मुख्यमंत्री भूपेश बघेल ने कोरोना संक्रमण के दौरान पुलिसकर्मियों और अर्ध सैनिक बलों के जवानों द्वारा किये गये कार्य की सराहना करते हुए कहा कि पुलिस ने परित्राणाय साधुनाम के सूत्र को चरितार्थ करके दिखाया है। पहले लोग सोशल मीडिया में पुलिस की आलोचना करते थे। लेकिन लॉकडाउन के दौरान हमारे राज्य की पुलिस ने ऐसा कार्य किया कि सोशल मीडिया छत्तीसगढ़ पुलिस द्वारा किये गये मानवीय कार्यों से भरा पड़ा था। इसके लिये आपकी जितनी प्रशंसा की जाये कम है।
जिस तरह किसान खेत में अन्न का उत्पादन कर हमारा पेट भरते हैं वैसे ही हमारे सुरक्षाकर्मी दिन-रात हमारी सुरक्षा में लगे रहते हैं। किसान और जवान दोनों का योगदान अतुलनीय है। भूपेश बघेल ने पूर्व प्रधानमंत्री लाल बहादुर शास्त्री द्वारा दिये गये नारा जय जवान - जय किसान को दोहराया। उन्होंने कहा कि नक्सली क्षेत्र में हमारे जवान साहस और शौर्य के साथ डटे हुए हैं। पुलिस बहुत ही संतुलित तरीके से कार्य कर रही है। तनाव में रहकर भी संयमित होकर कार्य करना हमारी पुलिस की खूबी है।
भूपेश बघेल ने कहा कि पुलिस की कैप में भारत का राष्ट्रीय चिह्न होना आपकी विशिष्टता दर्शाता है। इसकी गरिमा बनाये रखना भी आपकी जिम्मेदारी है। मुख्यमंत्री ने कहा कि नक्सली समस्या समाप्त करने के लिये छत्तीसगढ़ पुलिस और अर्धसैनिक बलों के जवान बहुत ही साहस और संवेदनशीलता के साथ कार्य कर रहे हैं। यही वजह है कि विगत दो वर्षों में एक बार भी मानवाधिकार संगठनों ने कोई भी शिकायत नहीं की है। पिछले दो वर्षों में हमारे जवानों ने आदिवासियों का विश्वास जीता है। पुलिस का मूल कार्य अपराध नियंत्रण करना है। विगत दो वर्षों में सही मायने में कम्युनिटी पुलिसिंग हुई है। अब पुलिसिंग होते हुये दिखायी देती है।
भूपेश बघेल ने कहा कि पुलिस को नागरिकों से लगातार संवाद बनाकर रखना चाहिये। इससे अपराधियों और अपराध के बारे में समय से पूर्व भी जानकारी मिल जाती है। आपका कार्य ऐसा हो कि नागरिकों में आपके प्रति भय नहीं बल्कि सुरक्षा की भावना हो। इस अवसर पर मुख्यमंत्री भूपेश बघेल ने विभिन्न सुरक्षाबलों के जवानों से सीधी बात की। उन्होंने दंतेश्वरी फाईटर्स की हेमलता से पूछा कि आपको बंदूक चलाने से डर नहीं लगता।
इस पर हेमलता ने बताया कि जब मुठभेड़ होती है तो सिर्फ दुश्मन दिखायी देता है। मुठभेड़ के दौरान डर बिल्कुल भी नहीं रहता है। मधु पोड़ियाम ने बताया कि मेरे पति मुठभेड़ में शहीद हुये थे। मैं भी एक बम ब्लास्ट में घायल हो गयी थी। लेकिन फिर से नक्सलियों से लड़ रही हूं। आशा सिंह ने बताया कि हमारे लिये बड़े गर्व की बात है नक्सलियों से लड़ने के लिये महिलाओं को भी जिम्मेदारी दी गयी है। भूपेश बघेल ने उनके हौसले की तारीफ करते हुए कहा कि आजादी की लड़ाई में भी महिलाओं ने उल्लेखनीय भूमिका निभायी थी।
नक्सली समस्या समाप्त करने में भी महिलाओं का योगदान अतुलनीय रहेगा। एसटीएफ के जवान सत्येंद्र तिवारी ने बताया कि 2018 तक पामेड़ हेलीकॉप्टर से जाते थे अभी पामेड़ को बीजापुर से जोड़ने का काम कर रहे हैं। एसटीएफ की सबसे बड़ी फायरिंग रेंज है,आप जरूर देखने आईये। मुख्यमंत्री भूपेश बघेल ने कहा कि शीघ्र ही रेंज देखने आयेंगे। हिमाचल प्रदेश निवासी एसएसबी के जवान इंद्र सिंह ठाकुर से मुख्यमंत्री ने कहा कि छत्तीसगढ़ में सेब की खेती कराइये। मुख्यमंत्री ने पूछा कि छत्तीसगढ़ के बारे में आपको क्या पसंद है। इस पर जवान ने कहा कि यहां के लोग हिमाचल की तरह की बहुत ही सहज और सरल हैं।
मुख्यमंत्री ने किया पुस्तक का विमोचन :- मुख्यमंत्री भूपेश बघेल विगत दो वर्षों में पुलिस विभाग की उपलब्धियों पर आधारित पुस्तक का विमोचन किया। पुस्तक में छत्तीसगढ़ पुलिस द्वारा किये गये उल्लेखनीय कार्यों एवं राज्य शासन द्वारा पुलिसकर्मियों के लिये किये गये कल्याणकारी कार्यों को दर्शाया गया है।
कार्यक्रम को संबोधित करते हुये गृहमंत्री ताम्रध्वज साहू ने कहा कि कानून - व्यवस्था बनाये रखने में पुलिस ने बहुत ही सराहनीय कार्य किया है। कोरोना संक्रमण के दौरान के कार्य को कभी भुलाया नहीं जा सकेगा। उन्होंने कहा कि और बेहतर पुलिसिंग कैसे हो इसका सुझाव नागरिकों से मिलना चाहिये। पुलिस के प्रति अपराधियों में भय और नागरिकों में सुरक्षा की भावना आयी है।
पुलिस महानिदेशक डीएम अवस्थी ने कहा कि हमारे जवानों के लिये बड़े ही गर्व की बात है कि प्रदेश के मुख्यमंत्री ने नया साल हमारे बीच मनाने का निर्णय लिया। अविभाजित मध्य प्रदेश में भी किसी मुख्यमंत्री का पुलिसकर्मियों के साथ ऐसा संवाद कभी नहीं हुआ। मुख्यमंत्री भूपेश बघेल के मार्गदर्शन हमारे पुलिसकर्मी कर्तव्यनिष्ठा के साथ कार्य कर रहे हैं।
