अफ्रीकी चीतों को बसाने के लिए अनुकूल है मध्यप्रदेश :- बैठक में बताया गया कि प्रदेश के कूनो राष्ट्रीय उद्यान और नौरादेही वन्यप्राणी अभ्यारण्य में चीतों के रहवास के लिए उपयुक्त पाए जाने की स्थिति है। कूनो राष्ट्रीय उद्यान जो करीब 750 वर्ग किलोमीटर में स्थित है वहां मात्र एक गांव है जिसके विस्थापन की प्रक्रिया चल रही है। इसी तरह एक हजार किलोमीटर से अधिक वर्ग किलोमीटर में स्थित नौरादेही वन्यप्राणी अभ्यारण्य सागर,दमोह और नरसिंहपुर जिलों में स्थित है। यहाँ वर्तमान में 63 ग्रामों में से 13 गांव विस्थापित किए जा चुके हैं। अन्य 15 ग्रामों के विस्थापन की प्रक्रिया प्रचलन में है। इसके दृष्टिगत मध्यप्रदेश के इन संरक्षित क्षेत्रों में अफ्रीकी चीते की स्थापना की संभावनाएं देखी जा रही हैं। इस संबंध में वैधानिक रूप से आवश्यक अनुमतियों के पश्चात कार्य को गति दी जाएगी। भारतीय वन्यजीव संस्थान देहरादून के वरिष्ठ वैज्ञानिक डॉ.वाय.वी.झाला द्वारा मध्यप्रदेश के संरक्षित क्षेत्रों में अफ्रीकी चीतों की अनुकूलता के संबंध में प्राथमिक सर्वेक्षण किया जाएगा। इसके लिए मध्यप्रदेश में तैयारियां प्रारंभ की गई हैं। प्रस्तावित वैकल्पिक संरक्षित क्षेत्र गांधीसागर अभ्यारण्य मंदसौर में शाकाहारी वन्यप्राणियों के ट्रांसलोकेशन के लिए नरसिंहगढ़ अभ्यारण्य राजगढ़ से 500 चीतल ट्रांसलोकेशन करने की अनुमति भी प्राप्त हुई है।
मध्यप्रदेश अब तेंदुआ स्टेट भी :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि बफर में सफर जैसी गतिविधियों से पर्यटन विकास संभव होगा। उन्होंने मध्यप्रदेश को टाइगर स्टेट के बाद तेंदुआ स्टेट बनने पर बधाई दी। मुख्यमंत्री शिवराज सिंह चौहान ने प्रदेश में 3421 तेंदुए होने पर भी प्रसन्नता व्यक्त की। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि राज्य में तेंदुआ संख्या लगभग साढ़े तीन हजार है। यह निश्चित ही एक उपलब्धि है। देश में कुल 12852 तेंदुएं हैं। मध्यप्रदेश को टाइगर के बाद तेंदुआ राज्य बनने के पश्चात अन्य वन्यप्राणियों की श्रेणी में भी अग्रणी बनने की संभावनाएं बढ़ी हैं। बोर्ड के सदस्य अभिलाष खांडेकर ने सुझाव दिया कि राजस्थान में तेंदुआ रिजर्व बनाया जा रहा है,मध्यप्रदेश में भी ऐसा संभव है। मुख्यमंत्री शिवराज सिंह चौहान ने खांडेकर के इस सुझाव पर सहमति जताई।
मध्यप्रदेश पहले ही बना है बाघ प्रदेश :- मध्यप्रदेश ने अखिल भारतीय बाघ गणना 2018 में 526 बाघ पाए जाने के साथ बाघ प्रदेश का दर्जा हासिल किया था। अब तेंदुआ स्टेट का दर्जा मिलने से मध्यप्रदेश प्रथम और कर्नाटक एवं महाराष्ट्र द्वितीय एवं तृतीय क्रम पर हैं। बैठक में बाघों के रहवासों और संरक्षित क्षेत्रों का भारत सरकार और राज्य सरकार की योजनाओं के साथ ही कैम्पा फण्ड से भी वित्त पोषण पर चर्चा हुई। संरक्षित क्षेत्रों में रहवास प्रबंधन, वन्यप्राणियों की सुरक्षा,अग्नि सुरक्षा,मानव - वन्यप्राणी द्वंद के प्रबंधन और बाघ एवं शाकाहारी वन्यप्राणियों के अधिक घनत्व के क्षेत्रों से कम घनत्व के संरक्षित क्षेत्रों में ट्रांसलोकेशन किए जाने पर चर्चा हुई। प्रदेश में वन्यप्राणियों के संरक्षण के लिए 16,794 वर्ग किलोमीटर क्षेत्र में 6 टाइगर रिजर्व सहित 11 राष्ट्रीय उद्यान एवं 24 वन्यप्राणी अभ्यारण्यों का गठन किया गया है।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्रदेश में वन्यप्राणी संरक्षण और प्रबंधन की गतिविधियां सुचारू रूप से संचालित हों। बैठक में बताया गया कि मध्यप्रदेश के सभी नेशनल पार्क में नाईट जंगल सफारी,बैलून सफारी शुरू करने,जंगली हाथियों के रेस्क्यू,घड़ियालों की पुनर्स्थापना के संबंध में गतिविधियां संचालित हैं। बैठक में मध्यप्रदेश की टाइगर स्टेट के रूप में स्थिति सुदृढ़ करने के लिए योजना पर भी चर्चा हुई। इसके साथ ही प्रदेश में बाघों की पुनर्स्थापना के लिए सतपुड़ा,नौरादेही,संजय गांधी अभ्यारण में आवश्यक परिस्थितियों के निर्माण के संबंध में और स्टेट टाइगर स्ट्राइक फोर्स के सशक्तिकरण पर भी चर्चा हुई। प्रदेश में माधव,गांधीसागर और नौरादेही राष्ट्रीय उद्यान में हो रहे कार्यों पर भी विचार किया गया। ये चारों राष्ट्रीय उद्यान भारत सरकार द्वारा चयनित हैं। यहाँ भारतीय वन्यजीव संस्थान देहरादून द्वारा सर्वेक्षण कार्य पूर्ण किया गया है।
खरमोर संरक्षण :- बैठक में बताया गया कि धार जिले के सरदारपुर में वन्यप्राणी अभ्यारण्य का गठन खरमोर प्रजाति के पक्षी के लिए किया गया है। यह पक्षी घास के मैदानों में पायी जाने वाली महत्वपूर्ण और संकटग्रस्त प्रजाति है। पश्चिमी मध्यप्रदेश के धार के अलावा झाबुआ, रतलाम, मंदसौर और नीमच में ये पाए जाते हैं। इनकी संख्या कम हुई है। प्रदेश में खरमोर संरक्षण के लिए कंजर्वेंशन ब्रीडिंग केन्द्र प्रारंभ करने पर सहमति हुई। इसके लिए करीब साढ़े तीन सौ वर्ग किलोमीटर क्षेत्र को पूर्व में अधिसूचित किया गया था।
खरमोर अभ्यारण्य सरदारपुर के क्षेत्र के अंतर्गत वन्यप्राणी संरक्षण अधिनियम 1972 का पालन करते हुए आवश्यक गतिविधियों के संचालन पर सहमति हुई। जिन क्षेत्रों में खरमोर पक्षी कुछ वर्ष से प्रवास नहीं कर रहे हैं उन क्षेत्रों को अभ्यारण्य क्षेत्र से बाहर करने के संबंध में विचार किया गया। इसी तरह खरमोर के लिए सैलाना अभ्यारण्य के पुनर्गठन प्रस्ताव पर भी चर्चा हुई। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि खरमोर का संरक्षण महत्वपूर्ण है, इनके रहवास वाले क्षेत्रों में ऐसी फसलों को प्रोत्साहित किया जाए जिससे पक्षियों को भी भोजन मिल सके। इसी तरह सैलाना अभ्यारण्य की सीमा से 10 किलोमीटर परिधि में दिल्ली - मुम्बई एक्सप्रेस हाईवे एन.एच.-148एन के 8 लेन निर्माण के लिए वन्यप्राणियों की सुरक्षा की शर्त पर बोर्ड द्वारा स्वीकृति प्रदान की गई है।
राज्य मछली महाशीर को बचाएंगे :- बैठक में बताया गया कि प्रदेश के बड़वाह वनमण्डल में महाशीर संरक्षण योजना लागू की गई है। राज्य शासन ने महाशीर संरक्षण और प्रजनन पर 61 लाख रूपए की राशि खर्च की है। वर्ष 2020 में महाशीर का चार बार कृत्रिम प्रजनन कराया गया जिसके फलस्वरूप 4000 फ्राई प्राप्त किए गए। ये स्वस्थ स्थिति में है, इन्हें नर्मदा के जल प्रवाह में छोड़ा जाएगा। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि एक समय नर्मदा में इन मछलियों की संख्या काफी अधिक थी। इनके संरक्षण के कार्य को गति दी जाए। बोर्ड की बैठक में डब्ल्यू.डब्ल्यू.एफ के सदस्य ने सुझाव दिया कि उत्तराखंड,पश्चिम बंगाल और तमिलनाडु में महाशीर संरक्षण के कार्यों का अध्ययन कर मध्यप्रदेश में श्रेष्ठ गतिविधियों को अपनाया जा सकता है। बैठक में जानकारी दी गई कि महाशीर संरक्षण के लिए प्रदेश में बीते नवम्बर माह में राज्य स्तरीय स्टियरिंग कमेटी भी बनाई गई है जिसकी शीघ्र ही बैठक होने वाली है। मुख्यमंत्री शिवराज सिंह चौहान ने मत्स्य पालन विभाग द्वारा भी महाशीर संरक्षण प्रयासों से जुड़ने के निर्देश दिये।
किसानों का भी पक्ष जानें,समाधान निकाला जाए :- मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्रदेश के कुछ स्थानों से नीलगाय और अन्य पशुओं द्वारा खेतों में नुकसान पहुंचाने के समाचार मिलते हैं। ऐसे मामलों में किसानों का पक्ष जानते हुए आवश्यक उपाय किए जाएं। वन्यप्राणियों और मनुष्यों के बीच द्वंद की स्थिति निर्मित हो तो उसका समाधान निकाला जाए। मुख्यमंत्री शिवराज सिंह चौहान ने सागर जिले में प्रस्तावित डॉ.अम्बेडकर अभ्यारण्य के संबंध में जिला योजना समिति के अनुमोदन के पश्चात बोर्ड के समक्ष प्रस्ताव रखने के निर्देश दिए। यह अभ्यारण्य 258 वर्ग किलोमीटर में प्रस्तावित है। प्रस्तावित अभ्यारण्य क्षेत्र में कोई राजस्व ग्राम नहीं है।
बंद नहीं होगा हीरा खनन कार्य :- बैठक में पन्ना जिले में गंगऊ अभ्यारण्य में एन.एम.डी.सी.की 275 हेक्टेयर में हीरा खनन कार्य के संबंध में बोर्ड के सदस्यों ने विचार - विमर्श किया। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि यह सुनिश्चित करें कि हीरा खनन का कार्य बंद न हो,साथ ही विकास भी हो और वन्य प्राणी संरक्षण भी हो। दोनों में संतुलन आवश्यक है।
संचार संबंधी अनुमतियां :- बोर्ड की बैठक में गांधी सागर अभ्यारण्य क्षेत्र में सड़क निर्माण,वीरांगना दुर्गावती अभ्यारण्य दमोह के क्षेत्र में बेहतर संचार सुविधा के लिए ओ.एफ.सी.केबल डालने की अनुमति भी प्रदान की गई। इसी तरह की अनुमतियां ग्वालियर के घाटीगांव हुकना पक्षी सोनचिड़िया अभ्यारण्य,माधव राष्ट्रीय उद्यान शिवपुरी,नरसिंहगढ़ अभ्यारण्य एवं कान्हा टाइगर रिजर्व मण्डला के क्षेत्र के अंतर्गत भी प्रदान की गईं। इसके अलावा ओरछा अभ्यारण्य क्षेत्र में 132 के.व्ही.विद्युत पारेषण लाइन और 14 टॉवर के निर्माण के लिए 13.50 हेक्टयर भूमि मध्यप्रदेश पावर ट्रांसमिशन कम्पनी सागर को प्रदान की गई। यह सभी अनुमतियां वन्यप्राणी संरक्षण अधिनियम 1972 के अंतर्गत प्रदान की गईं।

Balance between wildlife conservation and development : Chief Minister Shivraj Singh Chauhan
Madhya Pradesh is favorable to settle African cheetah :- It was told in the meeting that the condition of finding cheetah in the state's Coono National Park and Nauradehi Wildlife Sanctuary is suitable. The Kuno National Park, which is located in about 750 square kilometers, is the only village in which displacement is under process. Similarly, Nauradehi Wildlife Sanctuary located in more than one thousand square kilometers in Sagar, Damoh and Narsinghpur districts situated at. At present,13 out of 63 villages have been displaced here. The process of displacement of another 15 villages is in circulation. In view of this, possibilities are being seen to establish African leopard in these protected areas of Madhya Pradesh. In this regard, the work will be accelerated after legally required permissions. A primary survey will be conducted with regard to the compatibility of African cheetahs in protected areas of Madhya Pradesh by Dr. YV Jhala, senior scientist of Wildlife Institute of India Dehradun. For this, preparations have been started in Madhya Pradesh. Permission has also been received for 500 chital translocations from the Narsinghgarh Sanctuary Rajgarh for translocation of vegan wildlife in the proposed alternative protected area Gandisagar Sanctuary Mandsaur.
Madhya Pradesh is now also Leopard State :- Chief Minister Shivraj Singh Chouhan said that tourism development will be possible through activities like travel in the buffer. He congratulated Madhya Pradesh on becoming Leopard State after Tiger State. Chief Minister Shivraj Singh Chauhan also expressed happiness over having 3421 leopards in the state. Chief Minister Shivraj Singh Chauhan said that the leopard number in the state is around three and a half thousand. This is definitely an achievement. There are a total of 12852 leopards in the country. After Madhya Pradesh became a leopard state after tiger, the chances of becoming a pioneer in the category of other wildlife have also increased. Board member Abhilash Khandekar suggested that leopard reserve is being created in Rajasthan, this is possible in Madhya Pradesh too. Chief Minister Shivraj Singh Chauhan agreed to Khandekar's suggestion.
Madhya Pradesh has already become a tiger state :- Madhya Pradesh achieved the status of tiger state in the All India Tiger Census 2018 with 526 tigers found. Now Madhya Pradesh is ranked first and Karnataka and Maharashtra are in the second and third position after getting Leopard State status. The meeting also discussed funding of tiger habitats and protected areas from the schemes of the Government of India and the State Government as well as Campa Fund. There was discussion on habitat management in protected areas, protection of wildlife, fire protection, management of man - wildlife duality and translocation from tiger and herbivorous wildlife areas to low density protected areas. For the preservation of wildlife in the state, 11 national parks and 24 wildlife sanctuaries have been set up in an area of 16,794 square kilometers.
Chief Minister Shivraj Singh Chouhan said that wildlife conservation and management activities should be conducted smoothly in the state. It was informed in the meeting that activities are being conducted in all the National Parks of Madhya Pradesh in connection with the introduction of night jungle safari, balloon safari, rescue of wild elephants, crocodiles. A plan was also discussed in the meeting to strengthen the status of Madhya Pradesh as a tiger state. Along with this, discussions were also held regarding creation of necessary conditions in Satpura, Nauradehi, Sanjay Gandhi Sanctuary for the rehabilitation of tigers in the state and the empowerment of the State Tiger Strike Force. Works in Madhav, Gandisagar and Nauradehi National Parks were also considered in the state. These four national parks are selected by the Government of India. The survey work has been completed by the Wildlife Institute of India Dehradun here.
Kharmore Conservation :- It was informed in the meeting that a Wildlife Sanctuary has been set up in Sardarpur of Dhar district for the bird of Kharmor. This bird is an important and threatened species found in grasslands. Apart from Dhar in western Madhya Pradesh, these are found in Jhabua, Ratlam, Mandsaur and Neemuch. Their number has reduced. It was agreed to start a Conservation Breeding Center for Khamor conservation in the state. For this, an area of about three and a half hundred square kilometers was notified earlier. It was agreed to conduct necessary activities under the area of Kharmor Sanctuary Sardarpur, following the Wildlife Conservation Act 1972. Consideration was given to exclude those areas in which the Khammor birds have not migrated for some years. Similarly, a proposal to restructure the Sailana Sanctuary for Khamor was also discussed. Chief Minister Shivraj Singh Chauhan said that conservation of Khamor is important, such crops should be encouraged in their habitat, so that birds can also get food. Similarly, approval has been given by the Board on the condition of protection of wildlife for the construction of 8 lanes of Delhi-Mumbai Express Highway NH-148N within a radius of 10 km from the boundary of Salana Sanctuary.
States will save fish Mahashir :- It was informed in the meeting that Mahashir Conservation Scheme has been implemented in Barwah forest division of the state. The state government has spent an amount of Rs 61 lakh on conservation and breeding of Mahasheer. In the year 2020, Mahasheer was artificial breeding four times, resulting in 4000 fries. It is in a healthy state, it will be released into the Narmada water flow. Chief Minister Shivraj Singh Chauhan said that at one time the number of these fish was very high in Narmada. The work of preserving them should be speeded up. In the board meeting, WWF member suggested that best practices can be adopted in Madhya Pradesh after studying the works of Mahaseer protection in Uttarakhand, West Bengal and Tamil Nadu. It was informed in the meeting that a state level steering committee has also been formed in the state for the preservation of Mahaseer in the last November, which is going to meet soon. Chief Minister Shivraj Singh Chouhan also directed the fisheries department to join Mahaseer conservation efforts.
Know the side of the farmers too,solution should be found :- Chief Minister Shivraj Singh Chouhan said that there are reports of damage to the fields by Nilgai and other animals from some places in the state. In such cases,necessary measures should be taken knowing the farmers' side. If a situation of conflict arises between wildlife and humans, then the solution should be found. Chief Minister Shivraj Singh Chauhan directed to place a proposal before the board after approval of the District Planning Committee regarding the proposed Dr. Ambedkar Sanctuary in Sagar district. This sanctuary is proposed in 258 square kilometers. There is no revenue village in the proposed sanctuary area.
Diamond mining work will not stop :- In the meeting, members of the board discussed about the diamond mining work of 275 hectares of NMDC in Gangau Sanctuary in Panna district. Chief Minister Shivraj Singh Chauhan said that it should be ensured that diamond mining does not stop, along with development and wildlife conservation. Balance in both is necessary.
Communications Permissions :- In the Board meeting, permission was also granted to add OFC cable for better communication facility in the area of Road Construction,Veerangana Durgavati Sanctuary Damoh in Gandhi Sagar Sanctuary area. Similar permissions were also granted under the area of Ghatgaon Hukna Birds Sonchidiya Sanctuary,Madhav National Park Shivpuri,Narsinghgarh Sanctuary and Kanha Tiger Reserve Mandla in Gwalior. Apart from this,13.50 hectare land was provided to Madhya Pradesh Power Transmission Company Sagar for construction of 132 KV power transmission line and 14 towers in Orchha Sanctuary area. All these permissions were granted under the Wildlife Conservation Act 1972.
