कोरोना वायरस से बचाव के लिए वैक्सीन आ गई है संजीवनी बूटी से कम नहीं : मुख्यमंत्री शिवराज सिंह चौहान

मुख्यमंत्री शिवराज सिंह चौहान ने कहा है कि कोरोना वायरस से बचाव के लिए वैक्सीन आ गई है जो किसी संजीवनी बूटी से कम नहीं है। नागरिकों को क्रमानुसार इसका लाभ मिलेगा। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि अब हमें कोरोना महामारी का पूरी तरह समापन करना है। टीकाकरण के प्रथम चरण में करीब सवा चार लाख हेल्थ केयर वर्कर्स को टीका लगाया जाएगा जिन्होंने हम सभी की जिन्दगी बचाने का कार्य किया है। कोविशील्ड और कोवैक्सीन दोनों पूरी तरह सुरक्षित हैं। 

मुख्यमंत्री शिवराज सिंह चौहान ने आव्हान किया कि जिलों के प्रशासनिक अधिकारी,जनप्रतिनिधि,मीडिया इसके बारे में किसी भ्रामक जानकारी या अफवाहों को न पनपने दें और इस महाभियान को सभी मिलकर सफल बनाने में सहयोग दें। इस अवसर पर मुख्यमंत्री शिवराज सिंह चौहान ने बताया कि 16 जनवरी को पहला टीका किसी सफाई कर्मचारी को लगाने का प्रयास है। यह सफाई कर्मियों की सेवाओं का सम्मान भी होगा जो कोरोना के संकटकाल में उन्होंने प्रदान की हैं।

मुख्यमंत्री शिवराज सिंह चौहान आज एनएचएम भवन के उद्घाटन के पश्चात कोविड-19 टीकाकरण के संबंध में कलेक्टर्स और कमिश्नर्स के साथ चर्चा कर रहे थे। इस अवसर पर लोक स्वास्थ्य एवं परिवार कल्याण मंत्री डॉ.प्रभुराम चौधरी और चिकित्सा शिक्षा मंत्री विश्वास सारंग भी उपस्थित थे। वीडियो कान्फ्रेंस में मुख्य सचिव इकबाल सिंह बैंस भी उपस्थित थे।

दूरदर्शी प्रधानमंत्री नरेंद्र मोदी बधाई के पात्र हैं,संकट को पहचाना,व्यवस्थाएं कीं :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्रदेश में कोरोना से बचाव की वैक्सीन लगाने का कार्य 16 जनवरी को सुबह 9 बजे से प्रारंभ होगा। यह दुनिया का सबसे बड़ा टीकाकरण अभियान होगा। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मैं प्रधानमंत्री नरेंद्र मोदी को बधाई देता हूँ। वे दूरदर्शी हैं। उन्होंने पहले ही संकट को पहचान लिया था। प्रधानमंत्री ने तो कोरोना आते ही टास्क फोर्स बना दिया था। उन्होंने सभी व्यवस्थाएं कीं और लोगों को वायरस से बचाने का कार्य किया। मुख्यमंत्री ने कहा कि समय रहते लॉकडाउन हो जाने से आवश्यक व्यवस्थाएं करने का समय भी मिला। प्रधानमंत्री के आह्वान पर सभी एकजुट हुए। मध्यप्रदेश में आउट ऑफ कंट्रोल नहीं होने दिया गया। कोरोना से नागरिकों के बचाव के लिए सभी आवश्यक प्रबन्ध किए गए।

महाभियान के विभिन्न चरण :- मुख्यमंत्री शिवराज सिंह चौहान ने बताया कि 16 जनवरी से प्रारंभ हो रहे अभियान के लिए जिलों को आवश्यक निर्देश दिए गए हैं। केन्द्र सरकार द्वारा वैक्सीन की सेफ्टी की पुष्टि की गई है। प्रत्येक नागरिक को दो डोज लगेंगे। पहला डोज लगने के पश्चात इसे 28 दिन के पश्चात पुन : लगाया जाएगा। इसके 14 दिन पश्चात मानव शरीर में एंटी बॉडी का निर्माण होगा। टीका लगने के बाद तत्काल प्रभाव नहीं होता है। प्रदेश में जिलावार वैक्सीन का आवंटन किया गया है। शिकायत और सुझाव प्राप्त करने के लिए आवश्यक व्यवस्थाएं की गईं हैं। शासकीय अस्पतालों के साथ ही निजी अस्पतालों को भी वैक्सीन लगाने के लिए चिन्हित किया गया है।

जिन्होंने संकट के समय सेवा की,उन्हें सबसे पहले लगेगी वैक्सीन :- मुख्यमंत्री शिवराज सिंह चौहान ने कोविड-19 से बचाव के लिए प्रारंभ हो रहे टीकाकरण महाभियान के संबंध में समस्त कलेक्टर - कमिश्नर के साथ वीडियो कान्फ्रेसिंग द्वारा चर्चा की। मुख्यमंत्री शिवराज सिंह चौहान ने इस अवसर पर उन सभी वारियर्स को प्रणाम किया,जिन्होंने संकट के समय दूसरों की जान बचाने का कार्य किया और सेवा में संलग्न रहे। मुख्यमंत्री ने कहा कि टीकाकरण का प्रोटोकॉल तय किया गया है। वैक्सीन उन्हें ही पहले लगेगी जिनका क्रम है। इनमें फ्रंट लाइन वर्कर्स जैसे पुलिस कर्मी,राजस्व अमला भी शामिल है और उनका सबसे पहले सुरक्षित होना जरूरी भी है। टीकाकरण के लिए पंजीयन जिस क्रम में हुआ,टीके भी उसी क्रम में लगेंगे। इस महाभियान में पहले किसी को टीका लगाने के लिए सिफारिश करने के कार्य भी नहीं होंगे।

धर्म गुरु,समाज सेवी,नागरिकों को दें अभियान की जानकारी :- मुख्यमंत्री शिवराज सिंह चौहान ने आव्हान किया कि सभी धर्म गुरु,जिला प्रशासन वैक्सीन लगाने की इस प्राथमिकता की जानकारी आमजन को दें। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि इस महाभियान से संबंधित कोई अफवाह फैले तो उसे सही जानकारी देकर समझाया जाए। वीडियो कान्फ्रेंस में मुख्यमंत्री ने कहा कि दोनों वैक्सीन एक जैसी हैं। भंडारण,परिवहन के दिए गए निर्देशों का पालन हो। सभी अधिकारी, जन प्रतिनिधि,आमजन सहयोग देकर इसे निर्विघ्न संपन्न करने का कार्य करें। इस महाभियान को सफल बनाएं। किसी को यदि वैक्सीन के बाद छोटी - मोटी एलर्जी भी हो तो उस दशा में घबराने की आवश्यकता नहीं है। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि व्यापक जनहित के इस कार्य के संबंध में नकारात्मक संदेश न जाए,यह प्रयास करें। वास्तविक और प्रामाणिक जानकारी देने के लिए स्वास्थ्य विभाग भी सक्रिय रहेगा। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि उन्हें पूरा विश्वास है कि वैक्सीन के संबंध में मीडिया बंधु भी सही जानकारियां देंगे,यही आग्रह है। वैक्सीन सुरक्षित है। आमजन को यह जानकारी मिलना चाहिए।

परीक्षण के बाद हुआ है वैक्सीन का चयन :- प्रारंभ में अपर मुख्य सचिव स्वास्थ्य मोहम्मद सुलेमान ने वैक्सीनेशन के संबंध में विस्तृत जानकारी दी। उन्होंने बताया कि भारत में बनाई गई स्वदेश की वैक्सीन को देश - विदेश की उत्कृष्ट वैज्ञानिक संस्थाओं ने गहन परीक्षण और विश्लेषण के बाद स्वीकृत किया है। कई महीनों की मेहनत के बाद भारत में यह दो वैक्सीन सीरम इंस्टीट्यूट ऑफ इंडिया की कोविशील्ड और भारत बायोटेक की कोवैक्सीन स्वीकृत की गई हैं। अब दूसरे देशों से वैक्सीन इंपोर्ट करने की आवश्यकता नहीं है। प्रथम चरण में हेल्थ वर्कर्स,द्वितीय चरण में फ्रंट लाइन वर्कर्स का टीकाकरण होगा, तृतीय चरण में पचास वर्ष की आयु से अधिक सभी नागरिकों तथा ऐसे नागरिकों जो पचास वर्ष से कम आयु के हैं परन्तु मधुमेह और उच्च रक्तचाप की समस्या से ग्रस्त हैं उनका टीकाकरण किया जाएगा। वर्तमान में कोविशील्ड के पांच लाख डोज प्रदेश को मिले हैं। अगले चार सप्ताह में 2.25 लाख हेल्थ केयर वर्कर्स को ये डोज लगाए जाएंगे।

नियंत्रण कक्ष का निरीक्षण :- मुख्यमंत्री शिवराज सिंह चौहान ने वीडियो कान्फ्रेंस के पश्चात एनएचएम भवन में कोविड वैक्सीनेशन महाभियान के संबंध में बनाए गए राज्य नियंत्रण कक्ष का निरीक्षण किया और कार्य पद्धति के संबंध में जानकारी प्राप्त की। 

एनएचएम भवन का उद्घाटन :- मुख्यमंत्री शिवराज सिंह चौहान ने मुख्य मार्ग क्रमांक - 3,पत्रकार कालोनी के पास, राष्ट्रीय स्वास्थ्य मिशन के 27.42 करोड़ की लागत से निर्मित मुख्यालय भवन का उद्घाटन किया। इस अवसर पर उन्होंने कहा कि कोरोना को प्रदेश में कभी भी नियंत्रण की स्थिति से बाहर नहीं होने दिया गया। इसके लिए मैं चिकित्सकों,स्वास्थ्य कर्मियों को बधाई देता हूँ। 

मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि कोरोना के संकट के काल में विपरीत परिस्थितियों को अवसर में बदलने के प्रधानमंत्री नरेंद्र मोदी जी के आत्मनिर्भर भारत के मंत्र को आत्मसात करके हमने आत्मनिर्भर मध्यप्रदेश बनाने का संकल्प लिया। आत्मनिर्भर मध्य प्रदेश बनाने का रोडमैप तैयार किया। स्वास्थ्य सुविधाओं की उपलब्धता और विस्तार को इसमें शामिल किया है। उन्होंने कहा कि चिकित्सा महाविद्यालय से जुड़े अस्पतालों और जिलों के जिला अस्पतालों को आदर्श अस्पताल के रूप में विकसित करेंगे। इनमें एक्स - रे,सोनोग्राफी,एमआ आई आदि सभी जांचें,दवाई और सफाई की पूरी व्यवस्था करेंगे। चिकित्सकों के रिक्त पदों को भर्ती अभियान चलाकर भरेंगे। 

मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि किडनी के मरीजों को डायलिसिस की सुविधा शासकीय चिकित्सालय में दिलाने के लिए सभी प्रबंध किए जाएंगे। उन्होंने कहा कि स्वास्थ्य सेवाओं की उपलब्धता और विस्तार पर जोर दिया जाएगा। मुख्यमंत्री शिवराज सिंह चौहान ने कहा शिशु - मातृ मृत्यु दर में कमी लाने सहित स्वास्थ्य कार्यक्रम में तेजी से काम कर निर्धारित कर लक्ष्य को प्राप्त करने की दिशा में आगे बढ़ना है। उन्होंने कहा कि मुझे याद आ रहा है कि कोरोना काल में आम नागरिकों की जिंदगी को सुरक्षित रखने के लिए डॉ.शुभम् ने जीवन का बलिदान कर दिया था। चिकित्सकों और स्वास्थ्य कर्मियों ने समर्पण और निष्ठा के साथ कोरोना की विपरीत परिस्थितियों में काम किया है और स्थिति को नियंत्रण में रखा है। इस अवसर पर स्वास्थ्य आयुक्त डॉ.संजय गोयल,एमडी एन.एच.एम.छवि भारद्वाज,स्वास्थ्य संचालक बसंत कुर्रे सहित अन्य अधिकारी मौजूद थे।

कोविड - 19 के लिए वैक्सीनेशन निगरानी केन्द्र और कोविड-19 महामारी के राज्यस्तरीय नियंत्रण कक्ष का संचालन इसी भवन से होगा। भवन का कुल क्षेत्रफल 11 हजार वर्गमीटर से अधिक है इसमें एक सभाकक्ष,वीडियो कान्फ्रेंसिंग कक्ष, केंटीन,पुस्तकालय सहित अधिकारियों - कर्मचारियों के लिए कक्षों की व्यवस्था है। मिशन द्वारा राष्ट्रीय स्वास्थ्य कार्यक्रमों जैसे मातृ एवं शिशु स्वास्थ्य,टीकाकरण,राष्ट्रीय बाल स्वास्थ्य कार्यक्रम,क्षय एवं कुष्ठ उन्मूलन,मलेरिया नियंत्रण,अंधत्व नियंत्रण,आशा कार्यक्रम एवं असंचारी रोगों के नियंत्रण संबंधी गतिविधियों की सतत् निगरानी और पर्यवेक्षण का कार्य किया जाता है। नवनिर्मित भवन में तीन लिफ्ट के साथ ही रेन वाटर,हार्वेस्टिंग और अन्य आधुनिक तकनीक का उपयोग किया गया है।

Selection of vaccine has been done after the test :- Initially, Additional Chief Secretary Health Mohammad Suleman gave detailed information regarding vaccination. After several months of hard work, these two vaccines have been approved in India by Kovishield of Serum Institute of India and Kovichen of Bharat Biotech. There is no need to import vaccines from other countries. In the first phase, there will be vaccination of health workers, in the second phase, front line workers, in the third phase, all citizens above the age of fifty years and those who are less than fifty years old but suffering from diabetes and hypertension. Inauguration of NHM building :- Chief Minister Shivraj Singh Chouhan inaugurated the headquarters building of National Health Mission constructed at a cost of 27.42 crores, near Journalist Colony, Main Street No. - 3. Vaccination monitoring center for Kovid-19 and state level control room for Kovid-19 epidemic will be operated from this building. The total area of ​​the building is more than 11 thousand sqm. It has a living room,video conferencing room,canteen,library and facilities for officers and employees. Continuous monitoring and supervision of activities related to national health programs such as maternal and child health,immunization, national child health program,caries and leprosy eradication,malaria control,blindness control, ASHA program and control of non - communicable diseases are carried out by the mission. The newly constructed building uses three lifts as well as rain water,harvesting and other modern technology.
