छत्तीसगढ़ सरकार इसे चलाएगी। मुख्यमंत्री की घोषणा के बाद सदन में यह शासकीय संकल्प - यह सदन केन्द्र सरकार से यह अनुरोध करता है कि भारत सरकार के उपक्रम एनएमडीसी द्वारा स्थापनाधीन नगरनार इस्पात संयंत्र,जिला बस्तर का केन्द्र सरकार द्वारा विनिवेश न किया जाए। विनिवेश होने की स्थिति में छत्तीसगढ़ शासन इसे खरीदने हेतु सहमत है सर्वसम्मति से पारित किया गया।
मुख्यमंत्री भूपेश बघेल ने कहा कि यह छत्तीसगढ़ विधानसभा के इतिहास की महत्वपूर्ण घटना है। उन्होंने कहा कि सवाल छत्तीसगढ़ की अस्मिता का है,बस्तर के आदिवासियों का है। बस्तर के लोगों का इससे भावनात्मक लगाव रहा है। जमीन सार्वजनिक उपक्रम के लिए दी गई थी,खदान भी एनएमडीसी को इस शर्त पर दी गई थी कि एनएमडीसी यहां इस्पात संयंत्र लगाएगा। राज्य शासन की भी और जनता की भी यह मंशा थी।
इसे लेकर लगातार आंदोलन हो भी रहे थे। भारत सरकार इस संयंत्र के विनिवेश के लिए तैयारी कर रही है और सितम्बर 2021 तक इसे पूर्ण करने की तैयारी है। इस मामले में डिमर्जर कर खदान को एनएमडीसी से अलग किया गया है। ऐसी स्थिति में यह प्रस्ताव बहुत आवश्यक था,छत्तीसगढ़ सरकार द्वारा यह निर्णय लिया गया।
मुख्यमंत्री भूपेश बघेल ने कहा कि नगरनार के मामले में भारत सरकार के आर्थिक मामलों की कैबिनेट कमेटी ने नवंबर 2016 को एनएमडीसी की नगरनार स्टील प्लांट के 51 प्रतिशत शेयर निजी क्षेत्र की कंपनी को बेचने की सहमति दी। दुर्भाग्यजनक बात है कि तत्कालीन मुख्यमंत्री ने प्रधानमंत्री को लिखा कि यदि इसे निजी हाथों में सौपा जाएगा तो नक्सली गतिविधियों को काबू करना कठिन हो जाएगा। भूपेश बघेल ने विपक्ष से कहा - इसके बारे में जब रविंद्र चौबे बोल रहे थे,तब आप लोग आपत्ति ले रहे थे।
2017 में तत्कालीन मुख्यमंत्री डॉ.रमन सिंह ने प्रधानमंत्री को यह पत्र लिखा। भूपेश बघेल ने कहा - एनएमडीसी को खदान लीज इस शर्त पर दी गई थी कि वह नगरनार स्टील प्लांट लगाएगा। आप कह रहे हैं 2016 की चिट्ठी के आधार पर आप काल्पनिक बात कर रहे हैं,मैं आपको बताना चाहूंगा कि 2020 में भी डिमर्जर का निर्णय लिया गया,इसे सितंबर 2021 तक पूरा कर लेने का भी निर्णय हो चुका। उन्होंने कहा कि यदि डिमर्जर का निर्णय लिया जा रहा है तो यह किसके डिमर्जर का निर्णय है। क्योंकि संयंत्र और खदान दोनों एक ही के द्वारा संचालित हैं। नगरनार इस्पात संयंत्र को अलग यूनिट मान लिया गया।
भूपेश बघेल ने कहा कि 637 एकड़ शासकीय और 1506 एकड़ निजी भूमि है। आदिवासियों ने इस शर्त पर जमीन दी कि यहां सार्वजनिक उपक्रम लगे। भारत सरकार के विधि सलाहकार,परिसंपत्ति मूल्यांकन - कर्ता द्वारा भी बार-बार आपत्ति दर्ज कराई गई कि इस संयंत्र को नहीं बेचा जाना चाहिए। मुख्यमंत्री ने कहा कि विपक्ष का कहना है कि निजीकरण की शुरुआत हमारी सरकार के समय हुई, वे बिलकुल ठीक कह रहे हैं।
जब नरसिंहराव प्रधानमंत्री और मनमोहन सिंह वित्त मंत्री थे,तब इसकी शुरुआत हुई। लेकिन इस बात पर ध्यान देना होगा कि जो बीमार और घाटे पर चल रहे उपक्रम थे,जिनकी बैलेंस शीट पांच वर्षों से घाटा दर्शा रही थी,उनकी सीएजी की रिपोर्ट आने के बाद ही उन्हें बेचा जा सकता था। लेकिन आपके शासनकाल में तो डिस्इनवेस्टमेंट के लिए अलग ही विभाग खोल दिया गया। अभी राजस्थान कोर्ट ने फैसला दिया कि सैकड़ों करोड़ के होटल 72 करोड़ में बेच दिया। भूपेश बघेल ने कहा कि आपकी सरकार परिसंपत्तियों को बेचने का काम कर रही है। एनएमडीसी,रेलवे,एयरपोर्ट कौन सा घाटे में चल रहा है। वो तो घाटे - फायदे की बात छोड़ दीजिए,जो बना ही नहीं है उसे बेचने की तैयारी हो रही है,इससे ज्यादा दुर्भाग्यजनक बात नहीं हो सकती।
भूपेश बघेल ने कहा जब आपने नगरनार इस्पात संयंत्र के डिस्इंवेस्टमेंट का फैसला ले लिया है,तो फिर एमएमडीसी से प्लांट तक आयरन ओर पाइप से आए इसके लिए अभी 1400 करोड़ रुपए का इन्वेस्टमेंट क्यों कर रहे हैं ? ताकि पका पकाया फल आप दे दें ! उन्होंने कहा कि टाटा को आपने जमीन दी थी। 2016 में टाटा ने लिख कर दे दिया था कि वह संयंत्र नहीं लगाना चाहता। इसके बावजूद वह जमीन आपने लैंडपुल में रख दी।
वहां किसान समर्थन मूल्य पर अपने धान नहीं बेच पा रहे थे,सोसायटी से लोन नहीं ले पा रहे थे। आज वह जमीन हमने वापस भी की है,किसान सोसायटी से लोन भी ले रहे हैं,समर्थन मूल्य पर धान भी बेच रहे हैं। राजीव गांधी किसान योजना का उन्हें लाभ भी मिल रहा है। नगरनार में जमीन आपने सार्वजनिक उपक्रम के लिए ली,आप निजी हाथ मे कैसे बेच सकते हैं ?
भूपेश बघेल ने कहा कि हम बस्तर के आदिवासियों,परंपरागत निवासियों,सबका विश्वास जीतने की कोशिश कर रहे हैं। चाहे जमीन वापस करने की बात हो,चाहे तेंदूपत्ता का समर्थन मूल्य बढ़ाने की बात हो,चाहे व्यक्तिगत पट्टे,सामुदायिक पट्टे, लघु वनोपज जो सात खरीदते थे उसे बढ़ाकर 52 करके वैल्यूएडीशन की बात हो,स्थानीय लोगों को रोजगार देने की बात हो,लगातार हमारी कोशिश है कि हम विश्वास जीतें। उसका परिणाम है कि आज नक्सली पाकेट में सिमट गए हैं।
