कॉन्फ्रेडेशन ऑफ इंडियन इंडस्ट्री द्वारा आयोजित इस कार्यक्रम में उद्योग मंत्री कवासी लखमा,वन मंत्री मोहम्मद अकबर,संसदीय सचिव विकास उपाध्याय,राज्य नागरिक आपूर्ति निगम के अध्यक्ष रामगोपाल अग्रवाल,उद्योग विभाग के प्रमुख सचिव मनोज कुमार पिंगुआ भी उपस्थित थे।
भूपेश बघेल ने कार्यक्रम में कहा कि उद्योगपतियों की सहूलियत के लिए राज्य सरकार लघु वनोपजों के वेल्यू एडिशन के लिए वन विभाग के माध्यम से मॉडल प्रोजेक्ट तैयार करने की पहल करेगी। जिससे ऐसे उद्योग स्थापित करने में उद्योगपतियों को आसानी हो। लघु वनोपजों में वेल्यू एडिशन से संग्राहकों को वनोपजों का अच्छा मूल्य मिलेगा और उद्योगों में स्थानीय लोगों को रोजगार भी मिलेगा।
उन्होंने कहा कि प्रदेश के लगभग 300 गांवों में गौठानों में बनाए गए रूरल इंडस्ट्रियल पार्क सक्रिय रूप से काम कर रहे हैं। जहां महिलाएं विभिन्न आर्थिक गतिविधियां संचालित कर रोजगार और आय के साधनों के साथ जुड़ रही हैं,इससे उनका आत्मविश्वास बढ़ रहा है। उन्होंने बताया कि अम्बिकापुर में एक महिला स्वसहायता समूह ने गौठान में तैयार वर्मी कम्पोस्ट की बिक्री 16 रूपए प्रति किलो की दर से करने के लिए एक कम्पनी के साथ एमओयू भी किया है।
मुख्यमंत्री ने कहा कि कोरोना संकट काल में जब पूरा देश आर्थिक मंदी से प्रभावित था,छत्तीसगढ़ में उद्योग जगत मंदी से अछूता रहा। लॉकडाउन के दौरान देश में सबसे पहले माह अप्रैल में छत्तीसगढ़ के उद्योगों में काम प्रारंभ हुआ। इसमें हमारे उद्योगपतियों का महत्वपूर्ण योगदान रहा। छत्तीसगढ़ जीएसटी कलेक्शन में आज शीर्ष में हैं। इसका श्रेय भी हमारे उद्योग और व्यापार जगत के लोगों को जाता है। छत्तीसगढ़ में लौह अयस्क और कोयले की खदानों में कोरोना संकट काल में भी उत्पादन लगातार जारी रहा।
भूपेश बघेल ने कहा कि राज्य सरकार ने उद्योगपतियों से विचार - विमर्श कर प्रदेश की नई औद्योगिक नीति निर्धारित की। जिसकी वजह से पिछले दो वर्षो में 103 एमओयू पर हस्ताक्षर किए गए। इन एमओयू के माध्यम से प्रदेश में 42 हजार करोड़ रूपए का पूंजी निवेश प्रस्तावित है। मुख्यमंत्री ने कहा कि अब इन एमओयू को क्रियान्वित करने की चुनौती राज्य सरकार के साथ - साथ उद्योगपतियों की भी है। मुख्यमंत्री ने इन एमओयू के क्रियान्वयन के लिए अधिकारियों को प्रोफेशनल तरीके से काम करने को कहा। उद्योगों की स्थापना के लिए अधिकारी उद्योगपतियों के साथ बेहतर समन्वय के साथ कार्य करें।
भूपेश बघेल ने कहा कि राज्य सरकार की प्राथमिकता खेती - किसानी के साथ उद्योगों के माध्यम से रोजगार के अधिक से अधिक अवसर उत्पन्न करने की है। उन्होंने उद्योगपतियों से कहा कि उद्योगों में प्रशिक्षित श्रमिकों की जरूरत होगी तो राज्य सरकार द्वारा श्रमिकों के कौशल उन्नयन के लिए प्रशिक्षण की व्यवस्था की जाएगी। उन्होंने ऑटोमोबाइल उद्योग,सोलर एनर्जी प्लांट की स्थापना के लिए भी राज्य सरकार की ओर से मदद का आश्वासन दिया।
उद्योग मंत्री कवासी लखमा ने इस अवसर पर कहा कि छत्तीसगढ़ की उद्योग नीति देश की सबसे अच्छी उद्योग नीतियों में से एक है। यह उद्योग नीति सभी से विचार-विमर्श कर और दूसरे राज्यों की उद्योग नीति का अध्ययन कर तैयार की गयी है। इस उद्योग नीति से उद्योग, व्यापार जगत सहित आमजनों को फायदा होगा। वन मंत्री मोहम्मद अकबर ने कहा कि सीआईआई के कार्यक्रम में लोहा, कोयला, बिजली, पानी की चर्चा होती थी।
आज पहली बार गोबर के बारे में भी चर्चा हो रही है। उन्होंने कहा कि मुख्यमंत्री की उद्योगों को बढ़ावा देने की दृढ़ इच्छा शक्ति के कारण लोकल इन्वेस्टर उद्योगों में निवेश के लिए सामने आए हैं। उद्योग नीति में 150 प्रतिशत तक अनुदान के प्रावधान के कारण उद्योगपति आज बस्तर में भी उद्योग स्थापित करने के इच्छुक हैं। भारत सरकार ने धान से एथेनॉल बनाने की अनुमति दी है और एथेनॉल के विक्रय की दर भी निर्धारित की है। उन्होंने कहा कि हमारी प्राथमिकता गांव,गरीब और किसान हैं। साथ ही उद्योगों को भी उचित सम्मान प्राप्त है।
राज्य नागरिक आपूर्ति निगम के अध्यक्ष रामगोपाल अग्रवाल ने उद्योगपतियों से प्रदेश के विकास में सहभागी बनने की बात कही। प्रमुख सचिव उद्योग मनोज कुमार पिंगुआ ने राज्य सरकार की नई औद्योगिक नीति,उद्योगों की स्थापना की स्वीकृति के लिए सिंगल विंडो सिस्टम की चर्चा करते हुए कहा कि इज ऑफ डूईंग बिजनेस के मामले में छत्तीसगढ़ शीर्ष स्थान पर है। सीआईआई के अध्यक्ष अमित अग्रवाल ने स्वागत भाषण दिया। इस अवसर पर सीआईआई के अनेक पदाधिकारी उपस्थित थे।

There will be no shortage of iron ore and coal for local industries: Bhupesh Baghel
The event organized by the Confederation of Indian Industry was also attended by Industry Minister Kavasi Lakhma, Forest Minister Mohammad Akbar, Parliamentary Secretary Vikas Upadhyay, State Civil Supplies Corporation President Ram Gopal Agarwal, Industries Department Principal Secretary Manoj Kumar Pingua.
In the program, Bhupesh Baghel said that for the convenience of industrialists, the state government will initiate a model project through the Forest Department for the value addition of minor forest produce. This will facilitate industrialists in setting up such industries. With the value addition in minor forest produce, collectors will get good value of forest produce and local people will also get employment in industries.
He said that rural industrial parks built in Gothans are actively working in about 300 villages of the state. Where women are engaging with the means of employment and income by conducting various economic activities, this is boosting their confidence. She said that a women's self-help group in Ambikapur has also signed an MoU with a company to sell the ready - made vermi compost in Gauthan at the rate of Rs 16 per kg.
The Chief Minister said that during the Corona crisis, when the whole country was affected by the economic recession, the industry in Chhattisgarh remained untouched by the recession. During the lockdown, Chhattisgarh's industries started functioning in the first month of April in the country. Our industrialists contributed significantly to this. Chhattisgarh tops the GST collection today. The credit for this also goes to the people of our industry and business. Production continued even during the Corona crisis in iron ore and coal mines in Chhattisgarh.
Bhupesh Baghel said that the state government, in consultation with industrialists, set a new industrial policy of the state. Due to which 103 MoUs were signed in the last two years. A capital investment of Rs 42 thousand crore is proposed in the state through these MoUs. The Chief Minister said that now the challenge of implementing these MoUs lies with the state government as well as industrialists. The Chief Minister asked the officers to work in a professional manner for the implementation of these MoUs. Officers should work in better coordination with industrialists to establish industries.
Bhupesh Baghel said that the priority of the state government is to generate maximum employment opportunities through agriculture along with farming. He told the industrialists that if there is a need for trained workers in the industries, then the state government will arrange training for the skill upgrade of the workers. He also assured help from the state government for setting up automobile industry, solar energy plant.
On the occasion, Industries Minister Kawasi Lakhma said that Chhattisgarh's industry policy is one of the best industry policies of the country. This industry policy has been prepared after consulting everyone and studying the industrial policy of other states. This industry policy will benefit the general public including industry, business. Forest Minister Mohammad Akbar said that iron, coal, electricity, water were discussed in the CII program.
Today, dung is also being discussed for the first time. He said that due to the strong will power of the Chief Minister to promote industries, local investors have come forward to invest in industries. Due to the provision of grants up to 150 percent in the industry policy, industrialists today are keen to establish industries in Bastar as well. The Indian government has given permission to make ethanol from paddy and has also set the rate of sale of ethanol. He said that our priority is villages, poor and farmers. At the same time, industries also get due respect.
State Civil Supplies Corporation President Ram Gopal Agrawal asked industrialists to become partners in the development of the state. Principal Secretary Industries Manoj Kumar Pingua while referring to the new industrial policy of the state government, single window system for approval of establishment of industries,said that Chhattisgarh is on top in terms of Ease of Doing Business. CII President Amit Aggarwal delivered the welcome address. Several CII officials were present on the occasion.
