New laws will be useful for the economic progress of farmers : Shivraj Singh Chauhan
After God I am a farmer. He grows food on the earth. Blood - sweat does one. Farmers are the focal point of our system. The expansion of irrigation resources is a boon for the farmers of the earth. Irrigation area of the state will be brought to 65 lakh. Prime Minister Modi wants to double the income of farmers. Madhya Pradesh will be active in accomplishing this goal. Chief Minister Shivraj Singh Chauhan was addressing the virtual launch and Bhoomipujan program of irrigation schemes at Minto Hall today.
Relief in Corona period due to rich wheat production :- Chief Minister Shivraj Singh Chouhan said that the irrigation potential created in the state is being utilized in full. Madhya Pradesh overtook Punjab in wheat production this year. At least there was no food crisis during the Corona period. It proved to be a relief during this period. Agricultural infrastructure will be strengthened in the state. Farmers will give a form of agitation to the Producer Organization (FPO). Our aim is to change the condition of farmers.
The plans of Chhindwara were approved in 2016 and 2018 :- Chief Minister Shivraj Singh Chauhan said that the sanctioned schemes were approved in the year 2016 and 2018. Efforts made in the past are now getting results. Plans are being started on time. Among the schemes that are being launched today, administrative approval has been given in Bandhani reservoir, Crab reservoir, Jhirna barrage, Sawalakheda barrage, Sendurajna reservoir, Pendoni reservoir in the year 2016 and 2018 of Chhindwara district. Timely action was taken by the Water Resources Department to complete these plans.
Constant Increasing Irrigation Area :- Chief Minister Shivraj Singh Chauhan said that the area under irrigation used to be only 7-8 lakh hectares, which we increased further to four million hectares. Now the target is 65 lakh hectares. One inch of agricultural land will be irrigated. Chief Minister Shivraj Singh Chauhan said that schemes worth Rs. 30 thousand crores will be approved in the coming year. Narmada water will be fully utilized. The implementation of Narmada schemes will also be completed in three years. On the initiative of Prime Minister Narendra Modi, Kisan Rail is running.
Necessary steps will be constantly taken to ensure that farmers get the right price for production. 27 major, 47 medium and 287 minor irrigation projects are under construction in the state. Their cost is 60 thousand 737 crore. All these will have irrigation potential of 24 lakh hectares. The work to accomplish this goal has started. Partial irrigation facility has been provided in about four lakh hectare area. Sprinkler irrigation method is also being promoted.
Chief Minister Shivraj Singh Chauhan said that due to Kovid-19, there has been some difference in the construction of schemes but this year the target is to develop additional irrigation potential in 1.25 lakh hectares by completing about 100 projects. Chief Minister Shivraj Singh Chauhan said that the cost of 50 schemes released today is Rs 384.35 crore. These will irrigate an area of 16 thousand 336 hectares. Farmers of 131 villages of 9 districts of the state will be benefited. Chief Minister Shivraj Singh Chauhan also performed bhoomi pujan for three other irrigation schemes worth Rs 7.82 crore in Ratlam district.
The schemes of the farmers were eclipsed, we again started farmer welfare :- Chief Minister Shivraj Singh Chauhan said that the amount of crop insurance scheme was not deposited in Madhya Pradesh. Promises were not fulfilled in the year 2019 of farmers. The list of eligible beneficiaries was not sent to get the benefit of Kisan Samman Nidhi to the farmers, due to which the farmers of the state were deprived of the benefit of Prime Minister Kisan Fund.
Now the scheme will come back into motion, under this, the state government is contributing 4 thousand rupees in the amount of 6 thousand rupees. We prepared a list of over 70 lakh farmers. If required, other eligible farmers will also be added to it. 10 thousand rupees of this scheme is very important for small and marginal farmers.
New laws will do welfare of farmers :- Chief Minister Shivraj Singh Chauhan said that today some people are opposing the new farmer laws. The new laws are welfare for farmers. No one can play with the interests of farmers during Prime Minister Narendra Modi. Chief Minister Shivraj Singh Chauhan said that it has been clarified that the mandi will not be closed under the new laws. The farmer will also be able to sell produce outside the market. If the trader earns more profit by selling the produce, it should be the right of the farmer. Who do you object to? Chief Minister Shivraj Singh Chauhan said that the farmer can sell his produce to the exporter as well as private market.
Similarly, a provision has been made that after the agreement between the buyer and seller at the time of sowing, the buyer takes the production below the prescribed price after the market conditions change and it is causing loss to the farmer. Action will be taken from the side. Chief Minister Shivraj Singh Chauhan also gave an example of purchasing funds at the highest price from farmers in Hoshangabad district recently. In this case the Rice Company refused to buy from the farmers when the price of paddy in the market increased. Farmers' awareness and administration actions brought a fair price to the farmers.
Chief Minister Shivraj Singh Chauhan said that the new laws are for the welfare of farmers. It is their right to compete and sell the produce to the farmers anywhere. Chief Minister Shivraj Singh Chauhan said that earlier there was a stock limit, now it will not be under the new law. The Government of India wants to keep the path of maximum procurement open. If there is more benefit to the farmer than that, then no one should object to this. All three farmers' laws are in the interest of farmers.
Minister of State for Water Resources Ramkishore Kanwre said at the inauguration ceremony of irrigation projects that the most important goal of the Madhya Pradesh government is to provide water to every farmer's field. Chief Minister Shivraj Singh Chouhan has taken a pledge that water should be delivered to the fields of every small and medium farmers. Constant efforts are going on for this. Shivraj Singh Chauhan has taken up the goal of increasing production in agriculture in Madhya Pradesh. They are constantly striving to bring new schemes on the ground.
Interaction with farmers :- Chief Minister Shivraj Singh Chouhan also spoke to farmers today in the inaugural program of schemes of Water Resources Department. Farmer Kanhaiya Madan of Ratlam informed that the construction of the dam will irrigate 2200 hectare area and increase the yield of farmers. Farmers around Bhimravat village grow lemon and guava in abundance and send the crop to Jaipur for sale. Rain water had dropped in Ratlam, now the weather is fine, the production of agriculture will increase due to the construction of a dam. Virendra Patel, farmer of Alirajpur, said during the discussion with Chief Minister Shivraj Singh Chouhan that now farmers will be able to take second crop in 400 hectare after the construction of Sejgaon barrage.
This will directly benefit more than 100 farmers. Suresh Villagere, a farmer of Betul Amla, thanked the Chief Minister for the construction of the dam and said that it would benefit in more than 10 hectares. Shubham Meena, a farmer from Sehore, said that the dam has been constructed in a very good way, this will allow 140 hectares of land to be irrigated additionally and also to plant vegetables after wheat, gram etc. Additional Chief Secretary Water Resources SN Mishra welcomed Chief Minister Shivraj Singh Chauhan and other guests. He informed about efforts to increase irrigation in the state. About 200 farmers, officials and general public were present at Minto Hall with social distancing.

भगवान के बाद मेरे लिए किसान है। वो धरती पर अन्न उगाता है। खून - पसीना एक करता है। हमारी व्यवस्था का केन्द्र बिन्दु है किसान। सिंचाई साधनों का विस्तार धरती पुत्र किसानों के लिए वरदान होता है। प्रदेश के सिंचाई रकबे को 65 लाख तक पहुंचाया जाएगा। प्रधानमंत्री मोदी किसानों की आय दोगुनी करना चाहते हैं। मध्यप्रदेश इस लक्ष्य को पूरा करने में सक्रिय रहेगा। मुख्यमंत्री शिवराज सिंह चौहान आज मिंटो हॉल में सिंचाई योजनाओं के वर्चुअल लोकार्पण और भूमिपूजन कार्यक्रम को संबोधित कर रहे थे।
भरपूर गेहूँ उत्पादन से मिली कोरोना काल में राहत :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्रदेश में निर्मित सिंचाई क्षमता का भरपूर उपयोग किया जा रहा है। इस वर्ष गेहूँ उत्पादन उपार्जन में मध्यप्रदेश ने पंजाब को पीछे छोड़ दिया। कोरोना काल में कम से कम अन्न का कोई संकट नहीं रहा। इस अवधि में यह राहतकारी सिद्ध हुआ। प्रदेश में कृषि अधोसंरचना को सशक्त बनाया जाएगा। किसान उत्पादक संगठन (एफपीओ) को आंदोलन का रूप देंगे। हमारा लक्ष्य किसानों की हालत को बदलना है।
छिंदवाड़ा की योजनाएं 2016 और 2018 में मंजूर की गईं :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि लोकार्पित की गई योजनाओं की मंजूरी वर्ष 2016 और 2018 में दी गई थी। पूर्व में किए गए प्रयासों का परिणाम अब प्राप्त हो रहा है। योजनाएं समय पर शुरू हो पा रही हैं। आज जिन योजनाओं का लोकार्पण हो रहा है उनमें छिंदवाड़ा जिले की बंधानी जलाशय,केकड़ा जलाशय, झिरना बैराज, सांवलाखेड़ा बैराज, सेन्दूरजना जलाशय, पेंडोनी जलाशय की प्रशासकीय स्वीकृति वर्ष 2016 और 2018 में दी गई है। इन योजनाओं से 17 ग्रामों के करीब 01 हजार कृषक लाभान्वित होंगे। डेढ़ हजार से अधिक हेक्टेयर क्षेत्र में सिंचाई की जा सकेगी। इन योजनाओं को पूरा करने के लिए जल संसाधन विभाग द्वारा समयबद्ध कार्रवाई की गई।
निरंतर बढ़ता सिंचाई रकबा :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्रदेश में सिंचाई रकबा सिर्फ सात-आठ लाख हेक्टेयर हुआ करता था जिसे बढ़ाकर हम चालीस लाख हेक्टेयर के आगे ले गए। अब 65 लाख हेक्टेयर का लक्ष्य है। एक - एक इंच कृषि भूमि सिंचित होगी। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आने वाले एक वर्ष में 30 हजार करोड़ रूपए की योजनाएं मंजूर की जाएंगी। नर्मदा जल का पूरा उपयोग किया जाएगा। तीन वर्ष में नर्मदा योजनाओं के क्रियान्वयन को भी पूर्ण किया जाएगा। प्रधानमंत्री नरेंद्र मोदी की पहल पर किसान रेल चल रही है।
किसानों को उत्पादन का सही मूल्य मिले इसके लिए निरंतर आवश्यक कदम उठाए जाएंगे। प्रदेश में 27 वृहद, 47 मध्यम और 287 लघु सिंचाई परियोजनाएं निर्माणाधीन हैं। इनकी लागत 60 हजार 737 करोड़ है। इन सभी की सिंचाई क्षमता 24 लाख हेक्टेयर होगी। इस लक्ष्य को पूरा करने का काम शुरू हो चुका है। करीब चार लाख हेक्टेयर क्षेत्र में आंशिक सिंचाई सुविधा उपलब्ध करवाई जा चुकी है। स्प्रिंकलर सिंचाई पद्धति को भी बढ़ावा दिया जा रहा है।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि कोविड-19 की वजह से योजनाओं के निर्माण पर कुछ फर्क पड़ा है लेकिन इस वर्ष करीब 100 परियोजनाएं पूरी कर सवा लाख हेक्टेयर में अतिरिक्त सिंचाई क्षमता विकसित करने का लक्ष्य है। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आज लोकार्पित 50 योजनाओं की लागत 384.35 करोड़ रूपये है। इनसे 16 हजार 336 हेक्टेयर क्षेत्र सिंचित होगा। प्रदेश के 9 जिलों के 131 ग्रामों के किसान लाभान्वित होंगे। मुख्यमंत्री शिवराज सिंह चौहान ने रतलाम जिले की 7.82 करोड़ रूपये की तीन अन्य सिंचाई योजनाओं के लिए भूमिपूजन भी किया।
किसानों की योजनाओं को लग गया था ग्रहण,हमने फिर शुरू किया किसान कल्याण :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि मध्यप्रदेश में फसल बीमा योजना की राशि जमा नहीं की गई थी। किसानों के वर्ष 2019 में वचन नहीं निभाए गए। किसान सम्मान निधि का लाभ किसानों को दिलवाने के लिए पात्र हितग्राहियों की सूची नहीं भिजवाई गई,जिसके फलस्वरूप प्रधानमंत्री किसान निधि के लाभ से प्रदेश के किसान वंचित हुए।
अब योजना पुन : गति में आएगी,इसके अंतर्गत किसान को मिलने वाली 6 हजार रूपए की राशि में 4 हजार का योगदान राज्य सरकार दे रही है। हमने 70 लाख से अधिक किसानों की सूची तैयार की। आवश्यकता हुई तो अन्य पात्र किसान भी इसमें जोड़े जाएंगे। लघु और सीमांत कृषकों के लिए इस योजना के 10 हजार रूपए काफी महत्व रखते हैं।
नए कानून करेंगे किसानों का कल्याण :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि आज कुछ लोग नए किसान कानूनों का विरोध कर रहे हैं। नए कानून किसानों के लिए कल्याणकारी हैं। प्रधानमंत्री नरेन्द्र मोदी के रहते किसानों के हितों से कोई खिलवाड़ नहीं कर सकता। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि यह स्पष्ट किया गया है कि नए कानूनों के तहत मंडी बंद नहीं होगी। किसान मंडी के बाहर भी उत्पादन बेच सकेगा। व्यापारी को उत्पादन बेचने पर उसे यदि अधिक मुनाफा होता है तो यह किसान का अधिकार होना ही चाहिए। इनमें किसको आपत्ति है? मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि किसान अपना उत्पादन निर्यातक को भी बेच सकता है एवं निजी मंडी को भी।
इसी तरह यह भी प्रावधान किया गया है कि क्रेता और विक्रेता के आपस में बोनी के समय हुए समझौते के बाद बाजार की स्थितियां बदलने पर क्रेता निर्धारित कीमत से कम में उत्पादन लेते हैं और इससे किसान को नुकसान हो रहा है तो ऐसे मामलों में सरकार की तरफ से एक्शन लिया जाएगा। मुख्यमंत्री शिवराज सिंह चौहान ने होशंगाबाद जिले में हाल ही में किसानों से उच्चतम मूल्य पर धान खरीदने का उदाहरण भी दिया। इस मामले में राइस कम्पनी ने बाजार में धान की कीमत बढ़ने पर किसानों से क्रय करने से इंकार कर दिया था। किसानों की जागरूकता और प्रशासन की कार्रवाई से किसानों को वाजिब मूल्य प्राप्त हुआ।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि नए कानून किसानों के कल्याण के लिए हैं। प्रतिस्पर्धा हो और किसान उत्पादन कहीं भी बेचें,यह उनका अधिकार है। मुख्यमंत्री शिवराज सिंह चौहान ने बताया कि पूर्व में स्टाक की सीमा थी, अब नए कानून में नहीं होगी। भारत सरकार अधिकतम खरीदी का रास्ता खुला रखना चाहती है। उससे यदि किसान का ज्यादा लाभ है तो इससे किसी को आपत्ति नहीं होना चाहिए। तीनों किसान कानून किसान हित में हैं।
जल संसाधन राज्य मंत्री रामकिशोर कांवरे ने सिंचाई परियोजनाओं के उद्घाटन समारोह में कहा कि मध्यप्रदेश सरकार का सबसे महत्वपूर्ण लक्ष्य हर किसान के खेत तक पानी पहुंचाना है। मुख्यमंत्री शिवराज सिंह चौहान ने यह प्रण लिया है कि हर छोटे-बड़े और मझोले किसानों के खेत तक पानी पहुंचाया जाए। इसके लिए लगातार प्रयास जारी हैं। मध्य प्रदेश में खेती में उत्पादन वृद्धि की अपार संभावनाएं हैं जिन्हें पूर्ण करने का लक्ष्य शिवराज सिंह चौहान ने उठाया हुआ है। वे लगातार नई योजनाओं को धरातल पर लाने के लिए प्रयासरत हैं।
किसानों से बातचीत :- मुख्यमंत्री शिवराज सिंह चौहान ने आज जल संसाधन विभाग की योजनाओं के लोकार्पण कार्यक्रम में किसानों से भी बात की। रतलाम के किसान कन्हैया मदान ने बताया कि बांध बनने से 2200 हैक्टेयर क्षेत्र में सिंचाई होगी और किसानों की उपज में वृद्धि होगी। भीमरावत गांव के आस-पास के किसान नींबू और अमरूद बहुतायत में उगाते हैं और फसल को जयपुर बिकने के लिए भेजते हैं। रतलाम में वर्षा का पानी गिरा था,अभी मौसम ठीक है,बांध बनने से खेती के उत्पादन में वृद्धि होगी। अलीराजपुर के किसान वीरेन्द्र पटेल ने मुख्यमंत्री शिवराज सिंह चौहान से चर्चा के दौरान कहा कि सेजगांव बेराज बनने से 400 हैक्टेयर में अब किसान दूसरी फसल भी ले पाएंगे।
इससे 100 से अधिक किसान सीधे तौर पर लाभान्वित होंगे। बैतूल आमला के किसान सुरेश गांवरे ने बांध बनने पर मुख्यमंत्री को धन्यवाद दिया और कहा कि 10 हेक्टेयर से अधिक क्षेत्र में इसका लाभ मिलेगा। सीहोर के किसान शुभम मीणा ने बताया कि बांध बहुत बेहतर तरीके से बनाया गया है, इससे 140 हैक्टेयर भूमि अतिरिक्त रूप से सिंचित होगी और गेंहू, चना आदि के बाद सब्जी भी लगा सकेंगे। अपर मुख्य सचिव जल संसाधन एस.एन.मिश्रा ने मुख्यमंत्री शिवराज सिंह चौहान और अन्य अतिथियों का स्वागत किया। उन्होंने राज्य में सिंचाई वृद्धि के प्रयासों की जानकारी दी। मिंटो हॉल में सोशल डिस्टेंसिंग के साथ लगभग 200 किसान,अधिकारी और आमजन उपस्थित थे।
