मुख्यमंत्री भूपेश बघेल ने आज जिला मुख्यालय रायगढ़ के मिनी स्टेडियम में लगभग 1146 करोड़ रूपये के विकास कार्यों की सौगातों का लोकार्पण एवं भूमिपूजन करते हुए उक्त बातें कहीं। मुख्यमंत्री भूपेश बघेल ने इस मौके पर सरकार की विभिन्न हितग्राही मूलक योजनाओं के अंतर्गत 1 लाख 33 हजार से ज्यादा हितग्राहियों को लगभग 6 करोड़ रूपये मूल्य की सामग्री और अनुदान राशि के चेक वितरित किये।
मुख्यमंत्री भूपेश बघेल ने कार्यक्रम में स्थानीय विधायकों और जनप्रतिनिधियों के अनुरोध पर नवनिर्मित मेडिकल कॉलेज चिकित्सालय को गुरू घासीदास के नाम करने सहित छाल एवं सरिया को तहसील बनाने और खरसियां में रेलवे ओव्हरब्रिज बनाने सहित अनेक घोषणाएं की। उन्होंने जिला प्रशासन द्वारा संचालित दो अभिनव योजनओं - माहवारी स्वच्छता के लिए पावना अभियान और आदर्श स्वास्थ्य कार्ड योजना का भी शुभारंभ किया।
समारोह की अध्यक्षता कृषि एवं जल संसाधन मंत्री एवं जिले के प्रभारी मंत्री रविन्द्र चौबे ने की। विशेष अतिथि के रूप में उच्च शिक्षा मंत्री उमेश पटेल,विधायक प्रकाश नायक,विधायक उत्तरी जांगड़े,विधायक चक्रधर सिंह सिदार,विधायक लालजीत सिंह राठिया,जिला पंचायत अध्यक्ष निराकार पटेल एवं महापौर जानकी काटजू उपस्थित थीं। मुख्यमंत्री भूपेश बघेल ने कहा कि किसानों,मजदूरों और वनवासियों की आर्थिक स्थिति में बदलाव के लिए स्वर्गीय नंदकुमार पटेल जी के नेतृत्व में परिवर्तन यात्रा निकाली गई थी।
स्वर्गीय पटेल की इच्छा के अनुरूप राज्य में किसानों,मजदूरों और वनवासियों के जीवन स्तर को बेहतर बनाने के लिए राज्य सरकार द्वारा प्रभावी कार्य किए जा रहे हैं। हमारी सरकार किसानों को प्रति एकड़ 10 हजार रूपये की फसल उत्पादकता प्रोत्साहन राशि देकर उनका सम्मान कर रही है। उन्होंने कहा कि एफसीआई को हर साल अक्टूबर - नवम्बर तक कस्टम मिलिंग के चावल को जमा कराने की अनुमति केन्द्र सरकार से मिल जाती थी।
इस वर्ष यह अनुमति नहीं मिली हैं,जिसकी वजह से राज्य में समर्थन मूल्य पर धान उपार्जन की व्यवस्था प्रभावित हो रही है। हमने इस समस्या के निराकरण के लिए प्रधानमंत्री और केन्द्रीय खाद्य मंत्री से चर्चा की है,जल्द समाधान की उम्मीद है। मुख्यमंत्री भूपेश बघेल ने कहा कि डीएमएफ योजना का हमने जनहित में इस्तेमाल करना शुरू किया है। इससे ग्रामीणों और किसानों के जीवन में बदलाव परिलक्षित हो रहे हैं।
उन्होंने कहा कि गोधन न्याय योजना का अच्छा प्रभाव ग्रामीण इलाकों में हमने देखे हैं। हमने सुना है कि पहले लोग धान बेचकर फटफटी खरीदा करते थे, लेकिन अब गोबर से इतनी कमाई हो रही है कि लोग इससे फटफटी खरीदने लगे हैं। केवल दूध के व्यवसाय से डेयरियां बंद होने के कगार पर थीं। लेकिन तुच्छ समझे जाने वाली गोबर से उन्हें सहारा मिला और डेयरियां अच्छी तरक्की कर रही हैं। उन्होंने गोधन योजना के अनेक फायदे भी गिनाए।
मुख्यमंत्री भूपेश बघेल ने कहा कि गांव और गरीब का बच्चा भी अब अंग्रेजी मीडियम के स्कूल में पढ़ेगा। इसके लिए हमने सभी ब्लॉकों में एक - एक अंग्रेजी माध्यक स्कूल की मंजूरी प्रदान कर दी है। बच्चों और महिलाओं का कुपोषण दूर करने के लिए भी हम विशेष योजना चला रहे हैं। मुख्यमंत्री ने कहा हमारी सरकार ने 52 प्रकार के वनोपजों के दाम तय कर दिये हैं और वन विभाग द्वारा इनकी खरीदी की मुकम्मल व्यवस्था की गई है।
आदवासियों और परम्परागत वनवासियों को उनके पुरखों द्वारा काबिज जमीन का पट्टा दिये हैं। उन्हें खेती के लिए विशेष सहायता दे रहे हैं,ताकि उनकी आर्थिक स्थिति सुदृढ़ हो सके। कृषि एवं संसाधन मंत्री एवं जिले के प्रभारी मंत्री रविन्द्र चौबे ने अपने उद्बोधन में रायगढ़ जिले के विकास पुरूष स्वर्गीय नंदकुमार पटेल को स्मरण करते हुए कहा कि लगगभ 25 वर्ष तक उनके साथ काम करने का अवसर मिला। उन्होंने कहा कि हमारे मुख्यमंत्री स्वयं किसान हैं।
किसानों के दुख - दर्द से अच्छी तरह परिचित हैं। इसलिए मुख्यमंत्री पद का शपथ लेते ही पहला दस्तखत किसानों से 2500 रूपये में धान खरीदी और किसानों का कृषि ऋण माफ करने के लिए किया। किसान का बेटा ही इस तरह का हिम्मत दिखा सकता है। चौबे ने कहा कि गोधन न्याय योजना के अंतर्गत 70 करोड़ रूपये से ज्यादा की गोबर खरीदी हो चुकी है। उच्च शिक्षा मंत्री एवं खरसिया विधायक उमेश पटेल ने कहा नये साल की शुरूआत मुख्यमंत्री भूपेश बघेल ने रायगढ़ जिले से की है। इसके लिए रायगढ़ की जनता उनके प्रति आभारी है।
उन्होंने कहा कि मुख्यमंत्री भूपेश बघेल लोगों से मिलने के लिए जिलों की दौरा कर रहे हैं। और उनकी जरूरत एवं मांगों को पूरा भी कर रहे हैं। पटेल ने कहा कि बारदानों के कमी को देखते हुए राज्य सरकार ने किसानों के बारदानों में भी खरीदी करने का निर्णय लिया है। समारोह को स्थानीय विधायक प्रकाश नायक,सारंगढ़ विधायक उत्तरी जांगड़े,धरमजयगढ़ विधायक लालजीत सिंह राठिया और लैलूंगा विधायक चक्रधर सिंह सिदार ने भी सम्बोधित किया और अपने - अपने क्षेत्र की समस्याओं और जरूरतों से मुख्यमंत्री को अवगत कराया। कलेक्टर भीम सिंह ने स्वागत भाषण दिया। उन्होंने राज्य सरकार की विभिन्न योजनाओं के तहत जिले में हुए विकास कार्यों एवं उपलब्धियों की जानकारी भी दी। एडीएम राजेन्द्र कटारा ने अंत में आभार प्रकट किया।

1146 crore development works given to Raigad district in the new year: Chief Minister Bhupesh Baghel
Chief Minister Bhupesh Baghel today said these things while inaugurating and Bhoomi Pujan of development works worth about Rs 1146 crore at the mini stadium of district headquarters Raigad. On this occasion, Chief Minister Bhupesh Baghel distributed checks worth Rs 6 crore worth of material and grants to more than 1 lakh 33 thousand beneficiaries under various beneficiary oriented schemes of the government.
Chief Minister Bhupesh Baghel made several announcements at the program at the request of local legislators and public representatives, including renaming the newly constructed Medical College Hospital as Guru Ghasidas, making Tehsil and Bark Tehsil and Railway Overbridge in Kharsian. He also launched two innovative schemes run by the district administration - Pavana Abhiyan and Adarsh Health Card Scheme for menstrual hygiene.
The function was presided over by Agriculture and Water Resources Minister and District In-Charge Minister Ravindra Chaubey. Higher Education Minister Umesh Patel, MLA Prakash Naik, MLA North Jangde, MLA Chakradhar Singh Sidar, MLA Laljit Singh Rathia, District Panchayat President Nirakar Patel and Mayor Janaki Katju were present as special guests. Chief Minister Bhupesh Baghel said that the Parivartan Yatra was taken out under the leadership of Late Nandkumar Patel to change the economic condition of farmers, laborers and forest dwellers.
As per the wish of Late Patel, effective work is being done by the state government to improve the standard of living of farmers, laborers and forest dwellers in the state. Our government is honoring farmers by giving them crop productivity incentive amount of 10 thousand rupees per acre. He said that FCI used to get permission from Central Government to deposit rice by custom milling every year till October - November.
This year this permission has not been received, due to which the system of paddy procurement on the support price in the state is being affected. We have discussed with the Prime Minister and the Union Food Minister to resolve this problem, a solution is expected soon. Chief Minister Bhupesh Baghel said that we have started using DMF scheme in public interest. This is reflecting changes in the lives of villagers and farmers.
He said that we have seen good impact of Godan Nyaya Yojana in rural areas. We have heard that earlier people used to buy paddy by selling paddy, but now the dung is earning so much that people have started buying it from it. The dairies were on the verge of being closed only by the milk business. But they are supported by the considered cow dung and the dairies are progressing well. He also enumerated many benefits of the Godhan scheme.
Chief Minister Bhupesh Baghel said that the village and the child of the poor will also study in English Medium School. For this, we have given approval for one English Medium School in all the blocks. We are also running special schemes to eliminate malnutrition of children and women. The Chief Minister said that our government has fixed the prices of 52 types of forest produce and a complete arrangement has been made to purchase them by the Forest Department.
Tribals and traditional forest dwellers have been given land patents held by their forefathers. Special assistance is being given to them for farming, so that their economic condition can be strengthened. Agriculture and Resources Minister and District In-Charge Minister Ravindra Choubey, in his address, recalled late Nandkumar Patel, development man of Raigad district, and said that he had an opportunity to work with him for 25 years. He said that our Chief Minister is a farmer himself.
They are well aware of the pain and suffering of farmers. Therefore, after taking oath as Chief Minister, the first signature was made from farmers to buy paddy for 2500 rupees and to waive farm loans of farmers. Only the farmer's son can show such courage. Choubey said that over Rs 70 crore cow dung has been purchased under the Godhan Nyaya Yojana. Higher Education Minister and Kharsia MLA Umesh Patel said that the new year has been started by Chief Minister Bhupesh Baghel from Raigad district. The people of Raigarh are grateful to him for this.
He said that Chief Minister Bhupesh Baghel is visiting districts to meet people. And they are also meeting their needs and demands. Patel said that in view of shortage of gunny bags, the state government has decided to purchase gunny bags of farmers.
