मुख्यमंत्री शिवराज सिंह चौहान ने प्रदेश के 20 हजार ग्रामीण स्ट्रीट वेण्डर्स (ग्रामीण लघु व्यवसायियों) के खातों में सिंगल क्लिक द्वारा 10 - 10 हजार रूपये की ब्याज मुक्त ऋण राशि पहुंचायी। मुख्यमंत्री ग्रामीण पथ विक्रेता योजना में ग्रामीण छोटे व्यवसासियों को 10 - 10 हजार रूपये का ब्याज रहित ऋण उनके कार्य के लिये बैंक से दिलाया जाता है। क्रेडिट गारन्टी राज्य शासन देता है। ऋण वितरण कार्यक्रम में पंचायत एवं ग्रामीण विकास मंत्री महेन्द्र सिंह सिसोदिया,पंचायत एवं ग्रामीण विकास राज्य मंत्री रामखेलावन पटेल, अपर मुख्य सचिव मनोज श्रीवास्तव,प्रमुख सचिव सचिन सिन्हा,एम.एस.बेलवाल मंचासीन थे।
मुख्यमंत्री शिवराज सिंह चौहान ने अपने संबोधन में कहा कि ग्रामीण पथ विक्रेता निश्चिंत होकर अपना कारोबार करें। उनके आर्थिक सामाजिक सशक्तीकरण के लिये जहां जरूरत होगी राज्य सरकार साथ रहेगी। सरकार का प्रयास है कि पथ विक्रेताओं को रोजगार,सम्मान और सुरक्षा मुहैया करायी जाये ताकि वे स्वाभिमान के साथ अपना व्यवसाय करते हुये आगे बढ़ें और खुशहाल जीवन जियें।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि एक समय बैंक से बड़े व्यवसाय करने वालों को ही ऋण मिलता था। बैंक लघु व्यवसाय करने वालों को ऋण नहीं देते थे। राज्य सरकार की योजना से लघु व्यवसाय करने वालों को सरकार की गारंटी पर लोन दिलवाया गया है। कोरोना काल में लघु व्यवसायियों का व्यवसाय बन्द हो गया था। प्रधानमंत्री जी ने शहरी स्ट्रीट वेण्डर्स योजना बनायी और राज्य सरकार ने ग्रामीण स्ट्रीट वेण्डर्स योजना बनायी।
पहले लघु व्यवसायी,साहूकारों से ऊँची ब्याज दर पर राशि लेते थे। अब स्ट्रीट वेण्डर्स को इन साहूकारों से पैसा नहीं लेना पड़ेगा। राज्य सरकार ने सूद पर पैसा देने वालों को भी नियंत्रित करने का कानून बनाया है। राज्य सरकार द्वारा निर्धारित दर पर राशि देने वाले लायसेंस धारक साहूकार ही ब्याज पर पैसा दे सकते है।
बड़ी कम्पनियां लघु व्यवसायियों के लिये बाधक नहीं बन पायेंगी :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा है कि देखा गया है कि बड़ी कम्पनियां छोटे - छोटे काम - धंधे भी शुरू कर रही हैं जिससे छोटे व्यवसायियों का रोजगार छिन सकता है। लेकिन मध्यप्रदेश सरकार का संकल्प है कि ऐसे नियम बनाये जायेंगे जिससे कि छोटे व्यवसायियों का काम छिनने नहीं दिया जावेगा।
8 लाख 52 हजार से अधिक हितग्राहियों का पंजीयन :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मुख्यमंत्री ग्रामीण स्ट्रीट वेण्डर योजना के तहत 8 लाख 52 हजार से अधिक हितग्राहियों का पंजीयन किया जा चुका है। अब तक 60 हजार से अधिक हितग्राहियों को ऋण वितरण कार्य पूर्ण हो गया है। यह कार्य हर महीने आगे भी चलता रहेगा।
पहचान पत्र दिये जायेंगे :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि योजना के पंजीकृत व्यवसासियों को उनके पहचान पत्र नगरीय निकायों,जनपद पंचायतों,ग्राम पंचायतों से दिये जायेंगे ताकि व्यवसाय करते हुये उन्हें सम्मान मिले। पुरूष पथ व्यवसासियों की पत्नियां भी स्व - सहायता समूहों से जुड़ रही हैं और अपनी आजीविका को सुदृढ़ कर रही हैं।
व्यवस्थित बाजार और हाकर्स जोन बनेंगे :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि किसी भी गरीब लघु व्यवसायी को परेशान नहीं होने दिया जायेगा। उनके हित सुरक्षित रखे जाएंगे। शहरों में कई जगह हाकर्स जोन बनाये गये हैं। इसी प्रकार गांवों में बाजारों को व्यवस्थित कर हाकर्स जोन बनाये जाएंगे। जहां पथ व्यवसायी सम्मान के साथ बैठकर अपना व्यवसाय कर सकेंगे। उन्होंने कहा कि जिन स्ट्रीट वेण्डर्स के पास गुमटी ठेला नहीं होगा उन्हें सामान बेचने की सुविधा भी दी जायेगी।
रोजगार मुख्य लक्ष्य :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आत्मनिर्भर मध्यप्रदेश के रोडमैप के अंतर्गत रोजगार मुख्य लक्ष्य है। स्वरोजगार बेहतर है। आजीविका मिशन के स्व-सहायता समूहों से जुड़े सदस्यों को भी समुचित ऋण की व्यवस्था की जायेगी, ताकि भाई - बहनें भी अपनी आयमूलक गतिविधियों को सुदृढ़ कर आगे बढ़ सकें। 28 दिसम्बर को 150 करोड़ रूपये राज्य शासन द्वारा स्व - सहायता समूहों के खातों में डाले जायेंगे।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि समय पर ऋण वापस करने वाले लघु व्यवसायियों को आगे बढ़ने के लिये पुन : 20 हजार और 50 हजार रूपये तक ऋण उपलब्ध कराने का इंतजाम राज्य सरकार करेगी। योजना को अभियान - आंदोलन स्वरूप में संचालित किया जायेगा।
कौशल विकास :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि कौशल विकास की ओर ध्यान दिया जायेगा ताकि युवाओं को हुनरमंद बनया जा सके और वे रोजगार में स्थापित हो। लघु और कुटीर उद्योगों का जाल प्रदेश में बिछाया जाएगा जिससे कि लाखों युवाओं को स्वरोजगार मिले। मुख्यमंत्री शिवराज सिंह चौहान ने बताया कि हाल ही में एक रेडीमेड गारमेन्ट कम्पनी ने एक यूनिट स्थापित करने की जानकारी दी है जिससे करीब चार हजार लोगों को रोजगार मिलेगा।
प्रशिक्षण :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि पंचायत एवं ग्रामीण विकास विभाग द्वारा संचालित इस योजना के तहत ग्रामीण शिल्पी और लघु व्यवसायियों को प्रशिक्षण एंव पहचान पत्र दिये जायेंगे जिससे अपना व्यवसाय निरंतर कर वे सम्मान के साथ कार्य कर सकेंगे।
माफिया के विरूद्ध सख्त कार्रवाई :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि हर तरह के अपराधियों, माफिया, गुंडा तत्वों, मसल पावर का इस्तेमाल करने वालों के विरूद्ध राज्य सरकार ने कड़ी कार्रवाई की है। उन्हें जेल भेजा है। उनके कब्जे से सरकारी जमीन मुक्त करायी गयी है। नशे का व्यवसाय करने वालों को नहीं छोड़ा जायेगा। प्रदेश में नशे का कारोबार करने वालों के खिलाफ भी सख्त कार्रवाई की गयी है।
कोरोना काल में मिला संबल :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि इस योजना से कोरोना काल में जब लघु व्यवसायियों का व्यवसाय ठप्प हो गया था तब उन्हें योजना में संबल मिला है। उन्होंने बताया कि शिवुपरी की मनदीप कौर ने सिलाई, कढ़ाई, भोपाल की दीना विश्वकर्मा ने मोटर बाइडिंग, बिजली के कार्य के लिये ऋण लिये और आमदनी बढ़ायी। इसी तरह कटनी के ढीमरखेड़ा के अमित जैन दिल्ली में मजदूरी करते थे। लॉकडाउन में घर वापस आ गये। उन्हें योजना में ऋण मिला। उन्होंने पान एवं जनरल स्टोर्स की छोटी दुकान खोली। अब हर दिन 500 रूपये तक कमा रहे हैं।
मुख्यमंत्री ने की हितग्राहियों से वीडियो कान्फ्रेंस द्वारा बात :- मुख्यमंत्री शिवराज सिंह चौहान ने वीडियो कान्फ्रेंस द्वारा रायसेन जिले की सांची विकासखण्ड के सलामतपुर के हितग्राही कल्याण सिंह अहिरवार से बात की। अहिरवार बूट पालिश एवं जूता-चप्पल विक्रय का व्यवसाय करते हैं। अहिरवार ने बताया कि अब उन्होंने अपना व्यवसाय बढ़ाया है तथा अधिक आय मिल रही है। बड़वानी जिले के विकासखड पानसेमल के ग्राम मोयदा की मंगला बाई जो कि चाय-नाश्ते का होटल चलाती हैं। इन्होंने ऋण राशि से होटल को बढ़ाया तथा चूल्हा और अन्य सामान खरीदा। इनकी बिक्री बढ़ी और आय होने लगी। रतलाम जिले के बिलपांक ग्राम के हेयर सैलून चलाने वाले हितग्राही देवेन्द्र केलवा ने बताया कि उन्होंने सैलून में नयी मशीनें लाकर व्यवसाय बढ़ाया जिसका उन्हें फायदामिला है।
प्रतीक स्वरूप ऋण वितरण :- मुख्यमंत्री शिवराज सिंह चौहान ने भोपाल जिले के स्ट्रीट वेण्डर लाभार्थियों को प्रतीक स्वरूप ऋण राशि वितरित की। उन्होंने ग्राम अगरिया के सुनील सेन,ग्राम करोंदखुर्द के मनोज,ग्राम बड़झिरी के दशरथ,ग्राम गुनगा के रवि श्रीवास, तथा ग्राम नलखेड़ा के संदीप कुमार को ऋण राशि के चेक वितरित किये।
चायत एवं ग्रामीण विकास मंत्री महेन्द्र सिंह सिसोदिया ने कहा कि जब कोरोना महामारी के प्रकोप के कारण लॉकडाउन था। लघु व्यवसायी संकट में थे उस समय प्रधानमंत्री नरेन्द्र मोदी और मुख्यमंत्री शिवराज सिंह चौहान ने यह योजना शुरू कर लघु व्यवसासियों को बहुत बड़ा आर्थिक संबल दिया है। पहले 40 हजार ग्रामीण लघु व्यवसायियों को ऋण राशि वितरित की जा चुकी है। यह बड़ा परिवर्तन लाने वाली योजना है। मंत्री महेन्द्र सिंह सिसोदिया ने बताया कि मनरेगा योजना में प्रदेश देश में अग्रणी है। इससे 19 लाख मजदूरों को रोजगार मिल रहा है। प्रदेश प्रधानमंत्री ग्रामीण सड़क योजना में अग्रणी चल रहा है। चहुँमुखी विकास के कार्यों को गति मिली है। पंचायत एंव ग्रामीण विकास राज्य मंत्री रामखेलावन पटेल ने आभार व्यक्त किया।

Changes will be brought in self - employment schemes: Chief Minister Shivraj Singh Chauhan
Chief Minister Shivraj Singh Chauhan brought an interest-free loan amount of Rs 10 - 10 thousand to the accounts of 20 thousand rural street vendors (rural small businessmen) of the state by single click. Under the Mukhyamantri Grameen Path Vendar Yojana, interest-free loans of Rs 10-10 thousand are provided to rural small businessmen from the bank for their work. The credit guarantees the state governance. Panchayat and Rural Development Minister Mahendra Singh Sisodia, Minister of State for Panchayat and Rural Development Ramkhelavan Patel, Additional Chief Secretary Manoj Shrivastava, Principal Secretary Sachin Sinha, MS Belwal Manchasin were among the loan distribution programs.
Chief Minister Shivraj Singh Chauhan said in his address that rural street vendors should do business with ease. The state government will be with them for their economic social empowerment wherever needed. It is the endeavor of the government to provide employment, respect and security to street vendors so that they can carry on their business with dignity and lead a happy life.
Chief Minister Shivraj Singh Chauhan said that at one time only big business people used to get loans from the bank. Banks did not give loans to small business owners. Under the state government scheme, small business owners have been provided loans on the guarantee of the government. In the Corona period, the small business was shut down. The Prime Minister formulated the urban street vendors scheme and the state government formulated the rural street vendors scheme.
Earlier small businessmen used to take money from moneylenders at high interest rate. Now the street vendors will not have to take money from these moneylenders. The state government has also made a law to control those who pay money on interest. License moneylenders, who give the amount at the rate fixed by the state government, can give money on interest.
Big companies will not be able to be an impediment to small businessmen :- Chief Minister Shivraj Singh Chauhan has said that it has been seen that big companies are also starting small business - which can lead to the loss of employment of small businessmen. But the Government of Madhya Pradesh is determined that such rules will be made so that the work of small businessmen will not be allowed to be snatched away.
Registration of more than 8 lakh 52 thousand beneficiaries :- Chief Minister Shivraj Singh Chouhan said that more than 8 lakh 52 thousand beneficiaries have been registered under the Chief Minister Rural Street Vendor Scheme. So far, the loan disbursement to more than 60 thousand beneficiaries has been completed. This work will continue every month.
Identity cards will be given :- Chief Minister Shivraj Singh Chouhan said that his identity cards will be given to registered businessmen of the scheme from urban bodies, district panchayats, gram panchayats so that they will get respect in doing business. The wives of male tract practitioners are also joining self-help groups and strengthening their livelihoods.
Organized markets and hawkers zones will be formed :- Chief Minister Shivraj Singh Chouhan said that no poor small businessman will be allowed to be disturbed. Their interests will be protected. Hawkers zones have been created in many places in cities. Similarly, hawkers zones will be organized by arranging markets in villages. Where street traders will be able to do their business sitting with respect. He said that those street vendors who would not have gum hawkers would also be given the facility to sell goods.
Employment main goal :- Chief Minister Shivraj Singh Chouhan said that employment is the main goal under the road map of self-reliant Madhya Pradesh. Self-employment is better. Appropriate loans will also be made to the members of the livelihood mission's self - help groups, so that the siblings can also strengthen their income-oriented activities and move forward. On December 28, 150 crore rupees will be added to the accounts of self - help groups by the state government.
Chief Minister Shivraj Singh Chouhan said that the state government will make arrangements to provide loans up to Rs 20 thousand and Rs 50 thousand to small businessmen who repay loans on time. The scheme will be conducted in a campaign-movement form.
Skill Development :- Chief Minister Shivraj Singh Chouhan said that attention will be paid to skill development so that youth can be made skillful and they are established in employment. A network of small and cottage industries will be laid in the state so that lakhs of youth will get self-employment. Chief Minister Shivraj Singh Chauhan said that recently a readymade Garments Company has given information about setting up a unit which will provide employment to about four thousand people.
Training :- Chief Minister Shivraj Singh Chouhan said that under this scheme operated by the Panchayat and Rural Development Department, training and identity cards will be given to rural artisans and small businessmen so that they can work with dignity by continuing their business.
Strict action against mafia :- Chief Minister Shivraj Singh Chouhan said that the state government has taken strict action against all types of criminals, mafia, punk elements and those who use muscle power. He is sent to jail. Government land has been freed from their possession. Those who are intoxicated will not be left out. Strict action has also been taken against those who do business of drugs in the state.
Found in the Corona era :- Chief Minister Shivraj Singh Chouhan said that when the business of small businessmen came to a standstill in the Corona era due to this scheme, then they got support in the scheme. He said that Mandeep Kaur of Shivupari stitched, embroidered, Dina Vishwakarma of Bhopal took loans for motor-biding, electricity and increased income. Similarly, Amit Jain of Dhimarkheda of Katni used to work in Delhi. Returned home in lockdown. He got a loan in the scheme. He opened a small shop of paan and general stores. Now earning up to 500 rupees every day.
Chief Minister spoke to the beneficiaries through video conference :- Chief Minister Shivraj Singh Chouhan spoke to the beneficiary Kalyan Singh Ahirwar of Salamatpur in Sanchi development block of Raisen district through video conference. Ahirwar carries on the business of selling boot polish and shoe-slippers. Ahirwar said that now he has increased his business and is getting more income. Mangla Bai of village Moida of Vikaskhad Pansemal in Barwani district, which runs a tea-breakfast hotel. He increased the hotel with the loan amount and bought the stove and other items. Their sales grew and started earning. Devendra Kelwa, a beneficiary who runs a hair salon in Bilpank village of Ratlam district, said that he started the business by bringing new machines to the salon, which he benefited from.
Credit distribution as a symbol :- Chief Minister Shivraj Singh Chouhan distributed loan amount as a symbol to the street vendor beneficiaries of Bhopal district. He distributed loan checks to Sunil Sen of village Agariya, Manoj of village Karondkhurd, Dasaratha of village Barjhiri, Ravi Srivas of village Gunaga, and Sandeep Kumar of village Nalkheda.
Panchayat and Rural Development Minister Mahendra Singh Sisodia said that when the corona was a lockdown due to the outbreak of epidemic.
