बैठक में पशुपालन, सामाजिक कल्याण एवं नि:शक्तजन कल्याण मंत्री प्रेम सिंह पटेल,मुख्य सचिव इकबाल सिंह बैंस,प्रमुख सचिव वित्त मनोज गोविल,प्रमुख सचिव सामाजिक न्याय एवं नि:शक्तजन कल्याण प्रतीक हजेला,संचालक स्वतंत्र सिंह मौजूद थे।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जब स्कूल - कॉलेज प्रारंभ हो जायें तब वहाँ नशामुक्ति अभियान के अंतर्गत स्वयंसेवी संस्थाओं के सहयोग से जागरूकता अभियान चलाया जाये। डाक्यूमेन्ट्री फिल्म निर्माण कर उसे व्यापक स्तर पर प्रदर्शित किया जाये। इस अभियान में देश और प्रदेश के लोकप्रिय व्यक्तियों को भी जोड़ा जाये।
मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिये कि जिला - स्तर पर संचालित हो रहे दिव्यांग पुनर्वास केन्द्रों को सशक्त बनाया जाये। उनकी पहचान स्थापित हो। संभागीय स्तर पर ये केन्द्र सेन्टर आफ एक्सीलेंस के रूप में विकसित किये जायें।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि दिव्यांगो और वरिष्ठजनों के लिये प्रदेश के 10 संभागीय मुख्यालयों के जिला चिकित्सालयों में फिजियोथेरेपी सेंटर्स विकसित किये जायें। उन्होंने कहा कि वृद्धों और दिव्यांगों के लिये संचालित हो रहे सभी केन्द्रों में समाजसेवी संस्थाओं और व्यक्तियों का सक्रिय सहयोग लिया जाये। समाज के महत्वपूर्ण व्यक्ति वृद्धाश्रम जाकर शादी की वर्षगांठ,जन्मदिन मनाने जैसे कार्यक्रम करें। ऐसे आयोजनों के लिये लोगों को प्रेरित किया जाये।
मुख्यमंत्री शिवराज सिंह चौहान ने सामाजिक न्याय एवं नि : शक्तजन कल्याण मंत्री प्रेमसिंह पटेल के प्रस्तावों पर सहमति व्यक्त करते हुए कहा कि निजी क्षेत्रों में दिव्यांगों को रोजगार दिलाने के प्रयास किये जायें। दिव्यांग बेरोजगारों को प्रशिक्षण देकर रोजगार में स्थापित किया जाये। दिव्यांगों द्वारा निर्मित सामग्रियों के विक्रय के लिये स्थान और अवसर उपलब्ध कराने के प्रयास हों। बैठक में बताया गया कि दिव्यांगजनों के लिये प्रदेश में 5 लाख 45 हजार यू.डी.आई.डी. कार्ड बनाये गये हैं।
इस कार्य में प्रदेश का देश में द्वितीय स्थान है। सभी जिलों में दृष्टिबाधित दिव्यांगजनों को कोरोना से बचने के उपायों की जानकारी ब्रेल लिपि में उपलब्ध करायी गयी है। स्वयंसेवी संस्थाओं के सहयोग से कोरोना काल में सभी 76 वृद्धाश्रमों का निरंतर संचालन किया गया। सभी आवासीय वृद्धजन कोरोना संक्रमण से मुक्त रहे। हेल्पऐज इंडिया के साथ अनुबंध किया गया है जिसके अंतर्गत एक जनवरी 2021 से वृद्धजनों के लिये राज्य स्तरीय विशेष हेल्पलाईन का आरंभ की जायेगी। इसके माध्यम से वृद्धजनों द्वारा दूरभाष पर सूचना देने पर पैथालॉजी जाँच तथा चिकित्सा सुविधा उपलब्ध करायी जायेगी।
लॉकडाउन से उत्पन्न होने वाली कठिनाइयों का बेहतर ढंग से सामना करने के लिये 7 अप्रैल 2020 को दो माह जिसमें एक माह की अग्रिम पेंशन शामिल है, प्रदान की गयी। 46 लाख 86 हजार हितग्राहियों को 562 करोड़ रूपये प्रदान किये गये। कोरोना काल में दिव्यांगजनों और वरिष्ठजनों के लिये राज्य स्तरीय हेल्प लाइन का संचालन कर मध्यप्रदेश तथा अन्य राज्यों में जरूरतमंद व्यक्तियों को सहायता उपलब्ध करायी गयी।
दिव्यांगजनों और वरिष्ठजनों के लिये मोबाइल एप विकसित कर उपलब्ध कराया जाएगा जिससे उन्हें महत्वपूर्ण सेवाएं मिलेंगी। भोपाल में पेड ओल्ड ऐज होम भवन निर्माणाधीन है जिसे समय - सीमा में पूरा किया जाएगा। बैठक में बताया गया कि प्रदेश में 50 सीटर 9 वृद्धाश्रम भवनों का निर्माण चल रहा है जिन्हें शीघ्र पूर्ण कर लिया जाएगा। भोपाल के 47 तथा इंदौर के 50 शासकीय भवनों में दिव्यांगजनों के लिये आवश्यक सुविधायें उपलब्ध करायी जायेंगी। बैठक में आत्मनिर्भर मध्यप्रदेश के अंतर्गत कार्ययोजना की जानकारी भी दी गयी।

Extensive public awareness campaign should be conducted for de - addiction: Shivraj Singh Chauhan
Animal Husbandry, Social Welfare and Disabled Welfare Minister Prem Singh Patel, Chief Secretary Iqbal Singh Bains, Principal Secretary Finance Manoj Govil, Principal Secretary Social Justice and Disabled Welfare Prateek Hazela, Director Swatantra Singh were present in the meeting.
Chief Minister Shivraj Singh Chouhan said that when schools and colleges start, then awareness campaigns should be conducted there in collaboration with voluntary organizations under the De-addiction Campaign. Documentary film should be produced and screened on a wider scale. Famous people of the country and state should also be added to this campaign.
Chief Minister Shivraj Singh Chouhan directed that the Divyang Rehabilitation Centers being operated at the district-level should be strengthened. May their identity be established. At the divisional level, these centers should be developed as centers of excellence.
Chief Minister Shivraj Singh Chouhan said that physiotherapy centers should be developed in the district hospitals of the 10 divisional headquarters of the state for the disabled and senior citizens. He said that active support of social organizations and individuals should be taken in all the centers being run for the old and disabled. Important people of the society should go to old age home and do events like wedding anniversary, birthday. People should be motivated for such events.
Chief Minister Shivraj Singh Chouhan while agreeing on the proposals of Social Justice and Disabled Welfare Minister Premsingh Patel said that efforts should be made to provide employment to the disabled in the private sector. Divyang should be trained in unemployed and established in employment. Efforts should be made to provide space and opportunities for the sale of materials manufactured by Divyang. It was informed in the meeting that 5 lakh 45 thousand UDIDs are available for differently abled people in the state. Cards have been made.
The state occupies the second place in the country in this work. In all the districts, information about the measures to avoid the corona is provided in Braille script for the visually impaired. All 76 old age homes were continuously operated in the Corona period with the help of voluntary organizations. All residential elderly people were free from corona infection. A contract has been signed with HelpAge India under which a state-level special helpline will be started for the elderly from 1 January 2021. Through this, pathology examination and medical facility will be made available on the information given by the elders over the telephone.
To better face the difficulties arising out of the lockdown, two months including one month advance pension were provided on 7 April 2020. 562 crore was provided to 46 lakh 86 thousand beneficiaries. Assistance was provided to needy persons in Madhya Pradesh and other states by operating a state level helpline for PwDs and senior citizens during the Corona period.
Mobile app will be made available for PwDs and senior citizens by which they will get important services. The paid old age home building is under construction in Bhopal which will be completed within the time limit. It was informed in the meeting that construction of 50 seater 9 old age buildings is going on in the state, which will be completed soon. Necessary facilities will be made available for the disabled in 47 government buildings in Bhopal and 50 in Indore. Information about action plan under self-reliant Madhya Pradesh was also given in the meeting.
