एम.ओ.यू.पर राज्य शासन की ओर से प्रबंध संचालक भोरमदेव सहकारी शक्कर कारखाना भूपेन्द्र ठाकुर तथा छत्तीसगढ़ डिस्टीलरी की ओर से अरण्य केडिया ने हस्ताक्षर किए। कार्यक्रम में सहकारिता मंत्री डॉ.प्रेमसाय सिंह टेकाम,वन तथा पर्यावरण मंत्री मोहम्मद अकबर,उद्योग मंत्री कवासी लखमा,अपर मुख्य सचिव सुब्रत साहू तथा विशेष सचिव सहकारिता हिमशिखर गुप्ता उपस्थित थे।
मुख्यमंत्री भूपेश बघेल ने कार्यक्रम को सम्बोधित करते हुए कहा कि किसानों को समय पर गन्ना के मूल्य का भुगतान और शक्कर कारखाने की क्षमता का पूरा - पूरा उपयोग सुनिश्चित करने में एथेनॉल संयंत्र की स्थापना महत्वपूर्ण साबित होगी। एथेनॉल संयंत्र की स्थापना से क्षेत्र में प्रत्यक्ष एवं अप्रत्यक्ष रोजगार के अवसर उत्पन्न होंगे तथा क्षेत्र में आर्थिक समृद्धि का आधार मजबूत होगा। मुख्यमंत्री बघेल ने कहा कि छत्तीसगढ़ की वर्तमान सरकार ने किसानों से संबंधित मुद्दे और उनके विकास के कार्य को सर्वोपरि रखा है।
राज्य सरकार द्वारा सर्वप्रथम कृषि ऋणों की माफी की गई तथा गन्ना किसानों के हित को ध्यान में रखते हुए शक्कर कारखानों की आर्थिक कठिनाई के स्थायी निदान के लिए पी.पी.पी.मॉडल से एथेनॉल संयंत्र की स्थापना की जा रही है। पी.पी.पी.मॉडल से एथेनॉल संयंत्र की स्थापना का देश में यह पहला उदाहरण है। उन्होंने कहा कि राज्य में एथेनॉल संयंत्र की स्थापना से छत्तीसगढ़ का देश के बायोफ्यूल के उत्पादन में भी महत्वपूर्ण योगदान होगा।
कार्यक्रम को सहकारिता मंत्री डॉ.टेकाम ने भी सम्बोधित किया और कहा कि राज्य में एथेनॉल संयंत्र की स्थापना से जहां गन्ना उत्पादक किसानों को समय पर गन्ना के मूल्य का भुगतान करने में सुविधा होगी,वहीं गन्ने की मांग बढ़ने से उसका अधिक से अधिक लाभ भी किसानों को मिलेगा। इस दौरान विशेष सचिव गुप्ता द्वारा एथेनॉल संयंत्र इकाई की स्थापना के संबंध में प्रस्तुतिकरण भी दिया गया।
एथेनॉल संयंत्र की स्थापना छत्तीसगढ़ डिस्टीलरीज लिमिटेड द्वारा 40 के.एल.पी.डी.क्षमता के 5.27 करोड़ रूपए प्रतिवर्ष की निविदा स्वीकार की गई है। पी.पी.पी.मॉडल के अंतर्गत कारखाने द्वारा लाइसेंस पर केवल भूमि उपलब्ध करायी जाएगी। एथेनॉल संयंत्र की स्थापना पर निवेशक द्वारा 100 करोड़ रूपए से अधिक का विनिवेश किया जाएगा। संयंत्र का निर्माण डेढ़ से दो वर्ष के भीतर पूर्ण कर एथेनॉल उत्पादन प्रारंभ करने की योजना है।

Chhattisgarh will contribute significantly in the country's biofuel production : Chief Minister Bhupesh Baghel
The MoU was signed by the state government's managing director Bhoramdev Cooperative Sugar Factory, Bhupendra Thakur and Chhattisgarh Distillery on behalf of Aranya Kedia. Cooperative Minister Dr. Pramesya Singh Tekam, Forest and Environment Minister Mohammad Akbar, Industries Minister Kavasi Lakhma, Additional Chief Secretary Subrata Sahu and Special Secretary Cooperative Cooperation Himshak Gupta were present in the program.
Chief Minister Bhupesh Baghel while addressing the program said that setting up of ethanol plant would prove to be crucial in ensuring timely payment of cane price to farmers and full utilization of sugar factory capacity. The establishment of ethanol plant will generate direct and indirect employment opportunities in the region and will strengthen the basis of economic prosperity in the region. Chief Minister Baghel said that the present government of Chhattisgarh has kept the issues related to farmers and their development work paramount.
For the first time, the state government has waived agricultural loans and keeping in mind the interest of sugarcane farmers, the ethanol plant is being set up from PPP Model for permanent solution to the economic hardship of sugar factories. This is the first example in the country to set up an ethanol plant with a PPP model. He said that Chhattisgarh will also have an important contribution in the production of biofuels in the country by setting up an ethanol plant in the state.
The program was also addressed by Cooperative Minister Dr. Tekam and said that with the setting up of ethanol plant in the state, where the sugarcane producing farmers will be able to pay the price of sugarcane on time, the increase in the demand for sugarcane will also benefit more. Farmers will get. During this period,a presentation was made by Special Secretary Gupta regarding setting up of ethanol plant unit.
Establishment of ethanol plant Chhattisgarh Distilleries Limited has accepted a tender of Rs. 5.27 crore per annum of 40 KLPD capacity. Under PPP model only land will be made available by the factory on license. More than Rs 100 crore will be disinvested by the investor on setting up the ethanol plant. The plant is planned to be completed within one and a half to two years of ethanol production.
