मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जो लोक सेवायें मध्यप्रदेश लोक सेवा प्रदाय गारंटी अधिनियम के तहत तय समय - सीमा में अधिकारी द्वारा आवेदक को प्रदान करनी होती है और तय समय - सीमा में आवेदक को प्रदाय नहीं होने पर अधिकारी पर जुर्माना लगाया जाता है। जुर्माने में मिली राशि आवेदक को दी जाती है। इस प्रावधान को जनहित में और प्रभावी बनाया गया है। इस अधिनियम में अध्यादेश के माध्यम से संशोधन कर प्रावधान किया जा रहा है कि सेवा प्रदाय की तय समस - सीमा तक यदि सेवा आवेदक को अधिकारी द्वारा प्रदाय नहीं की जाती है तो वे सेवायें स्वत : ही निर्धारित समय - सीमा के बाद आवेदक को मिल जाएगी।
मध्यप्रदेश धार्मिक स्वतंत्रता अध्यादेश - 2020 :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मध्यप्रदेश धार्मिक स्वतंत्रता अधिनियम में अध्यादेश के जरिए संशोधन कर महिलाओं, बेटियों, विशेषकर नाबालिक बेटियों, अनुसूचित जाति, जनजाति के भाई - बहनों का नियम विरुद्ध धर्म परिवर्तन कराने पर कड़ी सजा का प्रावधान किया गया है। इसमें न्यूनतम 2 वर्ष से लेकर अधिकतम 10 वर्ष तक का कारावास और 50 हजार रुपये का अर्थदण्ड दिया जा सकता है।
लोभ, लालच, भय, प्रलोभन, परिचय छिपाकर धर्म परिवर्तन कराने या कुत्सितइरादों से धर्मांतरण कराने पर दण्ड दिया जा सकेगा। ऐसे अपराध बड़े पैमाने पर मध्यप्रदेश में हो रहे हैं। इसे बर्दाश्त नहीं किया जा सकता है। अपना धर्म छिपाकर या गलत व्याख्या कर धर्म परिवर्तन कराने पर कड़ी सजा का प्रावधान किया गया है। उन्होंने कहा कि अधिनियम विरुद्ध दो या अधिक व्यक्तियों का एक ही समय में सामूहिक धर्म परिवर्तन किये जाने पर न्यूनतम पांच वर्ष से अधिकतम 10 वर्ष तक कारावास और न्यूनतम एक लाख रुपये का अर्थदण्ड का प्रावधान किया गया है।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि जिस व्यक्ति का धर्म परिवर्तन अधिनियम के प्रावधानों के विरुद्ध किया गया है उसके माता - पिता,भाई - बहन इसकी शिकायत पुलिस थाने में कर सकेंगे। पीड़ित व्यक्ति के अन्य सगे संबंधी, कानूनी अभिभावक और दत्तक के संरक्षक भी परिवाद के माध्यम से सक्षम न्यायालय से आदेश प्राप्त कर सकेंगे। प्रस्तावित अधिनियम के अंतर्गत दर्ज किए गए अपराध संज्ञेय और गैर जमानती होंगे। उनकी सुनवाई के लिए सत्र न्यायालय ही अधिकृत होगा। यह अध्यादेश राज्यपाल को भेजा जा रहा है।
मिलावट करने पर आजीवन कारावास :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मिलावट एक भयानक अपराध है। खाद्य पदार्थों और दवाईयों में यहां तक कि कोरोना संक्रमण के इलाज के उपयोग होने वाले प्लाज्मा में और कोरोना की वैक्सीन में मिलावट के समाचार मिले हैं। इससे बड़ा अपराध हो सकता है क्या? यह लोगों की जिंदगी से खिलवाड़ है। यह किसी भी कीमत पर मध्यप्रदेश में नहीं चलने दिया जावेगा। इसके लिए भी कैबिनेट की बैठक में अध्यादेश का अनुमोदन किया गया है।
भारतीय दण्ड संहिता की धारा 272,273,274,275 और 276 में संशोधन कर 6 माह के कारावास और एक हजार रुपये तक के जुर्माने के स्थान पर आजीवन कारावास और जुर्माना प्रतिस्थापित किया गया है। मिलावट करने वाले को आजीवन कारावास होगा। इस अध्यादेश में मिलावट कर सामग्री बनाने वाले को दण्ड मिलेगा। व्यापारी को दण्ड नहीं मिलेगा। जहां वस्तु बनती है,दोषी उस कारखाने का मालिक होगा। उसे किसी भी कीमत पर नहीं छोड़ेंगे। जिन्दगी भर जेल में चक्की पीसनी पड़ेगी। नई धारा में 273(क) को जोड़ा गया है। जिसमें एक्सपायरी डेट के खाद्य पदार्थ के विक्रय पर पांच साल का कारावास और एक लाख रुपये जुर्माना अथवा दोनों का प्रावधान किया गया है। मिलावट के खिलाफ जो जंग चल रही है उसमें यह कानून मिलावट रोकने का बहुत बड़ा माध्यम बनेगा।

Madhya Pradesh Religious Freedom Ordinance - 2020 :- Chief Minister Shivraj Singh Chouhan said that by amending the Madhya Pradesh Religious Freedom Act through an ordinance, punishment for women, daughters, especially minor daughters, siblings of scheduled castes, tribes, against the rule of religion is severe. Provision has been made. In this, imprisonment ranging from minimum 2 years to maximum 10 years and penalty of 50 thousand rupees can be given.
Greed, greed, fear, temptation, can be punished for hiding the introduction, for converting to religion or for converting them from ungodly desires. Such crimes are happening on a large scale in Madhya Pradesh. This cannot be tolerated. There is a provision of severe punishment for converting your religion by hiding or misinterpreting it. He said that there has been a provision of imprisonment from minimum five years to maximum 10 years and penalty of minimum one lakh rupees for committing mass conversion of two or more persons against the Act at the same time.
Chief Minister Shivraj Singh Chauhan said that the parents, brothers and sisters of the person who has been violated against the provisions of the Religion Act, will be able to complain to the police station. Other relatives of the aggrieved person, legal guardian and guardian of the adoptee will also be able to obtain orders from the competent court through libel. The offenses registered under the proposed Act will be cognizable and non - bailable. The Sessions Court will be authorized to hear them. This ordinance is being sent to the Governor.
Life imprisonment for adulteration :- Chief Minister Shivraj Singh Chauhan said that adulteration is a terrible crime. There have been reports of adulteration in food and medicine, even in plasma used to treat corona infection and in the corona vaccine. Could it be a big crime? It is playing with people's lives. It will not be allowed to run in Madhya Pradesh at any cost. For this also the ordinance has been approved in the cabinet meeting.
Section 272,273,274,275 and 276 of the Indian Penal Code has been amended to replace life imprisonment for 6 months and fine up to one thousand rupees and fine. The adulterator will face life imprisonment. In this ordinance, the person making the material will be punished. The merchant will not get punished. Where the item is made, the culprit will be the owner of that factory. Will not leave him at any cost. You will have to grind a mill in life for life. 273 (a) has been added to the new section. In which provision of five years imprisonment and fine of one lakh rupees or both on sale of food items of expiry date. In the war going on against adulteration, this law will become a great medium to stop adulteration.
