इसके अंतर्गत गांवों में अधोसंरचना विकास,स्थाई परिसंपत्तियों के निर्माण तथा हितग्राहीमूलक कार्य योजनाबद्ध तरीके से कराए जाएं। इनमें मनरेगा,प्रधानमंत्री ग्राम सड़क योजना,खेत सड़क योजना आदि का अधिक से अधिक उपयोग किया जाए। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि एक जिला-एक उत्पाद योजना के अंतर्गत प्रदेश के कई जिलों ने वहां के उत्पादों को प्रमोट करने तथा उन्हें मार्केट लिंकेज प्रदान करने में अच्छा कार्य किया है। इसके लिए वे बधाई के पात्र हैं।
मुख्यमंत्री शिवराज सिंह चौहान आज मंत्रालय में संभागायुक्त,आई.जी.कलेक्टर्स,एवं पुलिस अधीक्षकों की वीडियो कॉन्फ्रेंसिंग के दूसरे सत्र को संबोधित कर रहे थे। वीडियो कान्फ्रेंस में मुख्य सचिव इकबाल सिंह बैंस,डीजीपी विवेक जौहरी,अपर मुख्य सचिव मनोज श्रीवास्तव,प्रमुख सचिव मनोज गोविल आदि उपस्थित थे।
प्रधानमंत्री जी एवं वित्त मंत्री को पत्र :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि बैंकों द्वारा सिबिल स्कोर के आधार पी.एम. स्वनिधि योजना में ऋण वितरण रोके जाना घोर आपत्तिजनक है। 'मैं इस पर बैंकों के प्रति अप्रसन्नता प्रकट करता हूँ। इस संबंध में प्रधानमंत्री जी एवं वित्त मंत्री को पत्र लिखकर निवेदन किया जाएगा। यह केन्द्र द्वारा गरीबों के लिए बनाई गई योजना है।
इसमें बैंकों द्वारा ऋण नहीं दिए जाना गरीबों के साथ अन्याय है'। मुख्य सचिव ने कहा कि पी.एम. स्वनिधि योजना के अंतर्गत बैंको द्वारा ऋण देने के लिए उनका सिबिल स्कोर देखने की जरूरत नहीं है। सिविल आधार पर प्रकरणों में ऋण वितरण न रोका जाए। साथ ही इस प्रकार की भी शिकायतें आ रही हैं कि परिवार में यदि कोई डिफाल्टर है तो भी आवेदनकर्ता का ऋण रोका जा रहा है। ऐसा भी नहीं होना चाहिए।
पथ विक्रेता उत्थान योजना (ग्रामीण) में सीहोर अव्वल :- पथ विक्रेता उत्थान योजना (ग्रामीण) की समीक्षा में सीहोर जिला प्रदेश में अव्वल पाया गया, जहां कुल 2922 प्रकरणों में ऋण वितरण हुआ है। इसके बाद राजगढ़, डिंडौरी, शहडोल एवं रायसेन की प्रगति है। अंतिम पांच जिले श्योपुर, धार, झाबुआ, निवाड़ी एवं उमरिया हैं। मुख्यमंत्री शिवराज सिंह चौहान ने इन सभी को योजना में प्रगति लाने के निर्देश दिए।
15 दिन बाद फिर रिव्यू करूंगा :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि पथ विक्रेता योजना प्रधानमंत्री जी की महत्वाकांक्षी योजना है, सभी कलेक्टर एवं नगर पालिका अधिकारी बैंको से समन्वय कर ऋण वितरण करवाएं। 'मैं 15 दिन बाद कार्य का रिव्यू करूंगा। मुझे परिणाम चाहिए।
मुख्यमंत्री किसान कल्याण योजना में 78 लाख किसान परिवारों को सहायता :- मुख्यमंत्री किसान कल्याण योजना के अंतर्गत प्रदेश के 78 लाख किसान परिवारों को सहायता दी जानी है। इनमें से 91 प्रतिशत किसानों का सत्यापन हो गया है। शेष का शीघ्र कर लिया जाएगा।
सभी नवीन पात्रता पर्ची धारकों को मिल जाए राशन :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्रदेश के सभी गरीबों को उचित मूल्य राशन के लिए नवीन पात्रता पर्चियां दी गई हैं। इन सभी को राशन का वितरण सुनिश्चित किया जाए। अभी 83 प्रतिशत को राशन वितरण हुआ है, शेष 17 प्रतिशत को भी शीघ्र राशन वितरित कराएं। कम प्रगति वाले जिले हरदा, बैतूल, पन्ना, शहडोल एवं मुरैना विशेष ध्यान दें।
हर महीने 07 तारीख को अन्न उत्सव :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि हर महीने प्रदेश की सभी 25271 उचित मूल्य दुकानों पर अन्न उत्सव मनाया जाएगा। इनमें से हाट - बाजार की दुकानों पर अन्न उत्सव हाट के दिन होगा। इस दिन सभी गरीबों को उचित मूल्य राशन का प्रदाय किया जाएगा। साथ ही दुकानों के स्टॉक का सत्यापन भी किया जाएगा। अन्न उत्सव में जनप्रतिनिधि उपस्थित रहेंगे।
8 जनवरी को एस.एच.जी. को ऋण वितरण कार्यक्रम :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आगामी 08 जनवरी को कार्यक्रम आयोजित किया जा रहा है, जिसमें प्रदेश के स्व-सहायता समूहों को ऋण वितरण किया जाएगा। उन्होंने निर्देश दिए कि स्व-सहायता समूहों को बैंक लिंकेज के साथ ही मार्केट लिंकेज भी उपलब्ध कराया जाए।
स्वच्छता सर्वेक्षण में अग्रणी रहने पर बधाई :- मुख्यमंत्री शिवराज सिंह चौहान ने स्वच्छता सर्वेक्षण 2020 में इंदौर को नं-1 रहने के लिए बधाई दी। साथ ही खरगौन, भोपाल, उज्जैन, बुरहानपुर, शाहगंज, बदनावर, ओंकारेश्वर, कांटाफोड आदि नगरीय निकायों को भी स्वच्छता में उपलब्धि के लिए बधाई दी।
स्वच्छता पर कोई 'कम्प्रोमाइज' नहीं :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि मध्यप्रदेश को स्वच्छता में नं-1 प्रदेश बनाना है। स्वच्छता के मामले में कोई 'कम्प्रोमाइज' नहीं होगा। मुख्यमंत्री शिवराज सिंह चौहान ने नगरीय निकाय कर्मियों को विलंब से वेतन दिए जाने तथा स्वच्छता कार्य में लापरवाही को गंभीरता से लेते हुए कमिश्नर नगर निगम ग्वालियर को हटाने के निर्देश दिए।
गोबर से सी.एन.जी. उत्पादन :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि गौ-शालाओं को स्वावलंबी बनाया जाए। इसके लिए छोटी-छोटी गोशालाओं को जोड़कर बड़ी गो - शाला बनाई जाएं। गोकाष्ठ और गोमूत्र के उचित प्रयोग से गोशाला को स्वावलंबी बनाया जा सकता है। गोबर से सी.एन.जी.बनाना व उसे पेट्रोल पम्प के माध्यम से बेचने का प्रयोग उत्तरप्रदेश में सफलतापूर्वक हो रहा है। गोवर्धन योजना के अंतर्गत प्रत्येक जिले में इस प्रकार के प्रयास होने चाहिए। 'बनास गो-शाला' गुजरात के मॉडल को अपनाया जाए। 'गो-नाइल' (गो-फिनाइल) का उपयोग सरकारी कार्यालयों में किया जाए।
अवैध उत्खनन रोकने में कटनी विशेष ध्यान दें :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि प्रदेश में अवैध खनिज उत्खनन,परिवहन एवं भंडारण के विरूद्ध प्रभावी कार्रवाई की जाए। कटनी से अधिक शिकायतें हैं, वहां विशेष ध्यान दिया जाए। अवैध परिवहन वाले वाहनों को जप्त कर राजसात करें।
हर माह रोजगार मेले :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि प्रदेश के प्रत्येक जिले में हर माह एक दिन रोजगार मेले का आयोजन किया जाए,जिसमें छोटे जिलों में 1.5 से 02 हजार तथा बड़े जिलों में 03 से 05 हजार रोजगार के अवसर सृजित करने के प्रयास किए जाएं। 'रोजगार सेतु' पोर्टल का इसके लिए प्रभावी उपयोग किया जाए।
स्वरोजगार योजनाओं को 'रीडिजाइन' करें :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि स्वरोजगार योजनाओं को 'रीडिजाइन' किया जाए, जिससे इन्हें अधिक उपयोगी बनाया जा सके तथा इनका लाभ अधिक से अधिक व्यक्तियों को मिल सके।
मनरेगा योजना का पूरा उपयोग हो :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि गांवों के विकास के लिए मनरेगा योजना का पूरा उपयोग हो। इस योजना के बेहतर उपयोग से हर हाथ को काम मिलेगा ओर गांवों का विकास होगा। इसके लिए कलेक्टर व सीईओ जिला पंचायत कार्ययोजना बना लें। गुना, अशोकनगर, अनूपपुर, मुरैना एवं धार जिलों को योजना में अच्छे कार्य के लिए बधाई दी गई।
एक जिला - एक उत्पाद योजना में जिलों को बधाई :- एक जिला-एक उत्पाद योजना के अंतर्गत निवाड़ी में अदरक, जबलपुर में मटर, सतना में बर्तन, अनूपपुर में कोदो, शहद, गुलबकावली अर्क, खरगौन में मिर्ची और कपास तथा बुरहानपुर में केला चिप्स उत्पादों की ब्रांडिंग की जा रही है। मुख्यमंत्री शिवराज सिंह चौहान ने सभी जिलों विशेष रूप से अनूपपुर जिले को इस कार्य के लिए बधाई दी। गुना में धनिया प्रसंस्करण प्लांट चालू हो रहे हैं। मंडला में कोदो-कुटकी तथा भोपाल में जरी-जरदोरी को बढ़ावा दिया जा रहा है। इन्हें फ्लिपकार्ट, अमेजन आदि से लिंक भी किया जा रहा है।
आयुष्मान योजना एवं स्वामित्व योजना क्रियान्वयन के लिए बधाई :- मुख्यमंत्री शिवराज सिंह चौहान ने प्रदेश में आयुष्मान योजना के कार्ड बनाने के अच्छे कार्य के लिए सभी जिलों को बधाई दी। प्रदेश में आयुष्मान योजना में 01 करोड़ 70 लाख कार्ड बन गए हैं। स्वामित्व योजना में 208 ग्रामों में कार्य पूर्ण हो गया है। मुख्यमंत्री शिवराज सिंह चौहान ने इसके लिए भी सभी संबंधितों को बधाई दी।
नकली खाद - बीज बनाने वालों पर हो कड़ी कार्रवाई :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि नकली खाद-बीज की कालाबाजारी,अवैध भंडारण, परिवहन करने वालों के साथ ही निर्माणकर्ता के विरूद्ध भी कड़ी कार्रवाई की जाए। कोई नकली खाद - बीज,कीटनाशक बनाने एवं बेचने वाला बचना नहीं चाहिए। जबलपुर में नकली खाद निर्माता के विरूद्ध बड़ी कार्रवाई हुई है। सभी दोषी जेल जाएं। वाहनों को राजसात करें।
3 दिन में हो जाए मुख्यमंत्री स्वेच्छानुदान का भुगतान :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि गंभीर बीमारियों आदि के इलाज के लिए मुख्यमंत्री स्वेच्छानुदान दिया जाता है। इसमें अधिकतम 03 दिन में भुगतान हो जाना चाहिए। इसमें विलंब नहीं होना चाहिए।
जी.एस.टी.बढ़ाने के प्रयास करें :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि हर जिले में जी.एस.टी.बढ़ाने के प्रयास किए जाएं। कार्यों में मितव्ययता बरती जाए। शासकीय आयोजनों में अनावश्यक खर्च न हो। गत वर्ष की तुलना में इस वर्ष जी.एस.टी. में 16 प्रतिशत, आबकारी में 16 प्रतिशत,परिवहन में 25 प्रतिशत तथा राजस्व विभाग में 43 प्रतिशत राजस्व में कमी आयी है। वैट में 15 प्रतिशत,वन में 37 प्रतिशत,ऊर्जा में 12 प्रतिशत,खनिज में 8 प्रतिशत तथा स्टॉम्प व पंजीयन में 6 प्रतिशत वृद्धि हुई है।
शराब माफिया के खिलाफ कड़ी कार्रवाई करें :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि प्रदेश में अवैध शराब की बिक्री सख्ती से रोकी जाए। शराब माफिया के विरूद्ध कड़ी कार्रवाई की जाए। कलेक्टर एवं पुलिस अधीक्षक इस संबंध में कार्रवाई करें। जो आबकारी अधिकारी कार्य में लापरवाही करें,उनके विरूद्ध कार्रवाई की जाए।
बड़े बिजली चोरों पर कार्रवाई करें :- मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए कि बिजली चोरी रोकने के अभियान के अंतर्गत सबसे पहले बड़े बिजली चोरों के विरूद्ध कार्रवाई करें। परिवहन राजस्व आय में वृद्धि के लिए विशेष चैकिंग अभियान चलाएं। खनिज से आय के लिए अवैध खनिज उत्खनन एवं परिवहन को सख्ती से रोका जाए।
कलेक्टर राजस्व बढ़ाने के लिए हर सप्ताह समीक्षा करें :- मुख्यमंत्री शिवराज सिंह चौहान ने सभी कलेक्टर्स को निर्देश दिए कि अपने जिले में राजस्व बढ़ाने के लिए सप्ताह में एक बार हर विभाग की समीक्षा करें। जिला स्तर पर राजस्व वृद्धि के प्रयास किए जाएं।

01 lakh jobs to be created in Madhya Pradesh every month : Shivraj Singh Chauhan
Under this, infrastructure development in villages, construction of permanent assets and beneficial works should be done in a planned manner. Among them,maximum use of MNREGA, Pradhan Mantri Gram Sadak Yojana, Khet Sadak Yojana etc. should be used. Chief Minister Shivraj Singh Chouhan said that under one district - one product scheme, many districts of the state have done a good job in promoting the products there and providing market linkage to them. They deserve congratulations for this.
Chief Minister Shivraj Singh Chauhan was addressing the second session of video conferencing of Divisional Commissioner, IG Collectors and Superintendents of Police in the ministry today. Chief Secretary Iqbal Singh Bains, DGP Vivek Johri, Additional Chief Secretary Manoj Shrivastava, Principal Secretary Manoj Govil etc. were present in the video conference.
Letter to Prime Minister and Finance Minister :- Chief Minister Shivraj Singh Chouhan said that the banks based on the CIBIL score by P.M. Withholding of loan disbursement in Swanidhi scheme is extremely objectionable. 'I express my displeasure at this. In this regard,a letter will be requested to the Prime Minister and the Finance Minister. This is a scheme made by the Center for the poor.
In this, banks not giving loans is an injustice to the poor '. The Chief Secretary said that P.M. There is no need to see their CIBIL score for lending by banks under the self-financing scheme. Loan disbursement should not be stopped in cases on civil grounds. Along with this, there are also complaints that if there is any defaulter in the family, then the loan of the applicant is being stopped. It should not be so.
Sehore topper in Path Vendor Utthan Yojana (Gramin) :- In the review of Path Veera Utthan Yojana (Gramin), Sehore district was topped in the state, where loan distribution has been done in 2922 cases in total. After this, there is progress of Rajgarh, Dindori, Shahdol and Raisen. The last five districts are Sheopur, Dhar, Jhabua, Niwari and Umaria. Chief Minister Shivraj Singh Chauhan instructed all these to bring progress in the scheme.
After 15 days, I will review again :- Chief Minister Shivraj Singh Chouhan said that the Path Vendor Scheme is an ambitious scheme of the Prime Minister, all collectors and municipal officers should coordinate with the banks and distribute the loan. Assistance to 78 lakh farmer families under Mukhyamantri Kisan Kalyan Yojana :- Under Mukhyamantri Kisan Kalyan Yojana, 78 lakh farmer families are to be provided assistance. 91 percent of these farmers have been verified. The rest will be done soon.
All new eligibility slip holders get ration :- Chief Minister Shivraj Singh Chouhan said that all the poor people of the state have been given new eligibility slips for fair price ration. Distribution of ration to all of them should be ensured. Right now 83 percent has been distributed ration,the remaining 17 percent should also be distributed soon. Special attention should be paid to low progress districts Harda,Betul,Panna,Shahdol and Morena.
Annas Utsav on 7th of every month :- Chief Minister Shivraj Singh Chouhan said that every month a food festival will be celebrated at all 25271 fair price shops in the state. Out of these, Annat Utsav will be held on the day of Haat - Bazaar shops. On this day, fair price ration will be provided to all the poor. Also the stock of the shops will be verified. Public representatives will be present in the food festival.
On 8 January,SHG Credit distribution program to :- Chief Minister Shivraj Singh Chouhan said that the program is being organized on January 8,in which loan distribution will be done to self-help groups of the state. He instructed that market linkage should be made available to self-help groups as well as bank linkage.
Congratulations on being a leader in cleanliness survey :- Chief Minister Shivraj Singh Chauhan congratulated Indore for being No-1 in the cleanliness survey 2020. Along with this, urban bodies like Khargone, Bhopal, Ujjain, Burhanpur, Shahganj, Badnawar, Omkareshwar, Kantafod etc. were also congratulated for achievement in cleanliness.
There is no 'compromise' on cleanliness :- Chief Minister Shivraj Singh Chouhan directed that Madhya Pradesh should be made No-1 state in cleanliness. There will be no compromise in terms of cleanliness. Chief Minister Shivraj Singh Chouhan instructed to remove Commissioner Municipal Corporation Gwalior, taking the salary of urban body workers late and taking seriously the negligence in sanitation work.
Dung to cng Production :- Chief Minister Shivraj Singh Chauhan said that cow-schools should be made self - sufficient. For this, big cows should be made by adding small cowsheds. Gaushala can be made self-sufficient by proper use of Gokashta and Gomutra. Creating CNG from cow dung and selling it through petrol pump is being used successfully in Uttar Pradesh. Under Govardhan Yojana such efforts should be made in every district. Adopt the model of 'Banas Go-Shala' Gujarat. 'Go-Nile' (Go-phenyl) should be used in government offices.
Special attention should be paid to prevent illegal mining :- Chief Minister Shivraj Singh Chouhan directed that effective action should be taken against illegal mining, transportation and storage in the state. There are more complaints from harvest, special attention should be given there. Capture illegal transport vehicles and rule.
Employment fair every month :- Chief Minister Shivraj Singh Chouhan instructed that employment fair should be organized in every district of the state on one day every month, in which 1.5 to 02 thousand jobs in small districts and 03 to 05 thousand jobs in large districts created. Efforts should be made to do this. The 'Rozgar Setu' portal should be used effectively for this.
'Redesign' Self-Employment Schemes :- Chief Minister Shivraj Singh Chouhan directed that self-employment schemes should be 'redesigned', so that they can be made more useful and more and more people can get their benefits.
Full use of MNREGA scheme :- Chief Minister Shivraj Singh Chouhan directed that MNREGA scheme should be fully utilized for the development of villages. Better use of this scheme will provide work to every hand and development of villages. For this, the Collector and CEO should prepare the District Panchayat Action Plan. Guna,Ashoknagar, Anuppur, Morena and Dhar districts were congratulated for good work in the scheme.
Congratulations to districts in one district-one product scheme :- Ginger in Niwari, peas in Jabalpur, utensils in Satna, kodo in Anuppur, honey, gulbakavali extracts, mirchi and cotton in Khargone and banana in Burhanpur under one district-one product scheme. Branding of chip products is being done. Chief Minister Shivraj Singh Chauhan congratulated all the districts especially Anuppur district for this work. Coriander processing plants are being commissioned in Guna. Kodo-kutki in Mandla and Zari-Zardori in Bhopal are being promoted. They are also being linked to Flipkart, Amazon etc.
Congratulations for the implementation of Ayushman Yojana and Ownership Scheme :- Chief Minister Shivraj Singh Chauhan congratulated all the districts for the good work of making Ayushman Yojana cards in the state. 01 crore 70 lakh cards have been made under the Ayushman scheme in the state. Work has been completed in 208 villages under the ownership plan. Chief Minister Shivraj Singh Chauhan also congratulated all concerned for this.
Fake manure - Strict action should be taken against the seed makers :- Chief Minister Shivraj Singh Chouhan directed that strict action should be taken against the black marketing,illegal storage,transporters of the fake manure seeds as well as the producer. Any fake manure - seed,pesticide maker and seller should not be avoided. Major action has been taken against the fake manure manufacturer in Jabalpur. All the guilty go to jail. Visit the vehicles.
Payment of Chief Minister's voluntary grant should be done in 3 days :- Chief Minister Shivraj Singh Chouhan said that Chief Minister's voluntary grant is given for the treatment of serious diseases etc. It should be paid in maximum 03 days. It should not be delayed.
Make efforts to increase GST :- Chief Minister Shivraj Singh Chouhan directed that efforts should be made to increase GST in every district. Economy should be exercised in works. There should not be unnecessary expenditure in government events. GST this year compared to last year 16 percent in excise, 16 percent in excise, 25 percent in transport and 43 percent in revenue department has decreased. 15 percent in VAT, 37 percent in forest, 12 percent in energy, 8 percent in minerals and 6 percent increase in stamps and registration.
Take strong action against liquor mafia :- Chief Minister Shivraj Singh Chouhan directed that the sale of illegal liquor in the state should be strictly stopped. Strong action should be taken against the liquor mafia. Collector and Superintendent of Police should take action in this regard. Action should be taken against Excise officers who are negligent in their work.
Take action against big power thieves :- Chief Minister Shivraj Singh Chouhan instructed that as a campaign to stop power theft, first of all take action against big power thieves. Carry out special checking campaigns to increase transportation revenue income. Illegal mineral mining and transportation should be strictly stopped for income from minerals.
To increase collector revenue,review every week :- Chief Minister Shivraj Singh Chouhan directed all collectors to review every department once a week to increase revenue in their district. Efforts should be made to increase revenue at the district level.
