मध्यप्रदेश रेत नियम 2019 में संशोधन :- मंत्रि - परिषद ने मध्यप्रदेश रेत (खनन, परिवहन, भंडारण तथा व्यापार) नियम 2019 में संशोधन करने की मंजूरी दी। संशोधनों से प्रदेश में रेत खनिज की आपूर्ति आबाधित रूप से संभव हो सकेगी। इससे निर्माण कार्यो को गति मिलेगी तथा श्रमिकों को रोजगार के अवसर सृजित होंगे। राज्य शासन के राजस्व आय प्राप्ति पर भी इसका प्रभाव अपरोक्ष रूप से पड़ेगा।
संशोधन अनुसार प्रदेश में स्वीकृत की जाने वाली रेत खदानों में रेत खदान की अवधि की गणना अनुबंध दिनांक के स्थान पर आशय पत्र जारी होने की दिनांक से की जायेगी। यदि रेत समूह के किसी निविदाकार द्वारा सभी वैधानिक अनुमतियां प्राप्त होने के बाद भी यदि अनुबंध का निष्पादन नहीं किया जाता़, तब दंण्ड स्वरूप उसके द्वारा जमा सुरक्षा राशि को राजसात किया जा सकेगा।
खनिज भंण्डारण अनुज्ञप्ति स्वीकृति के लिये खदान से 5 किलोमीटर की परिधि प्रतिबंधित की गई हैं। इसके बाद रेत खनिज के समूह के ठेकेदार तथा शासन द्वारा अधिकृत रेत खनिज के ठेकेदार को इनके पक्ष में स्वीकृत खदान से 5 किलोमीटर की सीमा के बाहर और 8 किलोमीटर की परिधि में खनिज भंण्डारण अनुज्ञप्ति स्वीकृत की जा सकेगी। शासकीय कार्यो में रेत खनिज की आपूर्ति सुनिश्चित करने के उद्देश्य से ऐसे जिलें जहां पर रेत खनिज के समूह की खदानें रिक्त है, वहां पर शासकीय विभागों को रेत खनिज की उत्खन्न अनुज्ञा स्वीकृति की जा सकेगी।
खनिज राजस्व बकाया वसूली योजना :- मंत्रि-परिषद ने खनिज साधन विभाग के अंतर्गत खनिज राजस्व बकाया की वसूली के लिये योजना मंजूर की हैं। योजना में वर्ष 1960-61 से वर्ष 2009-10 तक की खनिज राजस्व बकाया में ब्याज की छूट प्रदान की है। इसी प्रकार वर्ष 2010-11 से वर्ष 2017-18 तक की 5 लाख रूपये की बकाया राशि में संपूर्ण ब्याज की छूट दी है। इस अवधि की 5 लाख से 1 करोड़ एवं इससे अधिक की बकाया राशि में ब्याज में 18 प्रतिशत की छूट दी गई हैं।
छूट के बाद मूल बकाया राशि 43 करोड़ 81 लाख रूपये के विरुद्ध ब्याज सहित 45 करोड़ 14 लाख की वसूली सुनिश्चित हो सकेंगी। योजना 31 जनवरी 2021 तक ही लागू रहेगी। यदि खनिज बकाया के विरूद्व न्यायालयीन वाद प्रचलित है तब इस योजना के अंतर्गत राशि जमा होने पर वाद वापस लिया जा सकेगा। योजना से लंबित बकाया राशि की वसूली होना सुनिश्चित हो सकेगी।
लाईट हाऊस प्रोजेक्ट :- मंत्रि - परिषद ने प्रधानमंत्री आवास योजना शहरी के अंतर्गत लाईट हाऊस प्रोजेक्ट क्रियान्वयन के लिए राज्य सरकार एवं भारत सरकार से एम.ओ.यू.करने की स्वीकृति दी हैं। साथ ही इंदौर नगर पालिक निगम द्वारा प्रेषित प्रस्ताव अनुसार राज्य सरकार के अंशदान की राशि एक लाख रूपये प्रति आवास के आधार पर राशि 10 करोड़ 24 लाख रूपये प्रदान करने की स्वीकृति दी हैं।.
प्रधानमंत्री आवास योजना शहरी अंतर्गत भारत सरकार आवासन और शहरी कार्य मंत्रालय द्वारा भवन निर्माण की नई तकनीकों को प्रोत्साहित करने के लिए ग्लोबल हाउसिंग टेक्नालॉजी चैंलेंज अंतर्गत लाईट हाउस प्रोजेक्ट तैयार कराये गए हैं। इसका उद्देश्य नई नवाचार निर्माण तकनीकों का उपयोग कर कम से कम समय में परियोजनाओं को पूर्ण करना तथा इन तकनीकों को भविष्य में उपयोग में लाने के लिए बढ़ावा देना हैं। इस योजना में 14 राज्यों के 22 नगरों द्वारा भाग लिया गया था। इनमें से पूरे देश में कुल छह नगरों में प्रदेश से इंदौर नगर का चयन किया गया है। परियोजना में 1024 ई.डब्लू.एस. आवासों का प्री-फ्रेब्रीकेटिड सेण्डविच पैनल सिस्टम तकनीकी से निर्माण किया जायेगा।
अन्य निर्णय :- मंत्रि - परिषद ने शासन की नीतियों,कार्यक्रमों और जनकल्याणकारी योजनाओं के प्रचार-प्रसार के लिए जनसंपर्क विभाग के अंतर्गत 375 अस्थाई पदों को 1 मार्च 2020 से 28 फरवरी 2021 तक निरंतर रखने का निर्णय लिया है।
मंत्रि-परिषद ने मध्यप्रदेश जन अभियान परिषद को संस्था के मूल उदे्श्यो की पूर्ति के परिप्रेक्ष्य में प्रशासनिक कार्य सुविधा की दृष्टि से महानिदेशक, मध्यप्रदेश जन अभियान परिषद का नवीन पद, महानिदेशक मध्यप्रदेश जन अभियान परिषद को शासी निकाय का सदस्य सचिव एवं कार्यकारिणी सभा के सभापति के रूप में नामांकित करने का निर्णय लिया। निदेशक प्रशासन के पद को समर्पित करने एवं कार्यपालक निदेशक के पद की अर्हताओं में आंशिक संशोधन किया गया।
मंत्रि-परिषद ने पूरे देश में माननीय उच्चतम न्यायालय के निर्देश के पालन में न्यायिक अधिकारियों का एक समान पदाभिधान करने के लिए संशोधन करने की मंजूरी दी हैं। शेट्टी वेतन आयोग (प्रथम राष्ट्रीय न्यायिक वेतन आयोग) ने देश में उच्चतर न्यायिक सेवा तथा निम्नतर न्यायिक सेवा के सदस्यों के एक समान पदाभिधान अंगीकृत करने की अनुशंसा की है, जो माननीय उच्चतम न्यायालय द्वारा रिट याचिका (सिविल) ऑल इंडिया जजेस एसोसिएशन विरूद्व यूनियन ऑफ इंडिया तथा अन्य में पारित निर्णय 8 फरवरी 2001 द्वारा अनुमोदित की गई हैं।
मंत्रि-परिषद ने प्रदेश की विद्युत कंपनियों के लिये कार्यशील पूजीऋण/नगद साख सुविधा के लिए शासकीय प्रत्याभूति प्रदान करने की मंजूरी दी। एम.पी. पावर मैनेजमेंट कंपनी एवं तीनों विद्युत वितरण कंपनी द्वारा उदय योजना में तय की गई सीमा अनुसार आगामी 5 वर्षो तक वित्तीय संस्थाओं/बैंकों से प्राप्त किये जाने वाले साख सुविधा/कार्यशील पूंजी ऋण के लिये शासकीय प्रत्याभूति प्रदान करने के लिये सैद्धांतिक स्वीकृति प्रदान की गई। उक्त सीमा अंतर्गत वित्तीय वर्ष 2020-21 में एम.पी.पावर मैनेजमेंट कंपनी के लिये राशि 3200 करोड़ रूपये की नगद साख सुविधा एवं वितरण कंपनियों के लिये राशि 4900 करोड़ रूपये की कार्यशील पूंजी ऋण के लिये प्रत्याभूति प्रदान की जायेगी।
पावर जनरेटिंग/ट्रांसमिशन कंपनी लिमिटेड के लिये विद्युत नियामक आयोग द्वारा तय की गई सीमा आगामी 5 वर्षो तक साख सुविधा/कार्यशील पूंजी ऋण के लिए शासकीय प्रत्याभूति प्रदान करने के लिये सैद्धांतिक सहमति दी। वित्तीय वर्ष 2020-21 में पावर ट्रांसमिशन कंपनी के लिये प्रत्याभूति की आवश्यकता नही होने के कारण पावर जनरेटिंग कंपनी के लिये राशि 1300 करोड़ रूपये की कार्यशील पूंजी ऋण के लिये प्रत्याभूति प्रदान की जायेगी।
विद्युत कंपनियों के लिये स्वीकृत उपरोक्त नगद साख सीमा/कार्यशील पूंजी ऋण के लिये बैंकों/वित्तीय संस्थाओं को प्रत्याभूति के नवीनीकरण की स्वीकृति आवश्यकतानुसार वित्त विभाग द्वारा आगामी 5 वर्षो तक दी जायेगी। उक्त प्रस्तावित गारंटी पर मात्र 0.5 प्रतिशत की दर से प्रत्याभूति शुल्क लिया जाएगा।

Approval for continuous operation of Dial 100 scheme in Madhya Pradesh till 31 March 2021: Shivraj Singh
A virtual meeting of the cabinet was held today under the chairmanship of Chief Minister Shivraj Singh Chauhan. The Council of Ministers for the continued operation of the Dial 100 scheme with the pre-contracted firm at the approved rates of tender only for six months in the contract period ie from 1 April to 30 September 2020 and again for six months i.e. 1 October 2020 to 31 March 2021 Till the growth has been approved.
Amendment in Madhya Pradesh Sand Rules 2019 :- The cabinet approved the amendment in Madhya Pradesh Sand (Mining, Transport, Storage and Trade) Rules 2019. With the amendments, the supply of sand minerals will be made possible in the state. This will speed up construction work and create employment opportunities for workers. It will also have an impact on the revenue earnings of the state government.
According to the amendment, the period of sand mining in the sand mines to be approved in the state will be calculated from the date of issue of letters of intent in place of the contract date. If the contract is not executed even after obtaining all the statutory permissions by a tenderer of the sand group,then the security amount deposited by him as penalty will be allowed.
A perimeter of 5 km from the mine has been restricted for approval of mineral storage license. After this, the contractor of sand mineral group and the contractor of sand mineral authorized by the government can be granted mineral storage license outside the 5 km limit and within 8 km radius from the approved mine in their favor. For the purpose of ensuring supply of sand minerals in government works, such districts where mines of group of sand minerals are empty,At the same time, the government departments can be granted the permission to excavate sand minerals.
Mineral Revenue Arrear Recovery Scheme :- The cabinet has approved a scheme for recovery of arrears of mineral revenue under the Department of Mineral Resources. The scheme has provided interest subvention in mineral revenue arrears from the year 1960-61 to 2009-10. Similarly, the entire interest in the outstanding amount of Rs 5 lakh from the year 2010-11 to the year 2017-18 has been exempted. 5 percent to 1 crore and above, 18 percent interest subvention has been given in this period.
After the rebate, recovery of 45 crore 14 lakh with interest against the original outstanding amount of Rs 43 crore 81 lakh will be ensured. The scheme will remain in force till 31 January 2021. If a court case against the mineral dues is prevalent, then the amount can be withdrawn if the amount is deposited under this scheme. Recovery of pending dues will be ensured from the scheme.
Light House Project :- The Council of Ministers has approved a MoU with the State Government and the Government of India for the implementation of the Light House Project under the Pradhan Mantri Awas Yojana Urban. Also, according to the proposal sent by Indore Municipal Corporation, the state government has approved to provide Rs 10 crore 24 lakh on the basis of contribution of Rs one lakh per house.
Under the Pradhan Mantri Awas Yojana Urban, the Ministry of Housing and Urban Affairs has designed a light house project under the Global Housing Technology Challenge to encourage new building construction techniques. Its objective is to complete projects in the shortest time using new innovation manufacturing techniques and to promote these technologies for future use. The scheme was participated by 22 towns in 14 states. Out of these, Indore city has been selected from the state in total six cities in the country. The project consists of 1024 E.W.S.The houses will be constructed with pre-fabricated sandwich panel system technology.
Other decisions :- The Council of Ministers has decided to continue 375 temporary posts under the Public Relations Department from 1 March 2020 to 28 February 2021 for publicity of government policies, programs and welfare schemes.
The cabinet has given the Madhya Pradesh Jan Abhiyan Parishad in the context of fulfillment of the basic objectives of the institution with a view to facilitate administrative work; Director General, Madhya Pradesh Jan Abhiyan Parishad's new post, Director General Madhya Pradesh Jan Abhiyan Parishad, Member Secretary of Governing Body and Chairman of Executive Assembly. Decided to nominate as. Partial amendments were made in dedicating the post of Director Administration and the qualifications for the post of Executive Director.
The Council of Ministers has approved an amendment to make uniform appeals to judicial officers in accordance with the directive of the Hon'ble Supreme Court of India. The Shetty Pay Commission (First National Judicial Pay Commission) has recommended the adoption of a uniform inculcation of members of the Higher Judicial Service and Lower Judicial Service in the country by the Hon'ble Supreme Court in the writ petition (Civil) All India Judges Association against Union of Decisions passed in India and others have been approved by 8 February 2001.
The cabinet approved to provide government guarantee for working capital loan / cash credit facility for the power companies of the state. MP. In principle approval was given by Power Management Company and all the three power distribution companies to provide government guarantee for credit facility / working capital loan to be obtained from financial institutions / banks for the next 5 years as per the limit fixed in UDAY scheme. Under the said limit, in the financial year 2020-21, a cash credit facility of Rs. 3200 crore will be provided for MP Power Management Company and a guarantee for working capital loan of Rs. 4900 crore for distribution companies.
For Power Generating / Transmission Company Limited, the limit set by the Electricity Regulatory Commission gave in-principle consent to provide government guarantee for credit facility / working capital loan for the next 5 years. Due to no requirement of guarantee for the power transmission company in the financial year 2020-21, a guarantee for a working capital loan of Rs. 1300 crore will be provided for the power generating company.
Sanction of renewal of guarantee to banks / financial institutions for the above mentioned cash credit limit / working capital loan sanctioned for power companies will be given by the Finance Department for the next 5 years as per requirement. A guarantee fee of only 0.5 percent will be charged on the said proposed guarantee.
