मुख्यमंत्री शिवराज सिंह चौहान ने कहा है कि नागरिकों को दफ्तरों में बिना लिए - दिए और बिना चक्कर लगाए निश्चित समय - सीमा में सेवा प्राप्त हो,यही सुशासन है। इसी उद्देश्य से दस वर्ष पूर्व मध्यप्रदेश में लोक सेवा प्रबंधन विभाग गठित कर नागरिकों को सेवाओं का प्रदाय शुरू किया गया। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि इससे नागरिकों के समानता के अधिकार की भी रक्षा हुई है। उन्हें किसी कार्य के लिए परेशान नहीं होना पड़ता है। मध्यप्रदेश से अन्य राज्य भी प्रेरणा लेकर ऐसा कार्य कर रहे हैं।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आज से प्रदेश में सी.एम. सेवा 181 के माध्यम से फोन द्वारा ही सेवाएँ प्रदाय की जा रही हैं। इसका विस्तार करते हुए अब तीन और सर्वाधिक जन-उपयोगी सेवाएँ खसरा,खतौनी एवं नक्शे की प्रतिलिपि सी.एम.जनसेवा (Beta Version) के माध्यम से प्रदाय की जाएगी। इसके साथ प्रदेश में वॉट्सएप चैटबॉट सर्विस भी शुरू की जा रही है। गत 8 - 10 माह में भी अनेक नई सेवाएँ शुरू की गई हैं। इस व्यवस्था की जानकारी जन-प्रतिनिधियों द्वारा भी प्रचारित की जाए जिससे अधिक से अधिक लोग सेवाओं का लाभ ले सकें।
मुख्यमंत्री शिवराज सिंह चौहान मिंटो हाल में 'लोक सेवा एवं सुशासन के क्षेत्र में बढ़ते कदम' कार्यक्रम को संबोधित कर रहे थे। कार्यक्रम मध्यप्रदेश में लोक सेवा प्रदाय गारंटी अधिनियम के सफलतम 10 वर्ष पूरे होने पर आयोजित किया गया। इस अवसर पर श्रेष्ठ कार्य करने वाले कलेक्टर्स और अन्य अधिकारी पुरस्कृत किए गए। सहकारिता एवं लोक सेवा प्रबंधन मंत्री अरविन्द सिंह भदौरिया और लोक निर्माण राज्य मंत्री सुरेश धाकड़ भी उपस्थित थे।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि लोकतंत्र में सबसे बड़ी जनता है। मध्यप्रदेश मेरा मंदिर है और यहाँ की जनता मेरे लिए भगवान है। इस मंदिर का पुजारी शिवराज सिंह चौहान है। मुख्यमंत्री शिवराज सिंह चौहान ने श्रेष्ठ कार्य के लिए पुरस्कृत अधिकारियों को बधाई देते हुए अधिकारी वर्ग से आव्हान किया कि वे उपलब्ध सेवाओं के संबंध में नागरिकों को अवगत करवायें। पूरी क्षमता के साथ टीम भावना से कार्य कर आमजन को ईंधन, ऊर्जा, समय, राशि आदि के अपव्यय से बचाकर बिना परेशान हुए आवश्यक सेवाएँ प्रदान करवाई जाएं।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि कर्त्तव्यनिष्ठ अधिकारियों और कर्मचारियों से व्यवस्था दुरुस्त हो जाती है। जनता को दिक्कत - परेशानी देने वाले बर्दाश्त नहीं किए जाएंगे। इस उद्देश्य से ही पब्लिक सर्विस डिलेवरी गारंटी कानून बनाया गया है। यह भी व्यवस्था की गई कि तय वक्त में काम न करने वाले अधिकारियों पर जुर्माना किया जाए। मुख्यमंत्री शिवराज सिंह चौहान ने अधिकारियों से कहा कि इस व्यवस्था की निरंतर मॉनिटरिंग करने से आम नागरिकों को बेहतर सुविधाएँ दी जा सकेंगी।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि लोकतंत्र में सेवा भाव सर्वाधिक महत्वपूर्ण है। मध्यप्रदेश में जब लोक सेवाओं का प्रदाय प्रारंभ किया गया,तब कुछ ही सेवाएँ प्राप्त हो पाती थी। आज इनकी संख्या बढ़कर करीब 500 हो गई है। लोक सेवा गारंटी अधिनियम आमजन के लिए कारगर सिद्ध हुआ है। लोक सेवा केन्द्र समय-सीमा में कार्यों का निपटारा कर रहे हैं। समाधान ऑनलाइन की व्यवस्था भी पुन: प्रारंभ की गई है। इसके अंतर्गत चिन्हित समस्याओं का राज्य स्तर के अधिकारियों और संबंधित जिले के अधिकारियों की उपस्थिति में वीडियो कॉन्फ्रेंस के माध्यम से निराकरण किया जाता है। मुख्यमंत्री शिवराज सिंह चौहान ने आव्हान किया कि कलेक्टर्स सुशासन के लिए इन सभी व्यवस्थाओं को पुख्ता बनाए रखें।
सी.एम.डैशबोर्ड के माध्यम से अब एक नया माध्यम आमजन को उपलब्ध होगा। मुख्यमंत्री शिवराज सिंह चौहान ने इंदौर नगर निगम आयुक्त प्रतिभा पाल द्वारा प्रसव के कुछ दिन पहले तक और प्रसव के दस दिन बाद ही अपने दायित्व के निर्वहन के लिए सजग और सक्रिय रहने की प्रशंसा की। मुख्यमंत्री ने कहा कि यह एक प्रेरक उदाहरण है। अन्य अधिकारी इसी तरह सेवाभाव से अपनी जिम्मेदारी को निभाएं। मुख्यमंत्री शिवराज सिंह चौहान ने मध्यप्रदेश में लोक सेवा प्रबंधन और सुशासन क्षेत्र में हुई प्रगति के लिए मुख्य सचिव इकबाल सिंह बैंस,प्रमुख सचिव मनीष रस्तोगी, सेवानिवृत्त आईएएस मनोहर दुबे,पूर्व में मुख्यमंत्री के सचिव रहे और भारत सरकार में पदस्थ अनुराग जैन और कार्यपालक निदेशक मध्यप्रदेश राज्य लोक सेवा अभिकरण नंद कुमारम के प्रयासों की प्रशंसा की।
लोक सेवा प्रबंधन और सहकारिता मंत्री अरविन्द सिंह भदौरिया ने कहा कि देश के 24 राज्यों ने मध्यप्रदेश को आदर्श मानकर लोक प्रबंधन विभाग का गठन किया है। दस वर्ष पूर्व मध्यप्रदेश में लोक सेवा और सुशासन के क्षेत्र में महत्वपूर्ण पहल की गई। आज इस क्षेत्र में श्रेष्ठ कार्य करने वाले राजधानी और जिलों में सम्मानित किए जा रहे हैं। करीब सात करोड़ समस्याओं का समाधान किया जा चुका है। पंडित दीनदयाल जी के दर्शन के अनुरूप समाज के अंतिम व्यक्ति तक लाभ पहुँचाने का कार्य किया जा रहा है।
नए नवाचारों का शुभारंभ,नई डीम्ड सेवाएँ :- मुख्यमंत्री शिवराज सिंह चौहान ने कार्यक्रम में लोक सेवा में नई सुविधाओं सी.एम.जनसेवा,सी.एम.डैशबोर्ड पोर्टल,वाट्सएप चैटबॉट सुविधा और लोक सेवा गारंटी अधिनियम में संशोधन से मान्य अनुमोदन श्रेणी को जोड़ने के नवाचार का बटन दबाकर शुभारंभ किया। कार्यक्रम में सुशासन के क्षेत्र में मान्य अनुमोदन श्रेणी की चार नई सेवाओं को प्रारंभ करने की घोषणा की गई। इसमें एक सेवा विज्ञान प्रौद्योगिकी विभाग और तीन सेवाएँ उद्योग नीति एवं निवेश प्रोत्साहन विभाग से संबंधित हैं। इसके अंतर्गत यदि कोई सेवा नियत समय - सीमा में पदाभिहित अधिकारी द्वारा नहीं दी जाती है तो वे पोर्टल द्वारा स्वत : जनित होकर आवेदक को प्राप्त हो जाएंगी। विज्ञान एवं प्रौद्योगिकी विभाग वायर लाइन या वायरलेस आधारित वॉइस या डाटा पहुँच सेवाएँ उपलब्ध कराने के लिए अधोसंरचना की स्थापना के लिए अनुमति प्रदान करेगा। उद्योग नीति एवं निवेश प्रोत्साहन विभाग आशय - पत्र जारी करने,आवंटन आदेश जारी करने और आधिपत्य प्रदान करने की सेवाएँ देगा। सी.एम.जनसेवा 181 के तहत फोन पर ही तीन महत्वपूर्ण सेवाएँ उपलब्ध होंगी। अब आय प्रमाण - पत्र,मूल निवासी प्रमाण - पत्र के साथ ही खसरा - खतौनी की नकल मोबाइल पर मिल सकेगी।
फिल्म प्रदर्शन के साथ ई - पत्रिका,पुस्तक का विमोचन :- कार्यक्रम में सुशासन और लोक सेवा प्रबंधन के क्षेत्र में हुए कार्य के संबंध में फिल्म भी प्रदर्शित की गई। इसमें गत एक दशक में संपन्न कार्यों की जानकारी दी गई। मुख्यमंत्री शिवराज सिंह चौहान और अन्य अतिथियों ने लोक सेवा प्रबंधन विभाग की तरफ से लोक सेवा और सुशासन क्षेत्र में हुए नवाचार पर आधारित ई - पत्रिका का विमोचन किया। मुख्यमंत्री शिवराज सिंह चौहान और मंत्री भदोरिया ने डॉ.आशीष अग्रवाल की पुस्तक सुशासन का विमोचन भी किया।
उत्कृष्ट जिलों को पुरस्कार :- लोक सेवाओं के प्रदाय में उत्कृष्ट कार्य के लिए तीन जिलों का चयन हुआ है। इसके लिए कलेक्टर निवाड़ी आशीष भार्गव, कलेक्टर ग्वालियर कौशलेंद्र विक्रम सिंह और कलेक्टर झाबुआ रोहित सिंह पुरस्कृत किए गए। इन्हें मुख्यमंत्री शिवराज सिंह चौहान ने प्रमाण - पत्र दिए। तीन पदाभिहित अधिकारी भी उत्कृष्ट कार्य के लिए पुरस्कृत किए गए। इनमें सतीश गंगराड़े इंदौर, श्यामली सेन गुप्ता सतना और शिवभूषण सिंह सतना शामिल हैं।
मुख्यमंत्री शिवराज सिंह चौहान ने हितग्राहियों से किया सीधा संवाद :- मुख्यमंत्री शिवराज सिंह चौहान ने वीडियो कॉन्फ्रेंसिंग के माध्यम से होशंगाबाद जिले के प्रकाश चौरे से संवाद कर लोकसेवा के माध्यम से मिली सुविधा एवं प्रक्रिया की जानकारी प्राप्त की। चौरे ने बताया कि उन्होंने सीएम जनसुविधा के अन्तर्गत सीएम 181 में कॉल कर स्थानीय निवासी प्रमाण - पत्र के लिए आवेदन किया था। उन्हें एक ही दिन में घर बैठे मोबाइल के व्हाट्सएप पर स्थानीय निवास प्रमाण - पत्र प्राप्त हो गया। उन्होंने बताया कि लोकसेवा के अन्तर्गत इस नवाचार की जानकारी उन्हें बाबई में मुख्यमंत्री के कार्यक्रम में उनके भाषण से मिली थी। चौरे ने मुख्यमंत्री को बताया कि वे दृष्टिबाधित हैं।
इस नाते उनके लिए यह सुविधा बहुत ही लाभकारी सिद्ध हुई। अब आमजन आय,स्थानीय निवासी प्रमाण-पत्र प्राप्त करने की सुविधा घर बैठे प्राप्त कर सकेंगे। इसके लिए उन्होंने मुख्यमंत्री को हृदय से धन्यवाद भी दिया। मुख्यमंत्री शिवराज सिंह चौहान ने प्रकाश चौरे को शुभकामनाएँ दीं। इस अवसर पर विधायक सीतासरन शर्मा उपस्थित थे। मुख्यमंत्री शिवराज सिंह चौहान ने रायसेन और झाबुआ जिलों के लाभान्वित हितग्राहियों से भी संवाद किया। इनमें दीप सेन और कांतिलाल शामिल हैं। इन्हें 181 सेवा,समाधान एक दिन सेवा से लाभ मिला है। कार्यक्रम के प्रारंभ में कन्या पूजन के साथ मध्यप्रदेश गान भी हुआ। आभार प्रदर्शन नंद कुमारम ने किया।

Citizens received service in fixed time - limit without taking - and without circling in offices : Shivraj Singh Chauhan
Chief Minister Shivraj Singh Chauhan said that from today CM in the state Services are being provided by phone only through Service 181. Expanding this, now three more most useful services Khasra, Khatauni and a copy of the map will be provided through the CM Version. With this, WhatsApp chatbot service is also being started in the state. Many new services have also been started in the last 8-10 months. Information about this system should also be publicized by public representatives so that more and more people can avail the services.
Chief Minister Shivraj Singh Chauhan was addressing the program 'Growing steps in the field of public service and good governance' in Minto Hall. The program was organized in Madhya Pradesh on the successful completion of 10 years of Public Service Delivery Guarantee Act. Collectors and other officials who did best work on this occasion were rewarded. Cooperation and Public Service Management Minister Arvind Singh Bhadauria and Minister of State for Public Works Suresh Dhakad were also present.
Chief Minister Shivraj Singh Chauhan said that democracy has the largest population. Madhya Pradesh is my temple and the people here are God to me. The priest of this temple is Shivraj Singh Chauhan. Chief Minister Shivraj Singh Chauhan, while congratulating the awarding officers for the best work, called upon the officers to make the citizens aware of the services available. Working with full potential in team spirit, the common people should be saved from wastage of fuel, energy, time, amount etc. and provide necessary services without any disturbance.
Chief Minister Shivraj Singh Chauhan said that the system is managed by the officers and employees. Problems to the public - troublemakers will not be tolerated. For this purpose, the Public Service Delivery Guarantee Act has been enacted. It was also arranged that the officials who did not work within the prescribed time be fined. Chief Minister Shivraj Singh Chouhan told the officials that by continuously monitoring this system, better facilities will be provided to common citizens.
Chief Minister Shivraj Singh Chauhan said that service is the most important in a democracy. When services of public services were started in Madhya Pradesh, only few services could be received. Today their number has increased to around 500. The Public Service Guarantee Act has proved to be effective for the public. Public Service Centers are disposing of works within time - limit. The system of Samadhan Online has also been restarted. Under this, the problems identified are resolved through video conference in the presence of state level officials and concerned district officials. Chief Minister Shivraj Singh Chauhan called upon the collectors to maintain all these arrangements for good governance.
A new medium will now be available to the public through the CM Dashboard. Chief Minister Shivraj Singh Chauhan praised Indore Municipal Corporation Commissioner Pratibha Pal for being alert and active till a few days before delivery and for discharging her duties ten days after delivery. The Chief Minister said that this is an inspiring example. Other officers should carry out their responsibilities in a similar manner. Chief Minister Shivraj Singh Chauhan, Chief Secretary Iqbal Singh Bains, Principal Secretary Manish Rastogi, retired IAS Manohar Dubey, formerly Secretary to the Chief Minister and Anurag Jain and Executive Director in the Government of India for the progress made in the public service management and good governance sector in Madhya Pradesh. Public Service Management and Cooperation Minister Arvind Singh Bhadauria said that 24 states of the country have constituted Public Management Department considering Madhya Pradesh as an ideal. Ten years ago, important initiatives were taken in the field of public service and good governance in Madhya Pradesh. Today, the best work in this field is being honored in the capital and districts. About seven crore problems have been solved. According to the philosophy of Pandit Deendayal Ji, work is being done to benefit the last person of the society.
Launching of new innovations,new deemed services :- Chief Minister Shivraj Singh Chauhan has approved validation category with new features in public service, CM Jan Seva, CM dashboard portal, WhatsApp chatbot facility and amendment in Public Service Guarantee Act. Launched by pressing the button of add innovation. In the program, it was announced to introduce four new services of valid approval category in the field of good governance. It has one service science technology department and three services industry policy and investment promotion department. Under this, if no service is rendered by the designated officer within the stipulated time, then they will be automatically generated by the portal and will be received by the applicant. The Department of Science and Technology will grant permission for setting up infrastructure to provide wire line or wireless based voice or data access services. The Department of Industry Policy and Investment Promotion will provide services for issuing letters of intent, issuing allocation orders and providing suzerainty. Under CM Janseva 181, three important services will be available on the phone itself. Now, along with income certificate, natives certificate, copy of Khasra-Khatauni will be available on mobile.
Film release along with e - magazine,book release :- Film was also shown in the program in relation to the work done in the field of good governance and public service management. In this,information was given about the works completed in the last decade. Chief Minister Shivraj Singh Chauhan and other guests released the e - magazine based on innovation in the Public Service and Good Governance sector on behalf of the Department of Public Service Management. Chief Minister Shivraj Singh Chauhan and Minister Bhadoria also released the book Good Governance by Dr. Ashish Aggarwal.
Awards to outstanding districts :- Three districts have been selected for outstanding work in the delivery of public services. For this, Collector Niwari Ashish Bhargava,Collector Gwalior Kaushalendra Vikram Singh and Collector Jhabua Rohit Singh were awarded. Chief Minister Shivraj Singh Chauhan gave them certificates. Three designated officers were also awarded for outstanding work. These include Satish Gangrade Indore, Shyamali Sen Gupta Satna and Shivbhushan Singh Satna.
Chief Minister Shivraj Singh Chauhan interacted directly with the beneficiaries :- Chief Minister Shivraj Singh Chouhan communicated with Prakash Chaure of Hoshangabad district through video conferencing and got information about the facility and process received through public service. Chaure told that he had applied for a local resident certificate by calling CM 181 under the CM Jansuvidha. He got a local residence certificate on mobile WhatsApp sitting at home in a single day. He informed that he got information about this innovation under public service from his speech at the Chief Minister's program in Babai. Chaure told the Chief Minister that he was visually impaired.
Therefore,this facility proved very beneficial for them. Now the public will be able to get the facility of income,local residents to get the certificate from home. For this, he also thanked the Chief Minister wholeheartedly. Chief Minister Shivraj Singh Chauhan wishes Prakash Chaure. MLA Sitasaran Sharma was present on the occasion. Chief Minister Shivraj Singh Chauhan also interacted with the beneficiaries of Raisen and Jhabua districts. These include Deep Sen and Kantilal. They have benefited from 181 service, solution one day service. In the beginning of the program, Madhya Pradesh Anthem was also performed along with Kanya Pujan. Nand Kumaram performed a vote of thanks.
