Efforts should be made to progress with the protection of tribal traditions and life values : Chief Minister Shivraj Singh Chauhan
Chief Minister Shivraj Singh Chauhan has said that the welfare of the people including the tribal class who are the lowest and lowest in the development is the commitment of the state government. These classes also have the first right over the government treasury. Chief Minister Shivraj Singh Chouhan said that efforts will be made for their overall progress by upholding the traditions, life values and culture of the tribe.
Chief Minister and President of the Council Shivraj Singh Chauhan said this in a meeting of the Tribal Council of Tribal Ministers through video conference from the Ministry today. He said that the name of the Tribal Advisory Council will now be Tribal Advisory Council. On this occasion it was informed that a new museum focusing on tribal life of the department will be started in Shahdol division. For this, a suitable site for Umaria or nearby will be selected. At present, this kind of museum of the department is operated in Chhindwara.
Departmental Minister and Council Vice Chairman Meena Singh were also present in the meeting. The council members include Forest Minister Vijay Shah, MLA Amar Singh, Kunwar Singh Tekam, Sharad Kaul, Jai Singh Maravi, Nandini Maravi, Pahar Singh Kannauje, Dilip Makwana, Dr. Rupnarayan, Ram Dangere, Kalusinh Mujalda etc. were present by video conference.
Chief Minister Shivraj Singh Chauhan said that if there is a need for change in the nature of welfare schemes of the tribal class, then such changes will be done after studying. He said that the implementation of the Pisa Act in Himachal Pradesh and other states will be studied and necessary decisions will be taken. Hostel will also be started for tribal students. In order to protect the tribal class from huge interest loans from moneylenders, an initiative was taken to amend the Madhya Pradesh Scheduled Tribe Lending Regulations - 1972.
Through Madhya Pradesh Scheduled Tribe Debt Release Bill - 2020, the provision of arranging loans from such moneylenders by mandating licensing of moneylender and the process of waiving loans given against the rules was started. Chief Minister Shivraj Singh Chauhan obtained information about the implementation of statutory provisions regarding the imperative of licensing of moneylender. A total benefit of 218 crores has been given to the beneficiaries of the tribe category under the dietary grant scheme. He said that such efforts will continue in the interest of the tribal class.
Forest rights lease to all the characters :- Chief Minister Shivraj Singh Chouhan said that the implementation of tribal welfare schemes should be done in such a way that the lives of this class of people change. The property of the people of the tribal class will not be allowed to be occupied by anyone else. He said that forest rights will not deprive the eligible person in the act of leasing. The Chief Minister directed that it must be ensured that there are no new occupations. Prior to December 2006, holders of forest rights should be given leases. Action will be taken against those who intend to marry tribal girls and occupy their land.
Chief Minister Shivraj Singh Chouhan said that the benefits of the schemes should be provided to persons belonging to special backward tribes Baiga, Sahariya and Bhariya in addition to their actual place of residence. He said that efforts will be made to provide financial benefits to the people of tribal class for other forest produce like Tendupatta. Besides 14 former forest produce in the state, 18 new minor forest produce were purchased on support price. Chief Minister Shivraj Singh Chouhan instructed the departmental officers to speed up tribal welfare schemes. The functions of Joint Forest Management Committees should also be reviewed.
Health survey of tribal population will be :- Chief Minister Shivraj Singh Chouhan said that a health survey of tribal population will be conducted in the entire state for the control of genetic disease sickle cell anemia among tribal people. Along with this, health cards will also be made available to them. Awareness campaign will also be conducted in tribal society to protect against fatal disease like Sikil Cell, Anemia.
Progress of Akanksha scheme commendable :- Chief Minister Shivraj Singh Chouhan said that free coaching is imparted to the students of tribal sections under the Akanksha scheme. To take advantage of this scheme, 721 students took admission out of which 541 students selected for JEE, NEET and CLET is a special achievement. The progress of the scheme is commendable. It was informed in the meeting that the students of tribal category will be given Rs. 50 thousand each for getting selected in Pratibha Yojana, JEE, NEET, CLAT, NDA, NIIT, FDDI, NIFT and IHM and Rs 25 thousand for other examinations. Is performed. About four and a half lakh students were benefited last year under the Post Matric Scholarship Scheme. Chief Minister Shivraj Singh Chauhan said that the suggestions given by the council members are very important. These suggestions will be considered and implemented.
Principal Secretary, Tribal Welfare Pallavi Jain Govil gave information about departmental activities in the meeting. 86 forest wealth centers have been built in the state. Tribal pride day was organized in Barwani and Umaria. There are currently 2645 ashrams,sports complexes and other institutions in the state. About one and a half lakh students are enrolled in them. There are 126 specialized residential institutions in the state. Tribal Welfare Department is running 22 thousand 592 primary schools,6800 secondary schools, 731 high schools and 860 higher secondary schools.
Chief Secretary Iqbal Singh Bains, Commissioner Tribal Development Sanjeev Singh, Director Primitive Caste Research Institute Ashok Shah, Director Primitive Caste Regional Development Schemes Shailbala Martin, Abhishek Singh and other officers from Madhya Pradesh Tribal Finance Development Corporation were present in the meeting. The meeting's meeting report of the Council held on 9 January 2020 was also discussed.

जनजातीय परम्पराओं और जीवन मूल्यों की रक्षा के साथ प्रगति के प्रयास हों : मुख्यमंत्री शिवराज सिंह चौहान
मुख्यमंत्री एवं परिषद के अध्यक्ष शिवराज सिंह चौहान ने आज मंत्रालय से वीडियो कान्फ्रेंस द्वारा आदिम जाति मंत्रणा परिषद की बैठक में यह बात कही। उन्होंने कहा कि आदिम जाति मंत्रणा परिषद का नाम अब जनजातीय मंत्रणा परिषद रहेगा। इस अवसर पर जानकारी दी गई कि विभाग की ओर से जनजातीय जन - जीवन पर केन्द्रित एक नवीन संग्रहालय शहडोल संभाग में प्रारंभ किया जाएगा। इसके लिए उमरिया या निकट के किसी उपयुक्त स्थल का चयन किया जाएगा। वर्तमान में विभाग का इस तरह का संग्रहालय छिन्दवाड़ा में संचालित है।
बैठक में विभागीय मंत्री एवं परिषद की उपाध्यक्ष मीना सिंह भी उपस्थित थीं। परिषद के सदस्यों में वन मंत्री विजय शाह, विधायक अमर सिंह,कुंवर सिंह टेकाम,शरद कौल,जय सिंह मरावी,नंदिनी मरावी,पहाड़ सिंह कन्नौजे,दिलीप मकवाना,डॉ. रूपनारायण,राम दांगेरे,कालूसिंह मुजाल्दा आदि वीडियो कान्फ्रेंस द्वारा उपस्थित थे।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जनजातीय वर्ग की कल्याण की योजनाओं के स्वरूप में यदि कहीं परिवर्तन की आवश्यकता है तो अध्ययन कर ऐसे परिवर्तन अवश्य किए जाएंगे। उन्होंने कहा कि हिमाचल प्रदेश और अन्य राज्यों में पीसा एक्ट के क्रियान्वयन का अध्ययन कर आवश्यक निर्णय लिया जाएगा। जनजातीय वर्ग के विद्यार्थियों के लिए आवश्यकतानुसार छात्रावास भी प्रारंभ किया जाएगा। जनजातीय वर्ग को साहूकारों से भारी - भरकम ब्याज वाले कर्ज से बचाने के लिए मध्यप्रदेश अनुसूचित जनजाति साहूकार विनियम - 1972 में संशोधन की पहल की गई।
मध्यप्रदेश अनुसूचित जनजाति ऋण विमुक्ति विधेयक - 2020 के माध्यम से साहूकारी का लायसेंस अनिवार्य कर ऐसे साहूकारों से भी ऋण की व्यवस्था का प्रावधान और नियम विरुद्ध दिए गए ऋण माफ करने की प्रक्रिया प्रारंभ की गई। मुख्यमंत्री शिवराज सिंह चौहान ने साहूकारी के लायसेंस की अनिवार्यता के संबंध में वैधानिक प्रावधानों को लागू किए जाने संबंधी जानकारी प्राप्त की। आहार अनुदान योजना में जनजाति वर्ग के हितग्राहियों को कुल 218 करोड़ का लाभ दिया गया है। उन्होंने कहा कि जनजातीय वर्ग के हित में इस तरह के प्रयास जारी रहेंगे।
सभी पात्रों को वनाधिकार पट्टे :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जनजातीय कल्याण योजनाओं का क्रियान्वयन इस तरह किया जाए कि इस वर्ग के लोगों की जिंदगी बदले। जनजातीय वर्ग के लोगों की संपत्ति पर किसी अन्य के कब्जे नहीं होने दिए जाएंगे। उन्होंने कहा कि वनाधिकार पट्टे देने के कार्य में पात्र व्यक्ति को वंचित नहीं करेंगे। मुख्यमंत्री ने निर्देश दिए कि यह अवश्य सुनिश्चित किया जाए कि नए कब्जे न हों। दिसम्बर 2006 के पूर्व के कब्जाधारियों को वनाधिकार के पट्टे दिए जाएं। जनजातीय वर्ग की युवतियों से विवाह कर उनकी भूमि पर कब्जा करने की मंशा रखने वालों के विरुद्ध कार्रवाई की जाएगी।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि विशेष पिछड़ी जनजाति बैगा,सहरिया और भारिया के व्यक्तियों को उनके वास्तविक रहवास स्थल के अलावा भी कहीं निवास करने पर योजनाओं का लाभ प्रदान किया जाए। उन्होंने कहा कि तेंदूपत्ता की तरह अन्य वन उपज के लिए जनजातीय वर्ग के लोगों को आर्थिक लाभ दिलवाने के प्रयास होंगे। प्रदेश में पूर्व की 14 वनोपज के अलावा 18 नई लघु वनोपज की समर्थन मूल्य पर खरीदी शुरू की गई। मुख्यमंत्री शिवराज सिंह चौहान ने विभागीय अधिकारियों को निर्देश दिए कि जनजातीय कल्याण योजनाओं को गति दी जाए। संयुक्त वन प्रबंधन समितियों के कार्यों की भी समीक्षा की जाए।
जनजातीय आबादी का स्वास्थ्य सर्वेक्षण होगा :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जनजातीय लोगों में अनुवांशिक रोग सिकिल सेल एनीमिया पर नियंत्रण के लिए पूरे प्रदेश में जनजातीय आबादी का स्वास्थ्य सर्वेक्षण करवाया जाएगा। इसके साथ ही इन्हें हेल्थ कार्ड भी उपलब्ध करवाये जाएंगे। सिकिल सेल,एनीमिया जैसी घातक बीमारी के बचाने के लिए जनजातीय समाज में जागरूकता अभियान भी संचालित किया जाएगा।
आकांक्षा योजना की प्रगति सराहनीय :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आकांक्षा योजना में जनजातीय वर्ग के विद्यार्थियों को नि:शुल्क कोचिंग दी जाती है। इस योजना का लाभ लेने के लिये 721 विद्यार्थियों ने प्रवेश लिया जिनमें से 541 विद्यार्थियों का जेईई, नीट और क्लेट के लिये चयन एक विशेष उपलब्धि है। योजना की प्रगति सराहनीय है। बैठक में बताया गया कि जनजातीय वर्ग के विद्यार्थियों को प्रतिभा योजना में जेईई,नीट,क्लेट,एनडीए, एनआईआईटी,एफडीडीआई,एनआईएफटी और आईएचएम में चयनित होने पर 50 हजार रूपए की राशि और अन्य परीक्षाओं के लिये 25 हजार रूपए की राशि प्रति विद्यार्थी प्रदान की जाती है। पोस्ट मैट्रिक छात्रवृति योजना में गत वर्ष लगभग साढ़े चार लाख विद्यार्थी लाभान्वित किये गये। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि परिषद के सदस्यों द्वारा दिए गए सुझाव काफी महत्वपूर्ण हैं। इन सुझावों पर विचार कर अमल किया जाएगा।
बैठक में प्रमुख सचिव आदिम जाति कल्याण पल्लवी जैन गोविल ने विभागीय गतिविधियों के बारे में जानकारी दी। प्रदेश में 86 वन धन केन्द्र बनाए गए हैं। बड़वानी और उमरिया में जनजातीय गौरव दिवस का आयोजन किया गया। प्रदेश में वर्तमान में 2645 आश्रम,क्रीड़ा परिसर और अन्य संस्थाएं संचालित हैं। इनमें करीब डेढ़ लाख विद्यार्थी दाखिल हैं। प्रदेश में 126 विशिष्ट आवासीय संस्थाएं संचालित हैं। आदिम जाति कल्याण विभाग 22 हजार 592 प्राथमिक शालाओं,6800 माध्यमिक शालाओं,731 हाई स्कूल और 860 हायर सेकेण्डरी स्कूल का संचालन कर रहा है।
बैठक में मुख्य सचिव इकबाल सिंह बैंस,आयुक्त आदिवासी विकास संजीव सिंह,संचालक आदिम जाति अनुसंधान संस्थान अशोक शाह,संचालक आदिम जाति क्षेत्रीय विकास योजनाएं शैलबाला मार्टिन,मध्यप्रदेश आदिवासी वित्त विकास निगम से अभिषेक सिंह और अन्य अधिकारी उपस्थित थे। बैठक में परिषद की 9 जनवरी 2020 को हुई बैठक के पालन प्रतिवेदन पर भी चर्चा हुई।
