मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिए हैं कि अवैध शराब का व्यवसाय पूरी तरह से समाप्त किया जाये। अवैध शराब के धंधे में संलग्न माफिया के विरूद्ध सख्ती से कार्रवाई कर उसे नेस्तनाबूत किया जाये। अवैध शराब की बिक्री और नुकसान के प्रकरण पर संभागायुक्त,पुलिस महानिरीक्षक,कलेक्टर,पुलिस अधीक्षक और आबकारी अधिकारी पूरी तरह से जिम्मेदार होंगे।
मुख्यमंत्री शिवराज सिंह चौहान वीडियो कॉन्फ्रेंस के माध्यम से संभागायुक्त,आई.जी.पुलिस,कलेक्टर,पुलिस अधीक्षक और आबकारी अधिकारी को संबोधित कर रहे थे। बैठक में गृह मंत्री डॉ. नरोत्तम मिश्रा,वाणिज्यिक कर एवं वित्त मंत्री जगदीश देवड़ा,मुख्य सचिव इकबाल सिंह बैंस,पुलिस महानिदेशक विवेक जौहरी,अपर मुख्य सचिव गृह डॉ.राजेश राजौरा सहित संबंधित अधिकारी मौजूद थे।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि उज्जैन और मुरैना जिलों में हुई अवैध,मिलावटी और जहरीली शराब की बिक्री और जनहानि जैसी घटनाओं की किसी भी स्थिति में प्रदेश में कहीं भी पुनरावृत्ति नहीं होनी चाहिये। राज्य शासन ने दोनों जिलों में हुई जनहानि की घटनाओं को गंभीरता से लिया है।
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि हर तरह के माफिया के विरूद्ध सख्त और प्रभावी कार्रवाई की जाये। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि हर तरह के माफिया को प्रदेश में समाप्त कर प्रदेश को इनकी गंदगी से मुक्त कराना है। प्रदेश के अनेक जिलों में बेहतर कार्रवाई की गयी है। बेहतर कार्य करने वाले जिले और अधिकारी-कर्मचारी पुरस्कृत होंगे। वहीं लापरवाही होने पर सख्त दण्ड दिया जायेगा।
मुख्यमंत्री शिवराज सिंह चौहान ने निर्देश दिये कि बड़े माफिया समूहों पर प्राथमिकता से कार्रवाई हो। छोटे - बड़े माफिया कोई भी नहीं बचे। अवैध शराब के व्यवसाय और मिलावट को खत्म करने के लिये इसकी जड़ों पर प्रहार किया जाये। हर जिले के सूचना और खुफिया तंत्र को और विकसित और सुदृढ़ बनाया जाये। अधिकारी पूरी जानकारी रखें कि अवैध शराब कहाँ बनती है,कहाँ से सप्लाई होती है और कहाँ - कहाँ बेची जाती है ?
मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि अवैध शराब के प्रकरणों में अवैध शराब व्यवसाय के मूल स्त्रोत तक पहुँचना जरूरी है। अवैध शराब के उत्पादन और बिक्री के नेटवर्क में शामिल व्यक्तियों को चिन्हित कर कार्रवाई की जाये। सभी एस.डी.एम.और एस.डी.ओ.पी.ग्राम पंचायतों के सरपंचों और सचिवों की बैठक लें और उन्हें अवैध शराब के दुष्परिणामों से अवगत कराये। आम जनता को भी जागरूक करें।
इसी प्रकार मोहल्लों और ग्रामों में अवैध शराब के व्यापार में संलग्न व्यक्तियों को चिन्हित कर उनके विरूद्ध नियमानुसार कड़ी दण्डात्मक कार्रवाई की जाये। पुलिस,खाद्य,औषधि प्रशासन,राजस्व और आबकारी विभाग के अधिकारियों की संयुक्त टीम अवैध शराब की बिक्री और मिलावट की प्रभावी रोकथाम के लिये योजनाबद्ध ढंग से सतत कार्य करें। शासन द्वारा निर्धारित कीमत से अधिक कीमत पर शराब नहीं बिके,यह सुनिश्चित किया जाये। कोटवार,सरपंच,पंचायत सचिव के माध्यम से सुनिश्चित किया जाये कि उनके क्षेत्र में अवैध शराब का निर्माण और विक्रय नहीं हो। यदि अवैध शराब बिक्री का प्रकरण देखा जाये तो तत्काल पुलिस और आबकारी विभाग के अधिकारियों को सूचित किया जाये।
बताया गया कि आबकारी नीति में जरूरी संशोधनों की आवश्यकता है। मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि प्राप्त सुझावों तथा जरूरतों पर व्यापक विचार कर संशोधन किया जाये। उन्होंने कहा कि प्रदेश में माफियाओं के विरूद्ध कार्रवाई को व्यापक जन-समर्थन मिला है और जन - प्रतिनिधियों ने भी राज्य शासन की इन कार्रवाई की सराहना की है।
बताया गया कि मध्यप्रदेश में एक लाख की आबादी पर चार लायसेंस वाली शराब की दुकानें हैं। राजस्थान में एक लाख की आबादी पर 17,महाराष्ट्र में 21 और उत्तरप्रदेश में एक लाख की आबादी पर शराब की 12 वैध दुकानें संचालित हैं। इस उच्च स्तरीय बैठक में शराब की वैध दुकानों की संख्या,शराब की कीमत,पुलिस और आबकारी विभागों में अधिकारी - कर्मचारियों के रिक्त पदों की पूर्ति,वाहनों की आवश्यकता आदि मुद्दों पर भी गंभीरता से विचार किया गया।

In Madhya Pradesh, Chief Minister Shivraj Singh Chauhan has directed that the business of illegal liquor should be completely abolished
Chief Minister Shivraj Singh Chauhan was addressing the Divisional Commissioner, IG Police,Collector,Superintendent of Police and Excise Officer through video conference. Home Minister Dr. Narottam Mishra,Commercial Tax and Finance Minister Jagdish Deora, Chief Secretary Iqbal Singh Bains,Director General of Police Vivek Johri,Additional Chief Secretary Home Dr.Rajesh Rajaura and other officials were present in the meeting.
Chief Minister Shivraj Singh Chouhan said that under any circumstances,incidents like sale of illegal,adulterated and poisonous liquor and loss of life in Ujjain and Morena districts should not recur anywhere in the state. The state government has taken serious incidents of loss of life in both the districts.
Chief Minister Shivraj Singh Chouhan said that strict and effective action should be taken against all types of mafia. Chief Minister Shivraj Singh Chauhan said that all types of mafia should be eliminated in the state and the state has to be freed from its mess. Better action has been taken in many districts of the state. Districts and officers and employees doing better work will be rewarded. Due to negligence there will be strict punishment.
Chief Minister Shivraj Singh Chauhan directed that large mafia groups should be taken priority. There is no one left, big and big mafia. To eliminate the business and adulteration of illicit liquor,its roots should be attacked. Information and intelligence systems of every district should be further developed and strengthened. Officials should keep full knowledge of where illicit liquor is produced, where it is supplied and where it is sold.
Chief Minister Shivraj Singh Chauhan said that it is necessary to reach the original source of illegal liquor business in cases of illegal liquor. Action should be taken by identifying persons involved in the production and sale of illicit liquor. Take a meeting of sarpanches and secretaries of all SDM and SDOP gram panchayats and make them aware of the ill effects of illicit liquor. Make the general public also aware.
Similarly,the people involved in illegal liquor trade in mohallas and villages should be identified and strict punitive action should be taken against them. Joint teams of officers of Police,Food,Drug Administration, Revenue and Excise Department should work continuously for the effective prevention of sale and adulteration of illicit liquor. It should be ensured that liquor is not sold at a price higher than the price fixed by the government. Through Kotwar,Sarpanch,Panchayat Secretary, it should be ensured that there is no manufacture and sale of illegal liquor in their area. If a case of illegal liquor sale is noticed,then the police and Excise Department officials should be immediately informed.
It was stated that necessary amendments are required in the Excise Policy. Chief Minister Shivraj Singh Chauhan said that the amendments should be made after considering the suggestions and needs received. He said that action against mafias in the state has received widespread public support and public representatives have also appreciated these actions of the state government.
It was told that there are four licensed liquor shops in Madhya Pradesh with a population of one lakh. Rajasthan has 17 legitimate liquor shops,one in Maharashtra,21 in Maharashtra and 12 in Uttar Pradesh. In this high level meeting, the number of legitimate liquor shops,price of liquor,filling vacancies of officers and employees in police and excise departments,requirement of vehicles etc. were also seriously considered.
