अपहृत बच्चे की बरामदगी के लिए चैकलिस्ट के अनुसार कार्यवाही होगी। परिजनों को एक रिकार्ड पत्र दिया जाएगा जिसमें पुलिस द्वारा की जा रही विवेचना का विस्तृत विवरण होगा। अधिकार पत्र में जानकारी रहेगी कि कितने दिनों में क्या - क्या कार्यवाही की गई है। इस व्यवस्था में अब अपहृत होने वाले बच्चे के परिजन के साथ प्रत्येक 15 दिन में थाना प्रभारी और प्रत्येक 30 दिन में एसडीओपी केस डायरी के साथ बैठेंगे। इसमें यह सुनिश्चित किया जाएगा कि अधिकार पत्र के अनुसार कार्यवाही हुई है अथवा नहीं।
मुख्यमंत्री शिवराज सिंह चौहान आज मिंटो हॉल में प्रदेश - स्तरीय 'सम्मान' अभियान का शुभारंभ कर रहे थे। इस अभियान का उद्देश्य महिला अपराध के उन्मूलन में समाज की सक्रिय भागीदारी सुनिश्चित करना, महिलाओं और बालिकाओं के लिए सम्मानजनक एवं अनुकूल वातावरण तैयार करना और आम लोगों को कानूनी प्रावधानों के प्रति इस तरह जागरूक करना है कि वे महिला सुरक्षा के प्रति अपनी जिम्मेदारी को निभा सकें। कार्यक्रम में गृह विभाग के साथ ही अभियान में सहयोगी महिला एवं बाल विकास और जनसंपर्क विभाग के वरिष्ठ अधिकारी उपस्थित थे। मुख्यमंत्री शिवराज सिंह चौहान ने प्रदेश के 6 साहसी नागरिकों को उनके जिलों के कलेक्टर,एस.पी.के माध्यम से प्रशंसा पत्र भी प्रदान किए। इन नागरिकों द्वारा विभिन्न अपराधियों को पकड़वाने में भूमिका निभाई गई।
घट रहा अपराधों का प्रतिशत :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि नाबालिगों के साथ घटित अपराधों में वर्ष 2020 में भोपाल,छिंदवाड़ा,इंदौर और नरसिंहपुर में 05 अपराधियों को मृत्युदण्ड दिया गया। गत 09 माह में प्रदेश में बलात्कार के प्रकरणों में 19 प्रतिशत,अपहरण एवं व्यपहरण के प्रकरणों में 23 प्रतिशत,भ्रूण हत्या में 20 प्रतिशत, छेड़छाड़ और लज्जाभंग से संबंधित अपराधों में 14 प्रतिशत की कमी आयी है। बलात्कार के प्रकरणों के निराकरण के लिए दो माह की समयावधि में वर्ष 2020 की प्रथम छमाही में हुआ निराकरण प्रतिशत 44 था जो द्वितीय छमाही (जुलाई से दिसम्बर) में 65 प्रतिशत हो गया है।
यौन अपराधियों के विरूद्ध प्रभावी कार्यवाही कर भोपाल, उज्जैन, जबलपुर, छिंदवाड़ा, नरसिंहपुर, धार और मुरैना जिलों में ऐसे अपराधियों की 23 करोड़ से अधिक की सम्पत्ति कब्जे से मुक्त कराई गई। इसके साथ ही इनके विरूद्ध एन. एस. ए, जिलाबदर आदि की कार्यवाही भी की गई। अपराधों में प्रयोग में लाए गए वाहनों के वाहन चालक लायसेंस भी निरस्त किए जा रहे हैं। नशे के विरूद्ध अभियान के अंतर्गत 75 करोड़ से अधिक के ड्रग्स पकड़े गए। लगभग एक लाख परिवारों को तबाह होने से बचाने में सफलता मिली। वाहनों में पैनिक बटन के माध्यम से महिलाओं को संकट की स्थिति में सूचना देने की व्यवस्था की जा रही है। मुख्यमंत्री ने कहा कि महिला अपराधों की सूचना देने के लिए वर्तमान में अलग - अलग हेल्पलाइन नंबर संचालित हैं। इनके एकीकरण पर विचार कर कदम उठाए जाएंगे।
एस.पी. से लेकर डी.जी. तक सभी करेंगे समीक्षा :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जो बच्चियां लापता होने के प्रकरणों की समीक्षा सर्वप्रथम पुलिस अधीक्षक करेंगे। इसके पश्चात क्षेत्रीय पुलिस महानिरीक्षक जोन स्तर की समीक्षा करेंगे। प्रदेश के सभी पुलिस जोन में सम्पन्न समीक्षा के पश्चात पुलिस महानिदेशक द्वारा एकत्र जानकारी की समीक्षा की जाएगी। जनसुनवाई में पुलिस अधीक्षक कार्यालय में होने वाली जनसुनवाई में गुमशुदा बच्चों के परिजन को प्राथमिकता से सुना जाएगा। मजदूरी के लिए जिले से बाहर जाने की स्थिति में पंजीयन की व्यवस्था होगी। वन स्टाप सेंटर को सुदृढ़ बनाया जाएगा। प्रदेश में अपहृत बालिकाओं के संबंध में स्टडी भी करवाई जाएगी। इस अवसर पर मुख्यमंत्री शिवराज सिंह चौहान ने जानकारी दी कि सीधी में दुष्कर्म के दोषी अपराधियों को पुलिस द्वारा तत्परतापूर्वक गिरफ्तार कर लिया गया है। मुख्यमंत्री ने प्रभावी कार्यवाहियों के लिए मध्यप्रदेश पुलिस को बधाई भी दी।
नए कानून से नियंत्रण :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मध्यप्रदेश में धार्मिक स्वतंत्रता अध्यादेश 2020 लागू होने से किसी भी बेटी को डरा - धमकाकर या प्रलोभन देकर साथ ले जाने या विवाह करने वाले व्यक्ति को 10 वर्ष तक के कारावास और अर्थदण्ड का प्रावधान किया गया है। कुछ मामलों में बच्चियों को अन्य प्रदेशों से लाने में सफलता भी मिली है। प्रदेश से गायब हुई बेटियों को वापिस उनके अभिभावकों तक पहुंचाने के लिए हम संकल्पबद्ध हैं। करीब 7 हजार प्रकरणों में गुमशुदा बच्चियों को छुड़वाया गया है।
बालिका और महिला सशक्तीकरण पर सर्वाधिक ध्यान :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मध्यप्रदेश में कन्याओं के जन्म से लेकर उनके शिक्षण और कन्यादान तक की व्यवस्था सरकार ने की है। सर्वांगीण सशक्तीकरण के अंतर्गत महिलाओं को सामाजिक, राजनैतिक और आर्थिक सशक्तीकरण का लाभ दिलवाया जा रहा है। स्व-सहायता समूहों को जनआंदोलन का रूप दिया गया है। मुख्यमंत्री ने कहा कि समाज में बालिकाओं और महिलाओं के विरूद्ध अपराधों को सहन नहीं किया जाएगा। समाज की मानसिकता बदलने की भी आवश्यकता है। सिर्फ सरकार के स्तर पर यह कार्य नहीं हो सकता,इसमें समाज की सक्रिय भागीदारी आवश्यक है।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि उन्होंने वर्ष 2006 में लाड़ली लक्ष्मी योजना लागू की गई। इसके पश्चात बालिकाओं और महिलाओं के हित में अनेक योजनाएं लागू की गई हैं। वर्ष 2015 में बेटी बचाओं अभियान पूरे जोर-शोर से संचालित किया गया। सभी तरह के माफियाओं पर सख्त कार्यवाही करते हुए महिला अपराधों के विरूद्ध वातावरण बनाने की आवश्यकता है। महिला एवं बाल विकास विभाग द्वारा बाल सुरक्षा समिति के गठन की कार्यवाही की जाएगीं।
अन्य प्राप्त सुझावों के अनुसार बालिकाओं और महिलाओं की सुरक्षा के लिए हर आवश्यक कदम उठाया जाएगा। मुख्यमंत्री शिवराज सिंह चौहान ने अपने संबोधन में कक्षा 10वीं की छात्रा महती दीक्षित की 'पंछी' नामक कविता का भी उल्लेख किया,जिसमें बालिकाओं को साहसी बनने का आव्हान है। मुख्यमंत्री ने इन पंक्तियों को सुनाते हुए कहा कि तू फूल नहीं फौलाद बन,इस देश की आवाज बन। यें पंक्तियां प्रदेश की बेटियों की आवाज है। मुख्यमंत्री शिवराज सिंह चौहान ने कार्यक्रम में उपस्थित महती को तुलसी का पौधा भेंट कर सम्मानित किया।
सम्मान अभियान के चार महत्वपूर्ण अंग :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आज प्रारंभ हुए 'सम्मान' अभियान के चार प्रमुख अंग होंगे। इस 15 दिवसीय अभियान में महिला अपराधों के विरूद्ध सामाजिक जनचेतना,महिला सुरक्षा,और सम्मान से संबंधित विषय पर प्रतियोगिताएं सम्पन्न करवाना और सायबर सुरक्षा शामिल हैं। अभियान की शुभंकर 'गुड्डी' एक 16 वर्षीय जागरूक बालिका है जो अपने अधिकारों के प्रति सजग है। मुख्यमंत्री शिवराज सिंह चौहान ने अभियान के प्रतीक शुभंकर और पुस्तिका 'सम्मान' का अनावरण किया।
हॉट स्पॉट चिन्हित करें :- मुख्यमंत्री शिवराज सिंह चौहान ने जिलों को निर्देश दिए कि वे ऐसे हॉट स्पॉट चिन्हित करें जहाँ बालिकाओं या महिलाओं से संबंधित आपराधिक घटनाएं होती हैं। भोपाल पुलिस द्वारा इस दिशा में की गई पहल सराहनीय है। अन्य जिले भी इस तरह के कदम उठाएं।
महिला अपराध रोकने और अपराध के बाद पीड़िता के समर्थन में कार्य करने वाले हीरो सम्मानित :- मुख्यमंत्री शिवराज सिंह चौहान ने कार्यक्रम में सागर की श्रीबाई,छिंदवाड़ा के रोशनलाल विश्वकर्मा, सतना की मुन्नीबाई कौल,भोपाल के मनोज गायकवाड़ और रायसेन के मधुसूदन दुबे और भवानीसिंह को असली हीरो सम्मान से सम्मानित किया गया। इन सभी ने बालिकाओं और महिलाओं को अपराधों से बचाने और अपराध होने के बाद दोषी लोगों के विरूद्ध पुलिस को सूचित कर पकड़वाने में मदद की। मुख्यमंत्री ने इन सभी हीरो को बधाई भी दी।
गृह मंत्री का संबोधन :- गृह मंत्री डॉ.नरोत्तम मिश्र ने कहा कि मुख्यमंत्री शिवराज सिंह चौहान के नेतृत्व में प्रदेश में कानून व्यवस्था की स्थिति को मजबूत बनाया गया है। अब महिला अपराधों में कमी आ रही है। पंचायतों,नगरीय निकायों,शिक्षण संस्थानों और पुलिस बल में महिलाओं की भागीदारी से उनकी शक्ति बढ़ी है। विकृत मानसिकता वाले लोगों के विरूद्ध निरंतर कदम उठाए जा रहे हैं। हमारी संस्कृति नारियों के सम्मान को प्रमुखता देती है। महिलाओं के सम्मान को आंच पहुंचाने वाले बख्शे नहीं जाएंगे।
बहुआयामी कार्यक्रम में हुईं अनेक गतिविधियां :- मुख्यमंत्री शिवराज सिंह चौहान ने 'सम्मान' अभियान के कार्यक्रम की शुरूआत कन्याओं के पूजन से की। पारम्परिक स्वागत से हटकर मुख्यमंत्री शिवराज सिंह चौहान और अतिथियों का तुलसी के पौधों से स्वागत किया गया। मध्यप्रदेश गान को पुलिस बैंड ने मोहक अंदाज में प्रस्तुत किया। प्रारंभ में पुलिस महानिदेशक विवेक जौहरी ने जागरूकता अभियान सम्मान की रूपरेखा प्रस्तुत की। कलेक्टर भोपाल ने सेफ सिटी प्रजेंटेशन दिया।
महिला सुरक्षा गान की प्रस्तुति हुई। भारतीय ओलंपिक निशानेबाज मनु भाकर और अभिनेता अक्षय कुमार का बालिकाओं और महिलाओं के 'सम्मान' पर केन्द्रित वीडियो संदेश प्रदर्शित किया गया। मुख्यमंत्री शिवराज सिंह चौहान ने जब प्रदेश के 5 असली हीरो सम्मानित किए तब वीडियो कॉन्फ्रेंस से संबंधित जिलों के कलेक्टर, एस.पी. भी उपस्थित हुए। कार्यक्रम का संचालन पुलिस महानिरीक्षक महिला अपराध दीपिका सूरी ने किया और आभार प्रदर्शन विशेष पुलिस महानिदेशक प्रशिक्षण अरूणा मोहन राव ने किया।
कार्यक्रम में अपर मुख्य सचिव गृह डॉ.राजेश राजौरा, शौर्या दल की सदस्य, स्कूल - कॉलेज के प्राचार्यगण, एन. सी. सी और एन. एस. एस के विद्यार्थी और विभिन्न संगठनों के सदस्य उपस्थित हुए। कार्यक्रम में प्रदेश के समस्त संभागायुक्त, जोनल पुलिस महानिरीक्षक,जिला दण्डाधिकारी,पुलिस अधीक्षक एवं अन्य अधिकारी एनआईसी के माध्यम से जुड़ें। इसके अतिरिक्त कम से कम 2200 से अधिक वेबकास्ट के लिंक के माध्यम से जुड़े थे। जिसमें थाने के समस्ट स्टाफ, स्थानीय एनजीओ एवं आमजन के साथ, एसएएफ का बल, रेल पुलिस, पुलिस मुख्यालय, पुलिस प्रशिक्षण संस्थानों एवं आमजन उपस्थित थे।

Chief Minister Shivraj Singh Chauhan was inaugurating the state-level 'Samman' campaign at Minto Hall today. The objective of this campaign is to ensure active participation of the society in the eradication of female crime, to create a respectful and favorable environment for women and girls and to make the common people aware of the legal provisions in such a way that they fulfill their responsibility towards women safety. Can. Home department as well as senior women officers of Women and Child Development and Public Relations Department were present in the program.
Percentage of declining crimes :- Chief Minister Shivraj Singh Chouhan said that in the year 2020, offenders were awarded death penalty in Bhopal, Chhindwara, Indore and Narsinghpur in crimes committed with minors. In the last 09 months, there has been a decrease of 19 percent in rape cases, 23 percent in kidnapping and adulteration cases, 20 percent in feticide, 14 percent in crimes related to molestation and shame. In the first two months of the year 2020, the percentage of redressal cases for resolving rape cases was 44, which has increased to 65 percent in the second half (July to December).
Taking effective action against sex offenders, more than 23 crore properties of such criminals were freed from possession in Bhopal, Ujjain, Jabalpur, Chhindwara, Narsinghpur, Dhar and Morena districts. Along with this, N. s. Action was also taken for A, Zilabdar etc. Driver license of vehicles used in crimes is also being revoked. More than 75 crore drugs were caught under the campaign against drugs. About one lakh families were successful in saving them from destruction. Arrangements are being made to inform women in the event of crisis through panic buttons in vehicles. The Chief Minister said that at present,different helpline numbers are operated to inform women crimes. Steps will be taken considering their integration.
Sp From D.G. Everyone will review :- Chief Minister Shivraj Singh Chouhan said that the first superintendent of police will review the cases of missing girls. After this, the Regional Inspector General of Police will review the zone level. The information collected by the Director General of Police will be reviewed after a complete review in all police zones of the state. Family of missing children in Jansunwai to be held in Superintendent of Police Office Will be heard preferably. Registration will be made in case of going out of the district for wages. One stop center will be strengthened. A study will also be conducted regarding abducted girls in the state. Most attention on girl and women empowerment :- Chief Minister Shivraj Singh Chouhan said that the government has made arrangements for the birth of girls in the state from their education to girls'. Under all-round empowerment, women are being benefited from social, political and economic empowerment. Self-help groups have been given the shape of a mass movement. The Chief Minister said that crimes against girls and women will not be tolerated in the society. There is also a need to change the mindset of the society. This work cannot be done only at the government level, active participation of society is necessary in it.
Chief Minister Shivraj Singh Chauhan said that he implemented the Ladli Laxmi Yojana in the year 2006. After this, many schemes have been implemented in the interest of girls and women. In the year 2015, Beti Bachao Abhiyan was conducted vigorously. There is a need to create an environment against female crimes by taking strict action on all types of mafia. Hero awarded for working in support of women crime prevention and post - crime victim :- Chief Minister Shivraj Singh Chauhan in the program, Sribai of Sagar, Roshanlal Vishwakarma of Chhindwara, Munnibai Kaul of Satna, Manoj Gaikwad of Bhopal and Madhusudan Dubey of Raisen and Bhawani Singh Was awarded the Real Hero Award. Address of Home Minister :- Home Minister Dr. Narottam Mishra said that under the leadership of Chief Minister Shivraj Singh Chauhan, the law and order situation has been strengthened. Now female crimes are coming down. Their strength has been enhanced by the participation of women in panchayats, urban bodies, educational institutions and police forces. Many activities carried out in multidimensional program :- Chief Minister Shivraj Singh Chauhan started the program of 'Samman' campaign with the worship of girls.
