा कि किसानों को एकमुश्त धान की कीमत 2500 रूपए प्रति क्विंटल इसलिए नहीं दी जा सकी क्योंकि केन्द्र सरकार ने हमारे हाथ - पांव बांध दिए थे। समर्थन मूल्य और 2500 रूपए प्रति क्विंटल के अंतर की राशि किसानों को देने के लिए राज्य सरकार राजीव गांधी किसान न्याय योजना लेकर आई जिसमें किसानों को प्रति एकड़ 10 हजार रूपए की राशि दी जा रही है। इस योजना में किसानों को तीन किश्तों का भुगतान किया जा चुका है। चौथी किश्त भी इसी वित्तीय वर्ष में दे दी जाएगी।
भूपेश बघेल ने कहा कि कोरोना मरीजों का सरकारी अस्पतालों में मुफ्त में इलाज किया जा रहा है। राज्य सरकार कोरोना संक्रमण की रोकथाम के लिए भारत सरकार की गाइडलाइन का पालन कर रही है। उन्होंने कहा कि राज्य सरकार ने स्वास्थ्य संबंधी अधोसंरचना विकसित करने के भी पूरे प्रयास किए है। 15 वर्षों में प्रदेश में केवल 46 आईसीयू बेड थे, जिनकी संख्या अब बढ़कर 400 हो गई है। हजारो बेड, वेंटिलेटर की व्यवस्था की गई।
कोरोना पैंडेमिक से निपटने के लिए स्वास्थ्य और पुलिस विभाग सहित पंचायत, महिला एवं बाल विकास,शिक्षा सहित सभी विभागों के लोगों और जनप्रतिनिधियों में सराहनीय कार्य किया। उन्होंने कहा कि अब कोरोना वायरस का नया स्ट्रेन आ गया है। यदि विदेशों से आने वालों को पहले ही बड़े शहरों में रोक लिया गया होता,तो यह छत्तीसगढ़ नहीं आ पाता। मुख्यमंत्री ने कहा कि मुझे छत्तीसगढ़ की संस्कृति पर गर्व है और छत्तीसगढ़िया होने का अभिमान है। नरवा,गरवा, घुरवा,बाड़ी योजना का उल्लेख करते हुए कहा कि नरवा प्रोजेक्ट में भारत सरकार ने सूरजपुर और बिलासपुर जिले को पूरे देश में प्रथम पुरस्कार प्रदान किया है।
स्वच्छता के मामले में छत्तीसगढ़ पूरे देश में पहला है। गोधन न्याय योजना में अब तक 32 लाख क्विंटल से अधिक गोबर की खरीदी की जा चुकी है और पशुपालकों को 64 करोड़ रूपए का भुगतान किया जा चुका है। अंबिकापुर के वर्मी कम्पोस्ट उत्पादन करने वाले एक महिला स्व-सहायता समूह ने एक बड़ी कम्पनी के साथ 16 रूपए प्रति किलो की दर पर वर्मी कम्पोस्ट की बिक्री के लिए एमओयू किया है। उन्होंने कहा कि गोबर हमारे लिए पवित्र वस्तु है। आज भी घरों में चूल्हे और पूजा स्थल की लिपाई गोबर से की जाती है। गोबर को हमने अर्थव्यवस्था से जोड़ा है।
मुख्यमंत्री ने विपक्ष द्वारा कर्ज के आकार बढ़ने के संबंध में की गई शिकायतों का जवाब देते हुए कहा कि भारत सरकार द्वारा वर्ष 2019 - 20 के केन्द्रीय बजट में राज्य को केन्द्रीय करों में राज्य के हिस्से की राशि 26 हजार 13 करोड़ रूपए निर्धारित की गई थी,किन्तु राज्य को वास्तविक रूप से केवल 20 हजार 205 करोड़ रूपए ही प्राप्त हुए। इस प्रकार राज्य को 5 हजार 808 करोड़ रूपए कम प्राप्त हुए हैं। उन्होंने कहा कि इसी प्रकार वर्ष 2019 - 20 में राज्य को जीसएसटी क्षतिपूर्ति अनुदान की राशि 4 हजार 506 करोड़ प्राप्त होनी थी,किन्तु केवल 2 हजार 644 करोड़ ही प्राप्त हुए हैं।
इस प्रकार इन दोनों मदो में कुल 7 हजार 670 करोड़ की कमी होने से राज्य के संसाधनों में भारी कमी आई है। भूपेश बघेल ने कहा कि वर्ष 2019-20 में केन्द्रीय करों में राज्य के हिस्से में कमी को देखते हुए भारत सरकार द्वारा विशेष रियायत के रूप में राज्य को एक हजार 813 करोड़ की अतिरिक्त अधार - सीमा का लाभ एफआरबीएम एक्ट में संशोधन करने की शर्त पर प्रदाय किया गया था। 22 मार्च 2020 से देशव्यापी लॉकडाउन के कारण राज्य के स्वयं के राजस्व में भी आंशिक कमी हुई है,किन्तु वैश्विक आपदा के समय में राज्य के लोगों को फौरी तौर पर राहत प्रदान करने तथा स्वास्थ्य सुविधाओं की तत्काल उपलब्धता सुनिश्चित करने हेतु राज्य द्वारा लोकहित में आवश्यक व्यय किए गए है।
केन्द्र सरकार द्वारा दी गई अतिरिक्त उधार सीमा के लिए निर्देशानुसार राज्य के एफआरबीएम एक्ट में 2019-20 के लिए वित्तीय घाटे की सीमा में वृद्धि हेतु संशोधन किया जाना आवश्यक है। उन्होंने कहा कि वास्तविकता यह है कि सामान्य आर्थिक मंदी एवं कोविड-19 महामारी से उत्पन्न विशेष परिस्थितियों के कारण केन्द्र सरकार के साथ - साथ सभी राज्यों के राजस्व प्राप्तियों में भारी कमी दर्ज की गई है। जिसकी पूर्ति के लिए ऋण लिया गया है। राज्यों की जीएसडीपी के तिमाही आंकड़े जारी नहीं किए जाते हैं किन्तु केन्द्रीय सांख्यिकी संगठन के हाल ही में जारी आंकड़ों के अनुसार देश की जीडीपी में प्रथम तिमाही में 23.9 प्रतिशत तथा द्वितीय तिमाही में 7.5 प्रतिशत की गिरावट आयी है।
भूपेश बघेल ने कहा कि अंत में मार्च 2020 में केन्द्र सरकार ने राज्य को एक हजार 813 करोड़ अतिरिक्त ऋण लेने का निर्देश दिया। लेकिन हमन अतिरिक्त ऋण न लेकर उपलब्ध राशि में ही राज्य के खर्चों को संचालित किया। वर्ष 2020-21 में तो भारत सरकार द्वारा सभी राज्यों को 2 प्रतिशत अतिरिक्त ऋण लेने की अनुमति प्रदान की जा चुकी है,किन्तु छत्तीसगढ़ ने अभी तक इस अतिरिक्त ऋण सीमा का लाभ नहीं लिया है। मुख्यमंत्री ने कहा कि राजस्व प्राप्तियों में छत्तीसगढ़ ने बेहतर प्रदर्शन किया है।

Chhattisgarh government is doing paddy procurement work with full sincerity : Chief Minister Bhupesh Baghel
Chief Minister Bhupesh Baghel while replying to the discussion in the assembly said that the state government is working with full sincerity to procure paddy, farmers will not face any kind of problem. Constant efforts are being made to overcome the shortage of gunny bags. The Chief Minister said that our priority is the poor, farmers, laborers, women and youth of the state. Our priority is to improve their economic condition.
Bhupesh Baghel said that yes we have taken loan, for loan waiver of farmers, for paddy purchase and for helping people. He said that the former government bought Sky Walk, Expressway, Mobile and took loan for the new capital, but what was the benefit of the people of the state. Regarding the demand of public representatives of new tehsils, the Chief Minister said that 23 new tehsils have been formed by the state government. Whenever new tehsils are formed in future, demands of public representatives will be kept in mind.
Regarding the arrangement of gunny bags, the Chief Minister said that the State Government had requested the Jute Commissioner of the Government of India to provide 4.50 lakh bales of gunny bags to Chhattisgarh, but he approved to provide one lakh 43 thousand bales of gunny bags. But we have received one lakh 5 thousand gunny bags from Jute Commissioner. Jute mills were closed during the Corona period, so the state government has arranged for 65 thousand bales of gunny bags from PDS shops, 80 thousand bales of gunny bags from rice millers. So far, we have received 2 lakh 62 thousand bale gunny bags, of which one lakh 58 thousand bale gunny bags have been used and one lakh 4 thousand bale gunny bags are left.
The Chief Minister said that the State Government did the work of providing facilities to the general public, they were also appreciated by the Government of India and NITI Aayog. During the Corona period, more than 22 thousand quarantine centers were set up in the state, the poor were given 3 months of free grain at the rate of 35 kg, the children were given home and dry ration was given under the midday meal program. Bhupesh Baghel said that during his visit to the state, he also visited several paddy procurement centers,there was no crowd and the arrangements were very good.
Before the formation of the new government, there were 1900 paddy procurement centers in the state,which were increased to 2000 in the first phase and now paddy is being purchased at 2300 centers. Till December 23 last year,5 lakh farmers had sold 18 lakh metric tons of paddy,while by December 23 this year,9 lakh 90 thousand farmers have sold 38 lakh metric tons of paddy. This year 21 lakh 38 thousand farmers have registered for the sale of paddy, which is the highest compared to previous years. The area under paddy has also increased by 6 lakh acres.
The Chief Minister said that the State Government is committed to resolving the problems faced in paddy procurement. The complaints being received in this regard are constantly being resolved. So far 1700 complaints have been received in Dial 112 out of which 483 have been resolved. 413 complaints have been received in respect of the area in which the authorities have been asked to resolve. He said that yesterday he had requested Union Minister Piyush Goyal to allow rice to FCI, but he said that I am busy in the farmers movement. Paddy procurement has been done for a month but it is unfortunate that FCI has not been allowed to give rice yet.
Rice millers have lifted more than 7 lakh metric tons so far. If the FCI is not allowed to deposit rice,there will be a shortage of gunny bags. The Chief Minister said that the outright paddy price of Rs 2500 per quintal could not be given to the farmers because the Central Government had tied our hands and feet. To give the difference between the support price and Rs 2500 per quintal to the farmers, the state government came up with the Rajiv Gandhi Kisan Nyay Yojana under which farmers are being given Rs 10 thousand per acre. Under this scheme, three installments have been paid to the farmers. The fourth installment will also be given in this financial year.
Bhupesh Baghel said that Corona patients are being treated free of cost in government hospitals. The state government is following the guidelines of the Government of India for the prevention of corona infection. He said that the state government has also made all efforts to develop health related infrastructure. In 15 years, there were only 46 ICU beds in the state,whose number has now increased to 400. Thousands of beds, ventilators were arranged.
He did commendable work in the people and public representatives of all departments including Panchayat, Women and Child Development, Education including Health and Police Department to deal with Corona Pandemic. He said that now a new strain of corona virus has arrived. If those coming from abroad were already stopped in big cities, then it would not have come to Chhattisgarh. The Chief Minister said that I am proud of the culture of Chhattisgarh And there is pride of being Chhattisgarh. Referring to the Narva, Garwa, Ghurwa,Bari scheme, he said that in the Narwa project, the Government of India has given first prize to the Surajpur and Bilaspur districts in the entire country.
Chhattisgarh is the first in the whole country in terms of cleanliness. So far, more than 32 lakh quintals of cow dung have been procured under the Godhan Nyaya Yojana and Rs. 64 crores has been paid to the cattle herders. A women's self-help group producing vermi compost from Ambikapur has signed an MoU with a large company for sale of vermi compost at the rate of Rs 16 per kg. He said that cow dung is a sacred thing for us. Even today,chulhas and places of worship are dipped in homes with cow dung. We have associated cow dung with the economy.
The Chief Minister, while replying to the complaints made by the opposition regarding increasing the size of the loan, said that in the Union Budget for the year 2019-20 by the Government of India, the amount of the state's share in central taxes to the state was fixed at Rs 26 thousand 13 crore , But the state actually received only 20 thousand 205 crores. Thus,the state has received less than 5 thousand 808 crores. He said that similarly in the year 2019 - 20,the amount of GSST compensation grant was to be received by 4 thousand 506 crore,but only 2 thousand 644 crore has been received.

As per the instructions for additional lending limit given by the Central Government, the FRBM Act of the state needs to be amended to increase the financial deficit limit for 2019-20. A loan has been taken to meet it. Quarterly figures of GSDP of the states are not released but according to the recently released data of the Central Statistical Organization, the country's GDP declined by 23.9 percent in the first quarter and 7.5 percent in the second quarter.
Bhupesh Baghel said that finally in March 2020, the central government directed the state to take one thousand 813 crore additional loans. But we did not take additional loan and operated the expenses of the state in the available amount. In the year 2020-21, all the states have been allowed to avail 2 percent additional loan by the Government of India, but Chhattisgarh has not yet taken advantage of this additional loan limit. The Chief Minister said that Chhattisgarh has performed better in revenue receipts.
