मुख्यमंत्री शिवराज सिंह चौहान आज मंत्रालय में प्रस्तावित वृक्षारोपण प्रोत्साहन अधिनियम 2020 के प्रावधानों संबंधी बैठक ले रहे थे। बैठक में वन मंत्री विजय शाह,मुख्य सचिव इकबाल सिंह बैंस,प्रमुख सचिव अशोक वर्णवाल आदि उपस्थित थे।
पेड़ काटने की अनुमति के लिए वर्तमान में 07 कानून :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि वर्तमान में पेड़ काटने की अनुमति लेने के लिए 07 कानून है,जिनके चलते पेड़ काटने की अनुमति में किसानों आदि को बहुत दिक्कत आती है। पेड़ काटने की अनुमति तहसीलदार द्वारा वन विभाग की अनुशंसा पर दी जाती है,वहीं इमारती लकड़ी की टी.पी. वन विभाग द्वारा दी जाती है।
काष्ठ उत्पादन से बढ़ेगा स्वरोजगार :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि किसानों द्वारा अपने खेतों पर काष्ठ उत्पादन के लिए पेड़ लगाने,पेड़ काटने व परिवहन की सुविधा देने से किसानों को लाभ होगा तथा स्वरोजगार में वृद्धि होगी। काष्ठ उद्योग को बढ़ावा मिलेगा। काष्ठ उत्पादन बढ़ने से वनों पर काष्ठ चोरी का दबाव भी कम होगा।
प्रस्तावित वृक्षारोपण अधिनियम 2020 महत्वपूर्ण प्रावधान
* निजी भूमियों पर वृक्षारोपण के लिए सभी प्रजातियों के रोपण की खुली छूट।
* उगाए गए वृक्षों को किसी भी उम्र में, बगैर किसी अनुमति के काट सकेगा।
* अपने खेत / गांव में खुद का टाल स्थापित कर सकेगा जहां से काष्ठ की बिक्री इत्यादि कर सकेगा।
* खेत से टाल तक इमारती काष्ठ के परिवहन पर छूट दी गयी है।
* टाल में इमारती काष्ठ की प्रसंस्करण इकाई स्थापित कर सकने की सशर्त सुविधा।
* विनिर्दिष्ट वनोपज को भी काटने व टाल तक लाने की छूट।
* विनिर्दिष्ट वनोपज की शासकीय ई - पोर्टल के माध्यम से खेत अथवा टाल से ही बिक्री करने व स्वयं बोली स्वीकार करने तथा सीधे भुगतान लेने की छूट।
* वृक्षों से प्राप्त काष्ठ के परिवहन हेतु कुछ मामलों को छोड़कर टी.पी. से छूट।
* सभी प्रकार के परिवहन अनुज्ञा पत्र कृषकों को इलेक्ट्रॉनिक तरीके से प्राप्त होंगे।

New trees planted on private lands will be allowed to be cut without permission: Shivraj Singh Chauhan
Chief Minister Shivraj Singh Chauhan was holding a meeting today regarding the provisions of the proposed Plantation Promotion Act 2020 in the ministry. Forest Minister Vijay Shah,Chief Secretary Iqbal Singh Bains, Principal Secretary Ashok Varnwal etc. were present in the meeting.
Currently 07 law for tree cutting permission :- Chief Minister Shivraj Singh Chouhan said that at present there is 07 law to get permission to cut trees, due to which farmers etc. face much difficulty in allowing the tree to be cut. The permission to cut trees is given by the Tehsildar on the recommendation of the Forest Department, while the Timber T.P. Is given by the Forest Department.
Self - employment will increase due to wood production :- Chief Minister Shivraj Singh Chouhan said that farmers will benefit by planting trees,cutting trees and transport for wood production on their fields and self-employment will increase. Wood industry will get a boost. Increasing wood production will also reduce the pressure of wood theft on forests.
Proposed Plantation Act 2020 Important Provisions
* Open relaxation of planting of all species for plantation on private lands.
* Can grow trees cut at any age, without any permission.
* Can set up his own house in his farm / village from where he can sell wood etc.
* Exemption has been given on transportation of timber from farm to tall.
* Conditional facility to set up Timber Processing Unit at Tall.
* Exemption for cutting and avoiding specified forest produce.
* TP for transportation of wood obtained from trees except in some cases. exempt from.
* All types of transport permits will be received electronically by farmers.
