स्थानीय निकायों और पंचायती राज संस्थाओं के निर्वाचन में राज्य निर्वाचन आयोग की महत्वपूर्ण भूमिका : भूपेश बघेल

मुख्यमंत्री भूपेश बघेल ने आज अपने रायपुर स्थित निवास कार्यालय से वीडियो कॉन्फ्रेंसिंग के जरिए राज्य निर्वाचन आयोग के नए भवन का लोकार्पण किया। नवा रायपुर अटल नगर के नार्थ ब्लॉक के सेक्टर 19 में इस भवन का निर्माण किया गया है। मुख्यमंत्री ने राज्य निर्वाचन आयुक्त ठाकुर राम सिंह सहित छत्तीसगढ़ राज्य निर्वाचन आयोग के अधिकारियों और कर्मचारियों को बधाई और शुभकामनाएं देते हुए कहा कि इस नये सुविधाजनक भवन में अधिकारियों और कर्मचारियों को व्यवस्थित ढ़ंग से कार्य करने का अवसर मिलेगा। मुख्यमंत्री ने कहा कि लोकतांत्रिक देश में राज्य निर्वाचन आयोग की प्रदेश के स्थानीय निकायों और त्रिस्तरीय पंचायती राज संस्थाओं के निर्वाचन कराने में महत्वपूर्ण भूमिका होती है। राज्य निर्वाचन आयोग ने पिछले 20 वर्षो में अपने इन दायित्वों का बखूबी निर्वहन किया है।

राज्य निर्वाचन आयोग आयुक्त ठाकुर राम सिंह ने स्वागत भाषण देते हुए कहा कि छत्तीसगढ़ राज्य निर्वाचन आयोग की स्थापना 28 सितम्बर 2002 को की गई है। आयोग द्वारा त्रिस्तरीय पंचायतों एवं नगर पालिकाओं के प्रथम आम निर्वाचन वर्ष 2004-05 में,द्वितीय निर्वाचन वर्ष 2009-10,तृतीय 2014-15 तथा वर्ष 2019-20 में चतुर्थ आम निर्वाचन सम्पन्न कराए गए। राज्य के सभी जिलों में पंचायत निर्वाचन तथा नगरीय निकायों में निर्वाचन सम्पन्न कराए गए। 

उन्होंने बताया कि राज्य निर्वाचन आयोग द्वारा फोटोयुक्त निर्वाचक नामावली ऑनलाईन साफ्टवेयर (एसईसी - ईआर) के माध्यम से तैयार कराई गई और अभ्यर्थियों के नाम निर्देशन पर ऑनलाईन प्राप्त किए गए। निर्वाचन आयोग द्वारा मतदान प्रक्रिया में मतदाताओं की सहभागिता के लिए जागरूकता अभियान जागव बोटर जाबो भी चलाया गया। उन्होंने बताया कि राज्य निर्वाचन आयोग के नये भवन में भण्डार गृह,बैठक कक्ष,आधुनिक वीसी कक्ष जैसी सुविधाएं उपलब्ध हैं।

Important role of State Election Commission in elections to local bodies and Panchayati Raj Institutions: Bhupesh Baghel

Chief Minister Bhupesh Baghel today inaugurated the new building of the State Election Commission through video conferencing from his residence office in Raipur. This building has been constructed in Sector 19 of North Block of Nava Raipur Atal Nagar. Chief Minister congratulating State Election Commissioner Thakur Ramsingh and congratulating officers and employees of Chhattisgarh State Election Commission That officers and employees will get an opportunity to work in a systematic manner in this new convenient building. The Chief Minister said that in a democratic country, the State Election Commission has an important role in the election of local bodies and three-tier Panchayati Raj Institutions in the state. The State Election Commission has performed its duties well in the last 20 years.

On this occasion, Forest, Housing and Environment and Law Legislative Affairs Minister Mohammad Akbar, Agriculture Minister Ravindra Choubey, Home Minister Tamradhwaj Sahu, Panchayat and Rural Development Minister TS Singhdeo, School Education Minister Dr. Pramesya Singh Tekam, Urban Administration and Development Minister Dr. Shiv Kumar Dahria, Food Minister Amarjeet Bhagat, Women and Child Development Minister Anila Bhendia, Industry Minister Kavasi Lakhma, Public Health Engineering Minister Guru Rudra Kumar, Higher Education Minister Umesh Patel, Parliamentary Secretaries Shishupal Sori and Chandradev Rai, Chhattisgarh State Housing Board Chairman Kuldeep Juneja, Chhattisgarh State Text Book Corporation President Shailesh Nitin Trivedi, Chief Secretary Amitabh Jain, Nava Raipur, Atal Municipal Development Authority Many senior officials were present including Chairman RP Mandal.

While giving welcome address, State Election Commission Commissioner Thakur Ram Singh said that Chhattisgarh State Election Commission has been set up on September 28, 2002. The commission conducted the first general elections of three-tier panchayats and municipalities in the year 2004-05, the second election year 2009 - 10, the third 2014 - 15 and the fourth general election in the year 2019 - 20. Panchayat elections were held in all the districts of the state and elections were held in urban bodies.

He said that the Electoral Rolls containing the photo were prepared by the State Election Commission through the online software (SEC-ER) and the names of the candidates were obtained online on the instructions. Awareness campaign for participation of voters in the polling process was also organized by the Election Commission. He informed that facilities like store house, meeting room, modern VC room are available in the new building of the State Election Commission.
