मध्यप्रदेश में किसानों के हित में जो नए कदम उठाए : मुख्यमंत्री शिवराज सिंह चौहान

मुख्यमंत्री शिवराज सिंह चौहान ने मध्यप्रदेश में किसानों के हित में जो नए कदम उठाए हैं,उसके अच्छे परिणाम सामने आ रहे हैं। पूर्व में लिए गए फैसलों जैसे किसानों को शून्य प्रतिशत ब्याज पर ऋण,किसान सम्मान निधि के तहत छोटे किसानों को राहत,किसानों को फसल बीमा योजना के लाभ पहुंचाने के अलावा नए वैधानिक प्रावधान भी किसानों की आर्थिक उन्नति का आधार बन रहे हैं। 

प्रदेश में किसान (सशक्तिकरण और संरक्षण) अनुबंध मूल्य आश्वासन और कृषि सेवा अधिनियम 2020 के प्रावधान अनुसार किसानों को उनकी उपज का बेहतर मूल्य मिल रहा है। हाल ही में होशंगाबाद जिले के पिपरिया में न्यायालय अनुविभागीय दंडाधिकारी ने फॉर्चून राइस प्राइवेट लिमिटेड के डायरेक्टर एवं आवेदक किसानों की सुनवाई कर समझौता (सुलह) बोर्ड गठित कर किसानों के हित में न्याय प्रदान किया है।

जिला प्रशासन की टीम को बधाई :- मुख्यमंत्री शिवराज सिंह चौहान ने नए कृषि कानून का प्रयोग करते हुए किसानों के हित में लिए गए फैसले की प्रशंसा की। उन्होंने कहा कि 24 घंटे के भीतर किसानों को न्याय दिलाने में तत्परतापूर्वक कार्रवाई के लिए जिला प्रशासन होशंगाबाद की भूमिका सराहनीय है। मुख्यमंत्री शिवराज सिंह चौहान ने होशंगाबाद जिला प्रशासन की पूरी टीम को बधाई दी। उल्लेखनीय है कि होशंगाबाद जिले की पिपरिया तहसील में किसानों से अनुबंध के बावजूद फॉर्चून राइस लिमिटेड कंपनी,दिल्ली द्वारा खरीदी नहीं किए जाने की शिकायत पर जिला प्रशासन होशंगाबाद ने तत्परतापूर्वक कार्रवाई कर किसानों के प्रति संवेदनशीलता का प्रमाण दिया है।

किसान वर्ग की जागरूकता भी सराहनीय :- मुख्यमंत्री शिवराज सिंह चौहान ने किसानों की जागरूकता की भी प्रशंसा की है। कृषक पुष्पराज पटेल और ब्रजेश पटेल ने जब एसडीएम नितिन टाले को शिकायत की तो उसे गंभीरता से लिया गया।इस प्रकरण में तीन हजार रुपए प्रति क्विंटल पर धान की खरीदी कर उच्चतम मूल्य प्रदान किया गया। यह किसानों जी जागरूकता से ही संभव हुआ। यदि किसान शिकायत करने आगे नहीं आते तो प्रकरण सामने नहीं आता। इसलिए नए वैधानिक प्रावधान का लाभ लेने के इस मामले में किसानों की अपनी जागरूकता सराहनीय है।

यूं थी घटना :- मध्य प्रदेश के अनेक जिलों में धान का रकबा बढ़ रहा है। होशंगाबाद जिले के पिपरिया अंचल के किसान भी धान उत्पादन के प्रति काफी रुचि प्रदर्शित कर रहे हैं। राज्य सरकार के लाभकारी प्रावधानों की जानकारी होने की वजह से किसान ऐसे विक्रेताओं को धान देते हैं जो उन्हें उनके परिश्रम की पूरी कीमत दे सकें। इस सिलसिले में कुछ किसानों ने 9 दिसंबर 2020 को फॉर्चून कंपनी से संपर्क करते हैं। कंपनी के अधिकृत कर्मचारी का फोन निरंतर बंद मिलता है। परेशान किसान इसकी शिकायत अगले दिन 10 दिसंबर 2020 को अनुभाग अधिकारी पिपरिया को करते हैं। 

इन किसानों की शिकायत को अनुभाग अधिकारी पिपरिया गंभीरता से सुनते हैं। वे बिना विलंब के फॉर्चून राइस प्राइवेट लिमिटेड के अधिकारियों को सूचना पत्र जारी करते हैं। विशेष बात यह है कि कंपनी को जवाब प्रस्तुत करने के लिए 24 घंटे का समय दिया जाता है। इसके बाद किसानों के हित में बनाए गए नए अधिनियम के प्रावधान अनुसार दोनों पक्षों को सुलह (समझौता) का अवसर प्रदान करते हुए सुलह बोर्ड का गठन किया जाता है। 

दोनों पक्षों के मध्य आपसी समझौता अनुसार कृषकों की लगभग 2700 क्विंटल धान की खरीदी फॉर्चून राइस लिमिटेड द्वारा उच्चतम मूल्य 2950 और 50 रुपए के बोनस को मिलाकर कुल तीन हजार रुपए प्रति क्विंटल की दर पर होती है। धान की खरीदी कंपनी द्वारा समझौता अनुसार कर ली गई। इस प्रकार किसानों के हित में अधिनियम के प्रावधान अनुसार प्रभावी कार्यवाही संपादित की गई। यह उदाहरण किसानों के मन में विश्वास जागृत करता है।

New steps taken in the interest of farmers in Madhya Pradesh: Chief Minister Shivraj Singh Chauhan

Chief Minister Shivraj Singh Chauhan has taken new results in the interest of farmers in Madhya Pradesh. In addition to the decisions taken earlier like loans to farmers at zero percent interest, relief to small farmers under Kisan Samman Nidhi, benefits of crop insurance scheme to farmers, new statutory provisions are also becoming the basis of economic growth of farmers.

According to the provisions of the Farmers (Empowerment and Protection) Contract Price Assurance and Agricultural Services Act 2020, farmers are getting better prices for their produce. Recently, the Court Subdivisional Magistrate in Pipariya in Hoshangabad district has heard the decision of Fortune Rice Pvt Ltd and the applicant farmers and formed a compromise (reconciliation) board and provided justice in the interest of the farmers.

Congratulations to the district administration team : - Chief Minister Shivraj Singh Chauhan praised the decision taken in the interest of farmers using the new agricultural law. He said that the district administration Hoshangabad's role for prompt action in providing justice to farmers within 24 hours is commendable. Chief Minister Shivraj Singh Chauhan congratulated the entire team of Hoshangabad district administration. It is noteworthy that the District Administration Hoshangabad has acted promptly on the complaint of not buying by Fortune Rice Limited Company, Delhi, despite the contract with the farmers in Pipariya tehsil of Hoshangabad district.

Awareness of the farming class is also commendable :- Chief Minister Shivraj Singh Chouhan has also praised the awareness of farmers. When farmers Pushpraj Patel and Brajesh Patel complained to SDM Nitin Tale, they were taken seriously. In this case, the highest price was given by purchasing paddy at Rs. 3000 per quintal. This was possible only through farmers' awareness. If farmers do not come forward to complain then the case does not come up. Therefore, farmers' own awareness in this matter of taking advantage of the new statutory provision is commendable.

This was an incident :- Paddy acreage is increasing in many districts of Madhya Pradesh. Farmers of Pipariya region of Hoshangabad district are also showing great interest in paddy production. Due to the knowledge of the beneficial provisions of the state government, farmers give paddy to such vendors who can give them full price for their labor. In this connection, some farmers approach the Fortune Company on 9 December 2020. The phone of the authorized employee of the company is constantly switched off. Troubled farmers complain the next day to Section Officer Pipariya on 10 December 2020. 

The complaints of these farmers are seriously heard by Section Officer Pipariya. They issue information letters to the officers of Fortune Rice Pvt Ltd without delay. The special thing is that the company is given 24 hours to submit a reply. After this, a reconciliation board is formed giving both parties an opportunity for reconciliation (compromise) as per the provisions of the new Act made in the interest of farmers.

According to the mutual agreement between the two sides, farmers purchase about 2700 quintals of paddy by Fortune Rice Limited at a total rate of Rs. 3000 per quintal, including the highest price of 2950 and a bonus of Rs. 50. The paddy purchase was done by the company as per agreement. Thus effective action was carried out in the interest of farmers as per the provisions of the Act. This example arouses confidence in the minds of farmers.
