केन्द्रीय खाद्य मंत्री पीयूष गोयल को लिखा पत्र : भूपेश बघेल

मुख्यमंत्री भूपेश बघेल ने केन्द्रीय उपभोक्ता मामले,खाद्य और सार्वजनिक वितरण मंत्री पीयूष गोयल को पत्र लिख राज्य के किसानों के हित में पूर्व सैद्धांतिक सहमति के अनुसार खरीफ विपणन वर्ष 2020-21 में भारतीय खाद्य निगम में 26 लाख मेट्रिक टन उसना चावल एवं 14 लाख मेट्रिक टन अरवा चावल उपार्जन की अनुमति शीघ्र प्रदान करने का अनुरोध किया है।  

मुख्यमंत्री भूपेश बघेल ने अपने पत्र में लिखा है कि - खरीफ विपणन वर्ष 2020-21 में उपार्जित किए जाने वाले धान के कस्टम मिलिंग उपरांत 60 लाख मेट्रिक टन चावल केन्द्रीय पूल में जमा करने की सैद्धांतिक सहमति भारत सरकार द्वारा दी गई है,परंतु भारत सरकार के स्तर से समुचित आदेश प्रसारित न होने के कारण एफ.सी.आई.के द्वारा चावल जमा नहीं हो पा रहा है। इस संदर्भ में भारत सरकार को छत्तीसगढ़ राज्य से 26 लाख मे.टन उसना चावल एवं 14 लाख मे.टन अरवा चावल एफ.सी.आई.में जमा करने की अनुमति हेतु प्रस्ताव प्रेषित किया जा चुका है। 

इस विषय पर भारत सरकार व छत्तीसगढ़ राज्य के अधिकारियों के मध्य निरंतर चर्चा भी होती रही है। साथ ही इस विषय पर मेरे द्वारा भी आपको पत्र के माध्यम से एवं व्यक्तिगत चर्चा कर समुचित अनुमति हेतु अनुरोध किया गया है। जिस पर आपके द्वारा शीघ्र आदेश जारी करने का आश्वासन भी प्रदान किया गया,किंतु आज दिनांक तक इस संबंध में भारत सरकार से यथोचित अनुमति नहीं प्राप्त हुई है।

मुख्यमंत्री भूपेश बघेल ने कहा है कि - मैं आपको अवगत कराना चाहूँगा कि खरीफ विपणन वर्ष 2020 - 21 में धान उपार्जन हेतु भारत सरकार द्वारा राज्य को 3.50 लाख गठान नये जूट बारदानों की आवश्यकता के विरूद्ध मात्र 1.45 लाख गठान नये जूट बारदाने प्रदान करने की सहमति दी गई है,इनमें से भी अब तक केवल 1.05 लाख गठान नये जूट बारदाने ही राज्य को प्राप्त हुये हैं। आप सहमत होगें कि राज्य को उसकी वास्तविक आवश्यकता की तुलना में काफी कम मात्रा में बारदाने प्राप्त हुए हैं। ऐसी परिस्थिति में भारतीय खाद्य निगम में कस्टम मिलिंग चावल जमा कराने का आदेश न मिल पाने के कारण मिलिंग पश्चात् मिलर से प्राप्त होने वाले बारदानों की भी कमी की स्थिति उत्पन्न हो गई है। 

जिसके कारण राज्य सरकार के पर्याप्त वैकल्पिक प्रयासों के बावजूद न्यूनतम् समर्थन मूल्य पर धान उपार्जन का कार्य प्रभावित होने एवं समय - सीमा में खरीदी पूर्ण नहीं होने की स्थिति उत्पन्न हो रही है। इससे राज्य के किसानों को न्यूनतम समर्थन मूल्य पर धान बेचने में समस्या होगी। अतः राज्य के किसानों के हित में यह अनुरोध है कि भारत सरकार से प्राप्त पूर्व सैद्धांतिक सहमति के तारतम्य में खरीफ विपणन वर्ष 2020 - 21 में भारतीय खाद्य निगम में 26 लाख मेट्रिक टन उसना चावल एवं 14 लाख मेट्रिक टन अरवा चावल उपार्जन की अनुमति शीघ्र प्रदान की जाए।

Letter written to Union Food Minister Piyush Goyal: Bhupesh Baghel

Chief Minister Bhupesh Baghel wrote a letter to the Union Minister of Consumer Affairs, Food and Public Distribution,Piyush Goyal,as per the prior principle agreement in the interest of the farmers of the state, in the Kharif marketing year 2020 - 21,26 lakh metric tons of rice and 14 lakhs in the Food Corporation of India. It is requested to provide permission for procurement of metric tonnes of Arva rice soon.

Chief Minister Bhupesh Baghel has written in his letter that the Government of India has given in-principle consent to deposit 60 lakh metric tonnes of rice in the central pool after the custom milling of paddy to be procured in the Kharif marketing year 2020 - 21,but the Government of India Due to non - transmission of proper orders from the level of FCI,rice is not being stored by FCIK. In this context,a proposal has been sent to the Government of India for permission to deposit 26 lakh MT of rice and 14 lakh MT of Arva rice in FCI from the state of Chhattisgarh.

There has been continuous discussion between the Government of India and the officials of the State of Chhattisgarh on this subject. Along with this,I have also requested for proper permission through letter and personal discussion on this subject. On which you have also been assured to issue an order soon,but till date,proper permission has not been received from the Government of India in this regard.

Chief Minister Bhupesh Baghel has said that - I would like to inform you that the Government of India agreed to provide only 1.45 lakh bales of new jute gunny bags to the state against the requirement of 3.50 lakh bales of new jute gunny bags for paddy procurement in the Kharif marketing year 2020 - 21. Of these,only 1.05 lakh bales of new jute gunny bags have been received by the state so far. You will agree that the state has received a much smaller amount of gunny bags than its actual requirement. In such a situation, due to lack of order to deposit custom milling rice in Food Corporation of India, there has also been a shortage of gunny bags received from miller after milling.

Due to which, despite adequate alternative efforts of the State Government, the situation of procurement of paddy at the minimum support price is affected and the situation of procurement is not completed in time. This will cause problems to the farmers of the state in selling paddy at the minimum support price. Therefore,in the interest of the farmers of the state, it is requested that in accordance with the prior in - principle consent received from the Government of India,in the Kharif Marketing Year 2020 - 21,the Food Corporation of India granted permission to procure 26 lakh metric tons of rice and 14 lakh metric tons of Arva rice soon.
